City of Dixon City Council met Feb. 23.

CALL TO ORDER
The meeting was called to order by Mayor Arellano at 8:03am.
ROLL CALL
Councilman Considine, Marshall (electronic participation), Oros, Venier, and Mayor Arellano answered Roll Call. Pledge of Allegiance was cited.
VISITORS/PUBLIC COMMENT
None at this time, will address later in the meeting.
WORK SESSION – FY2021/2022 Budget Review
City Manager Langloss commended the staff for the hours and hours of work putting this budget together, they have done a great job, as they were fielding questions and explaining things, couldn’t be more proud of the work that they have done, especially with the added pressure of being on camera. Discussion on feedback of live meetings. Mayor overviewed the meeting and discussion items for the meeting.
Discussion ensued in regards to: Housing study, Municipal Band funding, Dixon Historical Theatre funding, Pensions, partnering with other entities, arts and culture, and policy on turn-ins.
PUBLIC COMMENT
No public comment in City Hall.

EXECUTIVE SESSION
Councilman Oros moved that the Special Council Meeting of Tuesday, February 23, 2021 meet in Executive Session to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees pursuant to Section 2(c)(1) of the Open Meeting
Act. Seconded by Councilman Considine. Voting Yea: Councilman Considine, Oros, Venier and Mayor Arellano. Motion Carried.
RECONVENE
Councilman Considine moved that the Special Council Meeting of Tuesday, February 23, 2021 reconvene into Open Session.
COMMENTS
Discussion ensued regarding the need for the special meeting work session on Thursday, the meeting will be cancelled, but a work session will be added to the regular meeting for any discussion that may arise. Discussion on expanding businesses, annexations, and wanting a report on pension funding.
ADJOURMENT
Councilman Venier moved that the Special Council Meeting of Tuesday, February 23, 2021, be adjourned to meet in Regular Session on Monday, March 1, 2021 at 5:30pm in the Council Chambers at City Hall. Seconded by Councilman Oros. Voting Yea: Councilman Considine, Oros, Venier and Mayor Arellano. Motion Carried.
The meeting adjourned at 10:02m.
