City of Byron Administrative Committee met Oct. 7.

Here is the minutes provided by the committee:

MEMBERS PRESENT: Chairman Alderman Christy Hanlin, Alderman Todd Isaacs, Alderman Dan Reilly, Alderman Jessica Nehring

MEMBERS ABSENT: None

OTHERS PRESENT: Clerk Caryn Huber, Development Director Larry Hewitt Alderman Hanlin called the meeting to order at 5:45 pm.

1. PUBLIC COMMENT – None

2. APPROVAL OF MINUTES – SEPTEMBER 2, 2020 - Alderman Nehring motioned to approve, as presented, the September 2, 2020, Administrative Committee meeting minutes. Seconded by Alderman Reilly. Motion passed.

3. ORDINANCE 2020-04 AMENDMENTS TO BYRON MUNICIPAL CODE CHAPTER 17 – Clerk Huber reported that the Ordinance proposes possible changes to Municipal Code Chapter 17, which has to do with zoning. The changes include repealing sections on the plan commission and the comprehensive plan, which no longer exist. On p.14, Director Hewitt changed the questions to those that the Zoning Board of Appeals currently answers when deciding a zoning issue. Other changes reflect updates to current policies. Aldermen Isaacs asked to have another month to read through the changes before recommending to Council. It will be placed on the November 4 agenda.

4. ELECTRONIC SIGN – Director Hewitt reported that he and Clerk Huber recently met with Signs Now and received quotes on an electronic sign to be placed outside of City Hall on 2nd Street. It is possible this could be covered with funds from the CURE program. Alderman Isaacs said that with the city income reduced as a result of COVID, he would be reluctant to spend money on a sign without a guarantee that it would be paid for. Director Hewitt said that the next submittal date is November 30, and we should have a better idea of what the program is paying for based on other city’s submissions. Alderman Isaacs will provide names of companies that can replace the front door, which was another possible use of the CURE funding.

5. REVISIONS TO PERSONNEL POLICY – The Police Contract is done and will be presented for first read at council tonight. Once this is finalized, the mayor will move forward to revisions to the personnel policy.

6. HIGHWAY AND DOWNTOWN FAÇADE DESIGN STANDARDS – Nothing new.

7. ADJOURN – Meeting was adjourned by Alderman Hanlin at 5:59 p.m.
