City of Lanark City Council met May 4.

MEETING CALLED TO ORDER/ROLL CALL-Lanark City Council met in regular session at the Lanark Heritage Center at 7:00 p.m. Roll call taken by Marilyn Heller, City Clerk, showed Alderpersons present were Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber, and Lynn Collins.
Mayor Ken Viglietta was absent.
Others present were: Attorney Ed Mitchell, Treasurer Donalee Yenney, City Clerk Marilyn Heller, and Darin Stykel Project Manager of Fehr Graham.
A Motion was made by Alderperson Brad Knutti and seconded by Haley Grim to make Alderperson Mark Macomber acting Mayor Pro-tem for this city council meeting on May 4th, 2021. Motion carried by 4 aye votes. Ayes: Alderpersons Brad Knutti, Haley Grim, Lynn Collins, and Mark Macomber. Alderpersons absent were Lance Leverton and Weston Burkholder.
PLEDGE OF ALLEGIANCE-was led by Alderperson Lynn Collins.
APPROVAL OF MINUTES-MOTION-was made by Alderperson Haley Grim and seconded by Alderperson Brad Knutti to accept the minutes of the April 20th , 2021 meeting as presented. Motion carried by 4 aye votes and 1 abstain. Ayes: Alderpersons Brad Knutti, Haley Grim, Lynn Collins, and Mark Macomber. Abstain: Alderperson Weston Burkholder.
Alderperson Lance Leverton was absent.

NW II ECOC DEVELOPMENT PROGRAM – POSSIBLE ACTION - TABLED
DOWNTOWN LOTS PROPOSAL – POSSIBLE ACTON – TABLED
MFT STREET BIDS – ACTION REQUIRED – Darin Stykel, Project Manager of Fehr Graham, discussed to four bids received. A Motion was made by Alderperson Haley Grim and Seconded by Alderperson Weston Burkholder to accept Martin & Company Excavating bid at $ 89,266.30 for the MFT Streets Maintenance Program, barring any bid protest in the eight calendar days following the bid opening. Motion carried by 5 aye votes. Ayes: Alderpersons Brad Knutti, Haley Grim, Weston Burkholder, Lynn Collins, and Mark Macomber. Alderpersons Lance Leverton was absent.
APPROPRIATIONS ORDNANCE – ACTION REQUIRED - A Motion was made by Alderperson Brad Knutti and seconded by Alderperson Haley Grim to pass Ordinance No. 982 Appropriation Ordinance for the Fiscal Year Beginning April 1, 2021 and Ending March 31, 2022. Motion carried by 4 aye votes and 1 abstain. Ayes: Alderpersons Brad Knutti, Haley Grim, Weston Burkholder, and Mark Macomber. Abstain: Lynn Collins.

NEW TIF ORDINACE – ACTION REQUIRED – A Motion was made by Alderperson Brad Knutti and seconded by Lynn Collins to approve Ordinance No. 983 an Ordinance Approving and Authorizing the Execution of a Tax Increment Financing District Redevelopment Agreement. Motion carried by 4 aye votes and 1 abstain. Ayes: Alderpersons Brad Knutti, Haley Grim, Lynn Collins, and Mark Macomber. Abstain: Weston Burkholder.

DECLARE SURPLUS EQUIPMENT – ACTION REQUIRED – A Motion was made by Alderperson Haley Grim and seconded by Alderperson Weston Burkholder to declare the 2008 F550 with snow plow, spreader, and spinner as surplus. Motion carried by 5 aye votes. Ayes: Brad Knutti, Haley Grim, Weston Burkholder, Lynn Collins and Mark Macomber. Alderpersons Lance Leverton was absent.
STANDING COMMITTEES AND BOARDS-POSSIBLE ACTION- NONE
EXECUTIVE SESSION-EMPLOYMENT, COMPENSATION, REAL ESTATE-MOTION- NONE
REPORTS-EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERPERSONS AND MAYOR- Clerk Marilyn Heller – shared a thank you card from Forster Products Inc. Treasure Donalee Yenney – Discussed City of Lanark Profit & Loss Budget vs. Actual March 2021, Changes in Bank Balance 4/01/2020 – 3/31/2021, and Changes in Balance by Fund. Alderperson Mark Macomber – Shared the Eastland Summer League Baseball, Softball, and Tee ball donation form. Will be discussing further as to how much to donate at next meeting on May, 18th 2021.
