City of Galena City Council met April 5.

21C-B001 – CALL TO ORDER

Mayor Terry Renner called the special meeting to order at 5:03 p.m. in the Board Chambers at 101 Green Street on 5 April 2021.

21C-B002 – ROLL CALL

Upon roll call the following members were present via Zoom: Bernstein, Hahn, Kieffer, McCoy, Westemeier, Renner

21C-B003 – ESTABLISHMENT OF QUORUM

Mayor Renner announced a quorum of Board members present to conduct City business. 

21C-B004 – PLEDGE OF ALLEGIANCE

The Pledge was recited.

NEW BUSINESS

21C-B005 – REVIEW OF PROPOSED FY 2021-22 OPERATING BUDGET

Mark Moran, City Administrator, gave a brief PowerPoint presentation and overview of the proposed Fiscal Year 2021-2022 Operating Budget highlighting the following:

1. Budget Goals

2. Budgeting Methodology—Zero Based Budgeting

3. Budget Summary

4. Revenue Assumptions

5. Projected Fund Balances

6. Capital Projects and Expenses

7. Street Improvement Sales Tax

8. Debt Summary

9. Staffing and Compensation

10. Pending Budget Issues

Discussion: Westemeier questioned if the Police Department would be going another two years without a new vehicle. Moran advised staff was asked to cut back. The Police Department currently has an extra vehicle at this time. No additional money was added to the vehicle maintenance line item.

Westemeier questioned if the gas line items were raised. Moran advised when the budget was assembled, he did not anticipate the increase in gas costs. Those line items may be underestimated.

Kieffer stated he would like to see the Commerce Street parking lot in the budget. Renner advised, with the closing down of Main Street this year, it does not make sense to do it at this time and lose more parking.

Hahn questioned if water rates would need to be increased to help cover the cost of the west side project. Moran advised there is a planned increase of $.50 cents per thousand gallons later in the fiscal year.

Moran advised the local excise tax on cannabis is 3 percent plus sales tax for a total of 5 percent. The City should start seeing those revenues in June.

A public hearing will be held at the next regular meeting.

21C-B006 – REVIEW OF BUDGET PROCESS SCHEDULE

Moran presented an outline of the proposed budget schedule. The public hearing has been set for April 12, 2021.

19C-B007 – MOTION FOR EXECUTIVE SESSION

Motion: Kieffer moved, seconded by Hahn, to recess to Executive Session to discuss the following:

∙ Employee hiring, firing, compensation, discipline and performance, Section 2 (c) (1) 

Discussion: None.

Roll Call:   AYES: Kieffer, McCoy, Westemeier, Bernstein, Hahn, Renner 

NAYS: None

The motion carried.

The meeting recessed at 6:16 p.m.

The meeting reconvened at 6:35 p.m.

19C-B008 - ADJOURNMENT

Motion: McCoy moved, seconded by Kieffer, to adjourn.

Discussion: None.

Roll Call:   AYES: McCoy, Westemeier, Bernstein, Hahn, Kieffer, Renner 

NAYS: None

The motion carried.

The meeting adjourned at 6:35 p.m.
