20C-0508 – CALL TO ORDER

Mayor Renner called the regular meeting to order at 6:30 p.m. in the Board Chambers at 101 Green Street on 28 December 2020.

20C-0509 – ROLL CALL

Upon roll call, the following members were present via Zoom teleconference: Bernstein, Kieffer, McCoy, Westemeier, Renner

Absent: Hahn

20C-0510 – ESTABLISHMENT OF QUORUM

Mayor Renner announced a quorum of Board members present to conduct City business.

20C-0511 – PLEDGE OF ALLEGIANCE

The Pledge was recited.

20C-0512 - REPORTS OF STANDING COMMITTEE

No reports.

20C-0513 – CITIZENS COMMENTS

No comments.

20C-0514 – APPROVAL OF THE MINUTES OF THE REGULAR CITY COUNCIL MEETING OF DECEMBER 14, 2020

20C-0515 – APPROVAL OF CHANGE ORDER #3 FOR THE EAST SIDE WATER PROJECT

20C-0516 – APPROVAL OF REQUEST BY GALENA COUNTRY TOURISM TO RESCHEDULE THE FOOD TRUCK FIGHT IN DEPOT PARK FROM JUNE 5, 2021 TO AUGUST 7, 2021

20C-0517 – APPROVAL OF REVISED LOAN DISBURSEMENT #5 FOR IEPA LOAN #1946 (EAST SIDE WATER PROJECT)

20C-0518 – APPROVAL OF ULTRAVIOLET DISINFECTION UNIT REPLACEMENT AT THE WASTWATER TREATMENT PLANT

Motion: Kieffer moved, seconded by McCoy, to approve Consent Agenda, CA20-24.

UNFINISHED BUSINESS

20C-0501 – DISCUSSION AND POSSIBLE ACTION ON OUTDOOR SEATING FOR 2021

Motion: Bernstein moved, seconded by McCoy, to approve outdoor seating for 2021.

Discussion: McCoy voiced a couple of concerns which he hopes the merchants and restaurant owners can work out on their own. He voiced concern with merchants putting garbage out early as restaurants are still open until 10 or 11. He hopes they can work out a courteous way to get the garbage out. McCoy also stated he would like to see everyone having nice looking furniture and not a mix match of various items. McCoy was also in favor of no tents allowed.

Kieffer agreed stating staff did a great job. He likes the fact that the 300 block of North Main Street will remain open. He feels the fee charged for the concrete barriers will help cover that cost. He agrees the barriers should be decorated.

Westemeier advised the part about no pets allowed would need to be changed to allow service animals. He agreed going to strictly umbrellas and no tents was a great idea.

Bernstein agreed it was a very detailed plan. She questioned if public safety enforcement was a problem this past season. Renner stated there wasn’t any enforcement on any of it.

Renner stated the only reason he would close Main Street again this year is due to the pandemic. If we are in Phase 5 in May, Main Street shouldn’t be closed. If we aren’t in Phase 5, then he would agree with closing the street until such time as we make it to Phase 5.

Renner questioned if the outdoor dining would include eateries that are not in the downtown. Council agreed it would include restaurants outside of the downtown area as well.

Westemeier advised the dates would be May 1 – October 24, 2021. Renner stated he would be opposed to that length of time. McCoy felt if we are charging them a permit fee, there will be an expectation that it will run for a year.

Kieffer was in favor of trying it for a year. The permits would be required to be renewed every year. Westemeier agreed it should be handled on a yearly basis.

Garbage and delivery areas will remain pretty much the same with a few minor changes.

NEW BUSINESS

20C-0519 – FIRST READING OF AN ORDINANCE AUTHORIZING THE CITY OF GALENA, JO DAVIESS COUNTY, ILLINOIS TO BORROW FUNDS FROM THE PUBLIC WATER SUPPLY LOAN PROGRAM

Motion: McCoy moved, seconded by Kieffer, to approve the first reading of an ordinance authorizing the City of Galena, Jo Daviess County, Illinois to borrow funds from the Public Water Supply Loan Program.

Discussion: None.

Roll Call: AYES: Kieffer, McCoy, Westemeier, Bernstein, Renner 

NAYS: None

ABSENT: Hahn

The motion carried.

20C-0520 – DISCUSSION AND POSSIBLE ACTION ON FISCAL YEAR 2022-26 CAPITAL IMPROVEMENT PLAN

No action was taken.

20C-0521 – WARRANTS

Motion: Kieffer moved, seconded by McCoy, to approve the Warrants as presented, 20C-0521.Discussion: None.

Roll Call: AYES: McCoy, Westemeier, Bernstein, Kieffer, Renner 

NAYS: None

ABSENT: Hahn

The motion carried.

20C-0522 – ALDERPERSONS’ COMMENTS

St. Mary’s School Project – Bernstein stated she was glad to see the City was holding a meeting about the St. Mary’s School Project this week. She has heard a number of concerns about the project. This will be a good opportunity to discuss it before it comes up before the zoning board.

Council wished everyone a “Happy New Year”.

Thank you – McCoy thanked Alderman Chris Allendorf for his service to the City of Galena. He is going on to work for some more public duties. It was fun working with him and he did a nice job.

20C-0523 – CITY ADMINISTRATOR’S COMMENTS

Glass Recycling – Moran reported we are completing our first year of glass recycling. We have recycled just shy of 80 tons of glass. The big purple dumpster fills up every two weeks to the brim. It has been a good program.

20C-0524 – MAYOR’S REPORT

Mayor Renner wished all a “Happy and Healthier New Year”

Thank you – Mayor Renner thanked Chris Allendorf for his time on the council.

20C-0525 – MOTION FOR EXECUTIVE SESSION

Motion: McCoy moved, seconded by Kieffer, to recess to Executive Session to discuss the following:

 Employee hiring, firing, compensation, discipline and performance, Section 2 (c) (1)

Discussion: None.

Roll Call: AYES: Westemeier, Bernstein, Kieffer, McCoy, Renner 

NAYS: None

ABSENT: Hahn

The motion carried. The meeting recessed at 6:55 p.m.

The meeting reconvened at 7:19 p.m.
