City of Morrison City Council met Nov. 23.

Here is the minutes provided by the council:

The Morrison City Council met in Regular Session at 7:00 p.m. virtually using GoToMeeting. Mayor Everett Pannier called the meeting to order. Acting City Clerk Scott Vandermyde recorded the minutes.

Mayor Pannier announced a finding that meeting in person is not feasible. He announced that the audio of the meeting would be recorded and that all votes would be roll call.

Aldermen present on roll call were: Dale Eizenga, Ken Mahaffey, Vernon Tervelt, Josh West, Kevin Bruckner Jr. and Arlyn Deets.

Other City officials present were City Administrator Barry Dykhuizen, Chief of Police Brian Melton, Public Services Director Lori Matlack and City Attorney Tim Zollinger.

City Administrator Dykhuizen introduced City Attorney Zollinger who described the situation with the building at the northwest corner of State and Genesee. Papers were served to the owner on November 1 with a response due from him December 1. There has been an informal conversation but no formal written response. If there is no response by December 1, the City will move to obtain corrective action following well-defined steps.

Alderman West moved to approve the Consent Agenda consisting of the following: November 9, 2020 Regular Session Minutes; October 31, 2020 Treasurer's Report; Bills Payable; Resolution No. 20-07 – Dyke Tax Abatement; Ordinance No. 20-26 – Disposal of Surplus Property. Alderman Eizenga seconded. On a roll call vote of 6 ayes (Eizenga, Mahaffey, Tervelt, West, Bruckner and Deets) and O nays, the motion carried.

Alderman Welding joined at 7:09 p.m.

Other Items for Consideration, Discussion & Information

1. The Chamber of Commerce Street Closure Request for December 5, 2020 was withdrawn as the Christmas Parade was cancelled. 

2. Referral to Planning and Zoning Commission to consider amendment to Bar and Tavern proximity to residential districts (Sec. 62-173 (0)3 C 1 (CBD)) was discussed. There is interest in establishing a gaming location in a central business district commercial building immediately adjacent to a residential district. Alderman Welding moved to refer to P&Z and Alderman West seconded. On a roll call vote of 6 ayes (Eizenga, Welding, Tervelt, West, Bruckner and Deets), 1 abstention (Mahaffey) and 0 nays the motion carried. 

3. City Attorney presented amendments to Morrison Municipal Code Section 14-117 (Cemetery Markers) in the form of Ordinance No. 20-27. Alderman Eizenga moved to approve. Alderman Bruckner seconded. On a roll call vote of 7 ayes (Eizenga, Mahaffey, Welding, Tervelt, West, Bruckner and Deets) and ( nays the motion carried.

Other Items for Consideration, Discussion & Information

1. Mayor Pannier reintroduced City Attorney Zollinger who had written the Mayor and the Council a letter in the agenda packet outlining considerations around the power/authority of the City regarding updated State Covid Mitigation Measures. Attorney Zollinger described the tools at the City's disposal. Discussion covered a variety of topics including the attitude of the State's Attorney, State Law Enforcement, County Law Enforcement, Law Enforcement of other Cities in the County and interaction among all entities.

Alderman Zuidema joined the meeting at 7:36 p.m.

2. City Administrator Dykhuizen presented the status of the Public Works Building. Current thought is a new building at the site of the Waste Water Treatment Plant and replacing the service building at Grove Hill Cemetery, along with selling the building along Norrish Road. There was general agreement to consider the bids for Main Street Redevelopment before moving further on the Public Works Building.

With no additional business to discuss, Alderman Mahaffey moved to adjourn the meeting, seconded by Alderman Eizenga. On a roll call vote of 8 ayes (Eizenga, Mahaffey, Welding, Zuidema, Tervelt, West, Bruckner and Deets) and ( nays, the motion carried. Meeting adjourned at 8:16 p.m.
