City of Galena City Council met Jan. 25.

21C-0019 – CALL TO ORDER

Mayor Renner called the regular meeting to order at 6:30 p.m. in the Board Chambers at 101 Green Street on 25 January 2020.

21C-0020 – ROLL CALL

Upon roll call, the following members were present via Zoom teleconference: Bernstein, Hahn, Kieffer, McCoy, Westemeier, Renner

21C-0021 – ESTABLISHMENT OF QUORUM

Mayor Renner announced a quorum of Board members present to conduct City business. 21C-0022 – PLEDGE OF ALLEGIANCE

The Pledge was recited.

21C-0023 - REPORTS OF STANDING COMMITTEE

No reports.

21C-0024 – CITIZENS COMMENTS

No comments.

LIQUOR COMMISSION

Motion: Kieffer moved, seconded by Westemeier, to adjourn as the City Council and reconvene as the Liquor Commission.

Discussion: None.

Roll Call: AYES: Bernstein, Hahn, Kieffer, McCoy, Westemeier, Renner 

NAYS: None

The motion carried.

21C-0025 – DISCUSSION AND POSSIBLE ACTION ON A REQUEST BY THE IRISH COTTAGE INN AND SUITES, 9853 U.S. ROUTE 20 WEST, FOR A CORPORATION MANAGER LIQUOR LICENSE FOR KRYSTLE J. HEWITT

Motion: McCoy moved, seconded by Kieffer, to approve the request by the Irish Cottage Inn and Suites, 9853 U.S. Route 20 West, for a corporation manager liquor license for Krystle J. Hewitt, 21C-0025.

Discussion: None.

21C-0026 – APPROVAL OF THE MINUTES OF THE REGULAR CITY COUNCIL MEETING OF JANUARY 11, 2020

21C-0027 – APPROVAL OF A REQUEST BY THE TRI-STATE HISTORICAL PRESENTATIONS, INC. TO CONDUCT THE ANNUAL CIVIL WAR REENACTMENT IN DEPOT PARK AND GRANT PARK, AUGUST 26-29, 2021

21C-0028 – A REQUEST BY THE GALENA LIONS CLUB TO CONDUCT THE ANNUAL OKTOBERFEST IN DEPOT PARK, OCTOBER 2, 2021

NEW BUSINESS

21C-0032 – QUARTERLY REPORT BY GALENA COUNTRY TOURISM Rose Nobel made a quarterly report presentation for Galena Country Tourism. 21C-0033 – DISCUSSION AND POSSIBLE ACTION ON ANNUAL AUDIT CONTRACT

Motion: Hahn moved, seconded by Kieffer, to approve requesting a proposal from O’Connor Brooks for the next three years for the annual audit contract.

Discussion: Council agreed to request a proposal from O’Connor Brooks for the next three years.

21C-0034 – PRESENTATION OF YEAR-END ARCHERY DEER HUNTING PROGRAM REPORT

Moran reported the following:

∙ 30 Hunters registered of which 20 hunters hunted during the October 1 to January 17 season.

∙ 11 hunters culled a deer for a total of 24 deer culled.

Moran felt the hunt was successful in terms of no negative incidence or safety issues. Hunters stated they weren’t seeing as many deer. Due to COVID19, there will not be an aerial count taken this year.

Police reports looking at incidents outside of the program such as accidents, injured or deceased deer are up slightly over 2020.

Moran thanked the Police Department for their help in registering the hunters, Jim Rigdon for his help qualifying the hunters and Matt Oldenburg for his help with the mapping as well.

Mayor Renner thanked the hunters who safely participated.

21C-0035 – DISCUSSION AND POSSIBLE ACTION ON APPOINTMENT OF JASON BINGHAM AS PUBLIC WORKS DIRECTOR, EFFECTIVE JANUARY 30, 2021 THROUGH APRIL 30, 2021

Motion: Bernstein moved, seconded by Westemeier, to approve the appointment of Jason Bingham as Public Works Director, effective January 30, 2021 through April 30, 2021 at a salary of $64,000 annually.

Discussion: Council was happy to appoint from within and felt Jason will do a good job.

21C-0036 – DISCUSSION AND POSSIBLE ACTION ON ANNUAL COMPENSATION ADJUSTMENTS FOR NON-UNION EMPLOYEES

Motion: Hahn moved, seconded by Kieffer, to approve annual compensation adjustments of 1.5 percent for non-union employees this year like the Police Department.

Discussion: None.

NAYS: None

21C-0037 – WARRANTS

Motion: Kieffer moved, seconded by McCoy, to approve the Warrants as presented, 21C-0037. Discussion: None.

Roll Call: AYES: Kieffer, McCoy, Westemeier, Bernstein, Renner 

NAYS: None

ABSTAIN: Hahn

The motion carried.

21C-0038 – ALDERPERSONS’ COMMENTS

Filming Company – Westemeier stated he is glad to see a filming company coming to Galena. It will be good for the economy and Galena.

Brewfest – McCoy stated he is happy to see Brewfest is going to make another shot at it again this year.

City – Bernstein stated she is very proud of the fact that we have such a well-run city and Galena Country Tourism. Despite all of the challenges we faced this year, things went well.

21C-0039 – CITY ADMINISTRATOR’S COMMENTS

Pandemic – Moran reported Region 2 returned to Phase 4 today. We have had a declining positivity rate under 6.5 percent for the last three days and ICU and hospital admissions are declining as well.

Jobs – Moran reported the application deadline for the Utility Billing Clerk and Receptionist positions will close Friday. Interviewing will begin next week.

US Water – Matt Trotter will have a report at the next meeting.

21C-0040 – MAYOR’S REPORT

Mayor Renner agreed with everything said. He hopes we continue to stay in Phase 4. Good things are happening. He commended the Public Works Department for a job well done with the snow.

21C-0041 – ADJOURNMENT

Motion: Hahn moved, seconded by Kieffer, to adjourn.
