City of Galena City Council met Nov. 23.

20C-0471 – CALL TO ORDER

Mayor Renner called the regular meeting to order at 6:30 p.m. in the Board Chambers at 101 Green Street on 09 November 2020.

20C-0472 – ROLL CALL

Upon roll call, the following members were present via Zoom teleconference: Allendorf, Bernstein, Hahn, Kieffer, McCoy, Westemeier, Renner

20C-0473 – ESTABLISHMENT OF QUORUM

Mayor Renner announced a quorum of Board members present to conduct City business.

20C-0474 – PLEDGE OF ALLEGIANCE

The Pledge was recited.

20C-0475 - REPORTS OF STANDING COMMITTEE

No reports.

20C-0476 – CITIZENS COMMENTS

None.

CONSENT AGENDA CA20-22

20C-0477 – APPROVAL OF THE MINUTES OF THE REGULAR CITY COUNCIL MEETING OF NOVEMBER 9, 2020

Motion: Kieffer moved, seconded by Bernstein, to approve Consent Agenda, CA20-22, item 20C-0477.

Discussion: None.

NEW BUSINESS

20C-0478 – OPERATIONS UPDATE FROM THE GALENA-JO DAVIESS COUNTY HISTORICAL SOCIETY

Christine Harris gave an operations update on the Galena-Jo Daviess County Historical Society.

20C-0479 – FIRST READING OF AN ORDINANCE AMENDING CHAPTER 91.26 OF THE GALENA CODE OF ORDINANCES PERTAINING TO FEES FOR THE IMPOUNDMENT, REDEMPTION, AND DISPOSITION OF ANIMALS

Motion: Bernstein moved, seconded by Allendorf, to approve the first reading and waive the second reading of an ordinance amending Chapter 91.26 of the Galena Code of Ordinances pertaining to fees for the impoundment, redemption, and disposition of animals.

Discussion: None.

20C-0480 – FIRST READING OF THE 2020 TAX LEVY ORDINANCE FOR TAXES TO BE COLLECTED IN 2021

Motion: McCoy moved, seconded by Hahn, to approve the first reading and waive the second reading of the 2020 Tax Levy Ordinance for taxes to be collected in 2021 in the amount of $1,484,900.

Discussion: None.

20C-0481 – DISCUSSION AND POSSIBLE ACTION ON LOAN DISBURSEMENT #5 FOR IEPA LOAN #1946 (EAST SIDE WATER PROJECT)

Motion: Allendorf moved, seconded by Kieffer, to table item 20C-0481, Discussion and Possible Action on Loan Disbursement #5 for IEPA Loan #1946 (East Side Water Project).

Motion: Kieffer moved, seconded by Westemeier, to approve the Warrants as presented, 20C-

0482.

Discussion: None.

20C-0483 – ALDERPERSONS’ COMMENTS

Main Street – McCoy commented on how gorgeous the stores look along Main Street.

Congratulations – Council congratulated the Lawlor’s on the 36th annual Noveau wine.

Survey – Bernstein stated the survey of restaurants and bars regarding outdoor dining was very useful. It seems parking, trash pick up and deliveries are the only issues.

COVID Vaccine – Allendorf advised Hartig Drug is ready to step forward and offer the COVID 19 vaccine when it is available.

20C-0484 – CITY ADMINISTRATOR’S COMMENTS

Public Hearing - A public hearing on outdoor dining will be held at the December 14th meeting. CURES Act – Two reimbursements have been submitted. Both have been approved and are

being submitted for payment. Approximately 80% will reimburse for salaries and wages. Kayak Launch – The new kayak launch is progressing nicely.

Wreaths – Moran thanked the Cub Scouts for stepping forward and providing 175 wreaths for the downtown.

Thank you – Moran thanked the Galena High School Key Club for wrapping the wreaths with lights and the Fire Department for hanging them.

20C-0485 – MAYOR’S REPORT

COVID Testing – Mayor Renner announced Midwest Medical will be doing COVID testing on Sunday, November 29th from 8 a.m. to 4 p.m.

Lights – The Main Street lights look nice.

Noveau – Mayor Renner congratulated the Lawlor’s on the 36th year of Nouveau.

Mayor Renner wished all a “Happy Thanksgiving”.

20C-0486 – MOTION FOR EXECUTIVE SESSION

Motion: Bernstein moved, seconded by Westemeier, to recess to Executive Session to discuss the following:

 Collective Negotiating matters and deliberations concerning salary schedules, Section 2 (c) (2)

Discussion: None.

Roll Call: 

AYES: Allendorf, Bernstein, Hahn, Kieffer, McCoy, Westemeier, Renner

NAYS: None

The motion carried. The meeting recessed 6:57 p.m.

The meeting reconvened at 7:03 p.m.

20C-0487 – DISCUSSION AND POSSIBLE ACTION ON A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE ILLINOIS FRATERNAL ORDER OF THE POLICE GALENA PATROL OFFICERS AND SERGEANTS AND THE CITY OF GALENA

Motion: Hahn moved, seconded by Allendorf, to approve the collective bargaining agreement between the Illinois Fraternal Order of the Police Galena Patrol Officers and Sergeants and the City of Galena.

Discussion: None.

NAYS: None

The motion carried.

20C-0488 – ADJOURNMENT
