21C-0001 – CALL TO ORDER

Mayor Renner called the regular meeting to order at 6:30 p.m. in the Board Chambers at 101 Green Street.

21C-0002 – ROLL CALL

Upon roll call, the following members were present via Zoom teleconference: Bernstein, Hahn, Kieffer, McCoy, Westemeier, Renner

21C-0003 – ESTABLISHMENT OF QUORUM

Mayor Renner announced a quorum of Board members present to conduct City business. 21C-0004

PLEDGE OF ALLEGIANCE

The Pledge was recited.

21C-0005 - REPORTS OF STANDING COMMITTEE

No reports.

21C-0006 – CITIZENS COMMENTS

No comments.

PUBLIC HEARINGS

Motion: Kieffer moved, seconded by McCoy, to open the public hearing on a request by Steven J. Domeyer, 901 Spring Street, to vacate a part of Dell Street.

Discussion: None.

The motion carried.

21C-0007 – PUBLIC HEARING ON A REQUEST BY STEVEN J. DOMEYER, 901 SPRING STREET, TO VACATE A PART OF DELL STREET

Testimony: None.

Motion: Bernstein moved, seconded by Westemeier, to close the public hearing on a request by Steven J. Domeyer, 901 Spring Street, to vacate a part of Dell Street.

Discussion: None.

21C-0008 – APPROVAL OF THE MINUTES OF THE REGULAR CITY COUNCIL MEETING OF DECEMBER 28, 2020

21C-0009 – APPROVAL OF REQUEST BY THE BOY SCOUTS OF AMERICA TO CONDUCT BOY SCOUT WEEKEND, AUGUST 23-25, 2021, IF GATHERINGS ARE PERMITTED UNDER COVID-19 MITIGATIONS

21C-0010 – ACCEPTANCE OF NOVEMBER 2020 FINANCIAL REPORT

21C-0011 – APPROVAL OF REVISED LOAN DISBURSEMENT #5 FOR IEPA LOAN #1946 (EAST SIDE WATER PROJECT)

Motion: Kieffer moved, seconded by Bernstein, to approve Consent Agenda, CA21-01. Discussion: None.

UNFINISHED BUSINESS

21C-0519 – FIRST READING OF AN ORDINANCE AUTHORIZING THE CITY OF GALENA, JO DAVIESS COUNTY, ILLINOIS TO BORROW FUNDS FROM THE PUBLIC WATER SUPPLY LOAN PROGRAM

Motion: Westemeier moved, seconded by Hahn, to approve the second reading of an ordinance authorizing the City of Galena, Jo Daviess County, Illinois to borrow funds from the Public Water Supply Loan Program.

Discussion: None.

Roll Call: AYES: McCoy, Westemeier, Bernstein, Hahn, Kieffer, Renner 

NAYS: None

21C-0520 – DISCUSSION AND POSSIBLE ACTION ON FISCAL YEAR 2022-26 CAPITAL IMPROVEMENT PLAN

Motion: Hahn moved, seconded by Kieffer, to approve the Fiscal Year 2022-26 Capital Improvement Plan, 21C-0520.

Discussion: Council commended staff for doing a great job on updating the plan. It gives the City something to go forward with. They were happy to have the streets in order by condition.

Hahn advised he believes they will be bidding the highway project in September. He questioned if the City needs to revisit the lighting project. Renner advised the lighting project will be a separate item at a later date as it is still being worked on.

Renner noted this is just a guideline for improvements. Everything depends on revenues coming in.

NEW BUSINESS

21C-0012 – FIRST READING OF AN ORDINANCE PROVIDING FOR THE VACATION OF PART OF DELL STREET

Motion: Hahn moved, seconded by Kieffer, to approve the first reading and waive the second reading of an ordinance providing for the vacation of part of Dell Street.

Discussion: Hahn advised the state initiated the request. It makes sense for them to take that part over.

Roll Call: AYES: Bernstein, Hahn, Kieffer, McCoy, Westemeier, Renner 

NAYS: None

The motion carried.

21C-0013 – WARRANTS

Motion: McCoy moved, seconded by Kieffer, to approve the Warrants as presented, 21C-0013. Discussion: None.

Roll Call: AYES: Bernstein, Hahn, Kieffer, McCoy, Westemeier, Renner 

NAYS: None

ABSTAIN: Hahn

The motion carried.

21C-0014 – ALDERPERSONS’ COMMENTS

Snow Removal – Kieffer commended the Public Works Department on the snow removal.

Galena – McCoy stated Galena was granted a charter in 1841. He congratulated the Mayor and Staff for making this legacy and making Galena one great place to live. Bernstein noted Mayor Renner wasn’t in office 180 years ago.

Thank you – Hahn thanked the Public Works Department for the snow removal and staff for the great job on the Comprehensive Plan.

21C-0015 – CITY ADMINISTRATOR’S COMMENTS

Passenger Rail – Moran advised he has been serving on a committee looking into the feasibility study for possible rail service from Rockford to Dubuque. The group received a $350,000 grant. The committee has interviewed two potential consultants. A recommendation has been sent to the board of the Planning Association. The project will be completed in 14 months.

Thank you – Moran thanked the Galena Fire Department, Fleege Electric and the Downtown Business Association for their assistance with the holiday wreaths.

21C-0016 – MAYOR’S REPORT

Mayor Renner agreed with everything said and thanked all for their service.

21C-0017 – MOTION FOR EXECUTIVE SESSION

Motion: Kieffer moved, seconded by McCoy, to recess to Executive Session to discuss the following:

∙ Employee hiring, firing, compensation, discipline and performance, Section 2 (c) (1) Discussion: None.

Roll Call: AYES: Hahn, Kieffer, McCoy, Westemeier, Bernstein, Renner 

NAYS: None

The motion carried.

The meeting recessed at 6:48 p.m.

The meeting reconvened at 7:03 p.m.

21C-0018 – ADJOURNMENT

Motion: McCoy moved, seconded by Hahn, to adjourn.
