21C-0042 – Call To Order

Mayor Renner called the regular meeting to order at 6:30 p.m. in the Board Chambers at 101 Green Street on 08 February 2021.

21C-0043 – Roll Call

Upon roll call, the following members were present via Zoom teleconference: Bernstein, Hahn, Kieffer, McCoy, Westemeier, Renner

21c-0044 – Establishment Of Quorum

Mayor Renner announced a quorum of Board members present to conduct City business.

21C-0045 – Pledge Of Allegiance

The Pledge was recited.

21C-0048 – Approval Of The Minutes Of The Regular City Council Meeting Of January 25, 2021

21C-0049 – Approval Of Corkless In Galena Event At Depot Park, June 26, 2021, Subject To Covid-19 Measures In Place At The Time Of The Event

21C-0050 – Approval Of Amazing For All Bridge And American Flag Stair Exhibits By Galena Country Tourism

Motion: Kieffer moved, seconded by Bernstein, to approve Consent Agenda, CA21-03. Discussion: Bernstein requested item 21C-0051 be removed from the consent agenda.

21C-0051 – Approval Of A Request By Galena Country Tourism For Thursday Night Live Events, Thursday Evenings From 5-7, May-October 2021

Mayor Renner questioned if the performers would be subject to the street performers license. Council discussed and agreed that, since the performers are being paid by the tourism group, they would not be subject to the street performers license.

Nack advised street performers are allowed to perform on certain days. He recommended amending the ordinance to exclude Thursday evenings from 5 p.m. to 7 p.m.

Motion: Hahn moved, seconded by Kieffer, to approve the request by Galena Country Tourism for Thursday night live events, Thursday evenings from 5-7, May-October 2021 and amending the ordinance to isolate the hours out from general musicians.

Discussion: None.

New Business

21C-0054 – Water And Sewer Operations And Maintenance Report By U.S. Water

Matt Trotter gave the US Water maintenance report. They are currently working on conversion from dry phosphate to liquid phosphate. It is basically the same product other than it is coming pre-mixed, is much easier to work with and is more consistent. Adjustments need to be made to the EPA permit.

On the water distribution side, Trotter reported they have been doing pretty decent as far as leaks. They have had 3 repairs since the first of the year. All have been in the Ridge Street, Summit Street and Division Street area. Louie’s assisted with a couple which coincided with snow falls. Public Works helped out with the other one.

Trotter expressed his appreciation for the support from the city on some fairly expensive maintenance projects. The UV Disinfection parts came in and have been installed. The installer will be back in May for startup to make sure everything is working correctly.

On the wastewater collections side, they had a plugged manhole a couple weekends ago. Since their jet machine was out for repairs, 5-Star Plumbing came in and helped out. Mike Sproule came in and sucked the debris out of the manhole.

Trotter reported the operations budget is right on track. Electric is within a few thousand dollars of budget.

Mark Anger and Bruce Hoover retired at the end of 2020. Trotter thanked them for the service. Todd O’Brien was hired. He comes with a little bit of water and wastewater experience from the military. He has a good attitude and a good energy level. He is willing to jump in to do anything he is asked to do.

Trotter advised they are being patient with hiring for Bruce Hoover’s position. An offer was made last week. He is hoping to have someone start around March 1st.

Mayor Renner thanked Matt for doing a good job. He wished both Mark and Bruce well.

21C-0055 – Report On 2021 Swimming Pool Season

Janelle Keefer gave a report on the upcoming pool season. This year will be different with the continued pandemic mitigations. Keefer has been looking at what this summer might look like. She has prepared a plan outlining what things would look like in Phase 4 as well as what things might look like if, during the course of the summer, we would be moved to Phase 5. Some restrictions could be removed under Phase 5.

Keefer stated she is trying to move to a system avoiding mass crowds. This would require potential time segments with a registration system for controlled occupancy.

The IHSA has now reinstated spring sports for high school students. This could potentially affect a good number of our staff. Keeffer plans to do a survey of staff members.

The Illinois Department of Public Health also recommends limiting ticket sales to patrons within the same EMS zone. Thus, the pool would only be open to Region 1 residents.

Keefer stated she will continue to move forward with research and will present a more detailed plan in March for council consideration.

21C-0056 – Warrants

Motion: Bernstein moved, seconded by McCoy, to approve the Warrants as presented, 21C 0056.

Discussion: None.

21C-0057 – Alderpersons’ Comments

Thank you – Hahn thanked everyone for doing a good job.

Fire Hydrants – Hahn asked citizens to shovel around fire hydrants located near their house.

Snow – McCoy commended everyone for doing a great job with the snow. Public Works has been getting rid of some of the piles.

Bernstein stated she is looking forward to Spring!

21C-0058 – City Administrator’s Comments

No report.

21C-0059 – Mayor’s Report

Mayor Renner agreed with the comments to Public Works for a good job. He urged citizens to help out with their own sidewalks.

21C-0060 – Motion For Executive Session

Regular Board Meeting 08 February 2021

Motion: Kieffer moved, seconded by Hahn, to recess to Executive Session to discuss the following:

∙ Employee hiring, firing, compensation, discipline and performance, Section 2 (c) (1) ∙ Collective negotiating matters and deliberations, concerning salary schedules, Section 2 (c) (2)

∙ Purchase or lease of real estate, Section 2 (c) 5

Discussion: None.
