City of Dixon City Council met Jan. 4.

Here is the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Arellano at 5:34pm.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited and the invocation was given by Maryann Rhoades, Deacon at St. Luke’s.

COMMENTS

Asked to post on the Facebook for comments to be replied to the comment. Mayor Arellano stated that with regard to the Work Session for Liquor Licenses and Gaming he would prefer waiting until the City receives all requests and address at one time.

ROLL CALL

Councilman Oros, Venier, Considine, Marshall and Mayor Arellano answered roll call.

WORK SESSION

Mayor Arellano stated that with regard to the Work Session for zoning. City Manager Langloss led a general discussion on Zoning. Councilman Considine said that he would like to see information or a committee formed to go through the codebook. Attorney Lesage updated the Council that he had been in contact with the code book company and they are to send a red line copy for the council and staff review. Discussion ensued. Working on a business idea. $10.00 Gift certificates mailed to all in the city limits to be used at participating businesses. All businesses would be welcome to register and hopefully offer deals, etc. Looking to have it for a 2 week stretch. It would be a mailing to approximately 4000 and 15 hours of City time involved. Discussion ensued. Mayor liked the idea, Councilman Oros would like to see it put with an event.

APPROVAL OF MINUTES

Councilman Marshall moved that the minutes of the Regular Session Council Meeting of Monday, December 21, 2020; be accepted and placed on file. Seconded by Councilman Venier. Voting Yea: Oros, Venier, Considine, Marshall and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $195,298.66 be approved and ordered paid. Seconded by Councilman Venier. Discussion ensued. Voting Yea: Oros, Venier, Considine, Marshall and Mayor Arellano. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

None

CITY MANAGER REPORT

City Manager Langloss stated that schedules for budget are due Friday working on getting the meeting plan together. He has spoken with the Finance Director and we are doing well, may have surplus at the end of the year. This is in part to grant work and recovery of grants.

COUNCIL REPORTS

Mayor Arellano – Thank you to the work crews’ for the work with the snow storms, good job. Kudos great work.

Councilman Considine – No report, wishing a good new year.

Councilman Marshall –Councilman Marshall stated that it had been a while since reviewing the closed session minutes.

Councilman Oros – City grants deadline was 12/31/2020, but can still be submitted until the early part of January. She encourages businesses to apply at Dixonprepared.com.

Councilman Venier – No report, let’s have more fun in 2021

VISITOR/PUBLIC COMMENT

No public comment from the council chambers. Public comments from Facebook that were in response to the original comment asking for public comment.

Councilman Marshall addressed that if a public comment is not in reply to the original comment, it will not be addressed during the meeting. Public comments from Facebook that were in response to the original comment asking for public comment were as follows:

Tim Carlson – Has the City Attorney been asked if the gift card allowed..???? 

Suzanne Bollman – Gift Certificate might be ok.

Suzanne Bollman – I would volunteer to help mailing this.

Suzanne Bollman – Will the person whose name is on the water bill be the only person that can use the certificate my water bill is in my husband’s name he passed away in 2018. 

Some questions/comments Councilman Marshall advised were issues for Dixon Park District as they are their own taxing body and the elected board has oversight of their budget.

Added a public comment that was not in response to original comment:

Jenny Bumba asked if Everett from McDonalds west to Shell Gas Station has been discussed to repave. Public Works Director Matt Heckman responded to this question stating that IDOT had jurisdiction on this road and that it is to be addressed this summer.

ADJOURMENT

Councilman Considine moved that the Regular Council Meeting of Monday, January 4, 2021 be adjourned to meet in Regular Session on Tuesday, January 19, 2021, at 5:30pm in the Council Chambers at City Hall by electronic means. Seconded by Councilman Marshall. Voting Yea: Oros, Venier, Considine, Marshall and Mayor Arellano. Voting Nay: None. Motion Carried

The meeting adjourned at 6:32pm.
