City of Amboy City Council met March 15.

Here is the minutes provided by the council:

Mayor John Schamberger called the Regular meeting of the Amboy City Council to order and the council and audience stood for the Pledge of Allegiance.

ROLL CALL:

WARD 2: Brandon Klein

WARD 3: Frank Stenzel

MINUTE’S APPROVED-The minutes from the regular city council meeting were presented. Motion to approve the minutes by Aldermen Stenzel and Shaw. Carried.

TREASURER’S REPORT APPROVED- City Treasurer Nancy Neal submitted the financial report. Making a motion to approve the reports as presented was made and seconded by Aldermen Bontz and Dewey. Carried.

PAYMENT OF BILLS APPROVED- A list of outstanding bills, involving city accounts as prepared by the city clerk’s office was submitted. Making a motion to approve the bills as presented was made by Aldermen Stenzel and Bontz. Carried. 

STANDING COMMITTEE REPORTS:

COMMUNITY BUILDING-No Report. 

DEPOT MUSEUM-Alderman Shaw reported the Depot Museum will have a normal meeting in April. 

L.C.E.M.A-Alderman Dewey –No Report. 

PARK-Alderman Bontz reported the Park Board will be deciding if they will roof another shelter or plant more trees. 

LIBRARY-No Report. 

COMMITTEE MEETING-See minutes. 

MAINT/STREET DEPT-Alderman Klein is going to have Top Notch Builders give a bid on the salt shed building. 

WATER/SEWER DEPT-No Report. 

CONCERNS FROM THE AUDIENCE-Mayor Schamberger introduced Jared Zellhoffer and his business plans. Two years ago he purchased Ag-1 property and had it rezoned to Industrial property. While trying to develop this property several things have come up with setbacks, driveway access and cleanup. Jared has entered into an agreement with Delbert Kessel to purchase the additional strip of railroad property to get the driveway needed for his property. Last time the city was asked to annex the Zellhoffer property Brad Kessel’s property was dealing with flood plain issues.  The annexation would include all railroad property and additional Ag-1 acres that Jared owns. Brad Kessel is selling his buildings but would still keep the railroad bed property for the tree /mulch area. If the city knows of any additional acres in town that are for sale where Jared could move his business to be in the city limits. Per the Plan Commission Board if land is annexed it has to be all connected and parcels cannot be skipped over. Review of the Nauman property where the factory used to be and additional lots by there could be possible. The Dunteman property was also discussed for the Industrial area that could be developed. Mayor Schamberger will reach out to Andy Shaw regarding the Enterprise Zone and what property could be added. More information next meeting. 

NEW BUSINESS

Approve Ordinance Amending Ordinance NO 9-18-17 An Ordinance Amending Lee Ogle Enterprise Zone Boundary-Motion to Approve Ordinance Amending Ordinance No 9-18-17-An Ordinance Amending Lee Ogle Enterprise Zone Boundary made by Aldermen Stenzel and Bontz. All Approved. 

Approve Gordy Koch & Richard Kelly Part Time Mowing 2021 Season-Motion to Approve Gordy Koch & Richard Kelly Part Time Mowing 2021 Season made by Aldermen Klein and Dewey. All Approved.  

Approve Sterling Fence Bid $34,478.01–New Maintenance Building –Motion to Approve Sterling Fence Bid $34,478.01 made by Aldermen Stenzel and Bontz. All Approved. 

Discussion Regarding Annexation –Zellhoffer Property-Mayor Schamberger will be working on this to see what options are available. 

Building Inspectors Report-1 Siding and 1 garage. 

COUNCIL CONCERNS

Alderman Shaw-Thank you to the Plan Commission for attending the meeting. 

Alderman Klein-Nothing. 

Alderman Dewey-Will look into the flood mapping for the city. 

Alderman Bontz-Nothing. 

Alderman Stenzel-Thank you Officer Hart for working on the yard violations. 

Mayor Concerns-Looking for more members for the Depot Commission. New appointments will be done in May. The city needs to update the codes for new homes. Thank you to the police department for the letters being sent for cleanup. 

With no further business to come before the council the meeting adjourned.
