City of Morrison City Council met Nov. 9.

Here is the minutes provided by the council:

The Morrison City Council met in Regular Session at 7:00 p.m, virtually using GoToMeeting. Mayor Everett Pannier called the meeting to order. Acting City Clerk Scott Vandermyde recorded the minutes.

Mayor Pannier announced a finding that meeting in person is not feasible. He announced that the audio of the meeting would be recorded and that all votes would be roll call.

Aldermen present on roll call were: Dale Eizenga, Ken Mahaffey, Mick Welding, Vernon Tervelt, Josh West, Kevin Bruckner Jr. and Arlyn Deets.

Other City officials present were City Administrator Barry Dykhuizen, Chief of Police Brian Melton and Public Services Director Lori Matlack.

Public Services Director Matlack reported that the City has repaired three catch basins and paving patches above them have been completed.

Alderman Mahaffey moved to approve the Consent Agenda consisting of the following: October 26, 2020 Regular Session Minutes; Bills Payable; September 30, 2020 Treasurer's Report; 2021 Regularly Scheduled Meeting Schedule; 2021 Holiday Schedule as amended (amended schedule attached to these Minutes); Martin Construction Motor and Fuel Tax payment for Ash Avenue/Cedar Street work of $87,729; New Full Time Hire Approval – Al Wagenecht; Approve Ordinance 20-25 Authorizing Disposal of Surplus Property; Approve October 28, 2020 P & Z Minutes; Ordinance Numbers 20-22 and 20-23 (Providing for Variances to side yard set-back and rear yard set-back requirements); Referral to Planning and Zoning Commission to Consider amendment to 100' Bar and Tavern proximity to residential districts. Alderman Tervelt requested to remove the 100' Bar and Tavern proximity item from the consent agenda. Alderman Welding seconded. On a roll call vote of 7 ayes (Eizenga, Mahaffey, Welding, Tervelt, West, Bruckner and Deets) and O nays, the motion carried.

Items Removed From Consent Agenda

Alderman Tervelt moved to Table the 100' Bar and Tavern proximity item to the next Council meeting for a full discussion with City Council. Alderman Mahaffey seconded. On a roll call vote of 7 ayes (Eizenga, Mahaffey, Welding, Tervelt, West, Bruckner and Deets) and ( nays, the motion carried.

Alderman Zuidema joined at 7:10 p.m.

Other Items for Consideration, Discussion & Information

1. City Administrator Dykhuizen presented the Preliminary Ordinance Draft of the Annual Tax Levy noting the statutory maximums for various categories and rates for other categories as determined by City needs. The process is to approve the preliminary levy now and approve the final ordinance in December as required by statute. Alderman Deets moved to approve, seconded by Alderman Tervelt. On a roll call vote of 8 ayes (Eizenga, Mahaffey, Welding, Zuidema, Tervelt, West, Bruckner and Deets) and 0 nays, the motion carried. 

2. City Administrator Dykhuizen presented a verbal estimate from Alvarado Plumbing for four to eight hours of work to drain and winterize the plumbing lines to the Sports Complex. Alderman Welding led a discussion as to putting a maximum on time and potentially material as well. Further discussion was around whether future winterizations could be completed by City personnel such that this is not a recurring cost. Alderman Bruckner moved to approve the work with a maximum cost of $2,000 (time and material). Alderman Deets seconded. On a roll call vote of 8 ayes (Eizenga, Mahaffey, Welding, Zuidema, Tervelt, West, Bruckner and Deets) and ( nays, the motion carried.

Other Items for Consideration, Discussion & Information

1. Mayor Pannier presented the attached letter and proposed code changes regarding cemetery marker size. Council members agreed to review it. The Mayor will present formal code changes in an ordinance at the next Council meeting.

With no additional business to discuss, Alderman Zuidema moved to adjourn the meeting, seconded by Alderman Welding. On a roll call vote of 8 ayes (Eizenga, Mahaffey, Welding, Zuidema, Tervelt, West, Bruckner and Deets) and 0 nays, the motion carried. Meeting adjourned at 7:31 p.m.
