21C-0188 – CALL TO ORDER

Mayor Renner called the regular meeting to order at 6:30 p.m. in the Board Chambers at 101 Green Street on 10 May 2021.

21C-0189 – ROLL CALL

Upon roll call, the following members were present: Bernstein, Hahn, Kieffer, McCoy, Wienen (6:45 p.m.), Westemeier, Renner

21C-0190 – ESTABLISHMENT OF QUORUM

Mayor Renner announced a quorum of Board members present to conduct City business. 21C-0191 – PLEDGE OF ALLEGIANCE

The Pledge was recited.

21C-0192 - REPORTS OF STANDING COMMITTEE

No reports.

21C-0193 – CITIZENS COMMENTS

Jack Dieter, 314 Third Street – Dieter urged the Council to consider making an immediate change to closing off traffic on North Main Street from Franklin to Meeker Street.

Jamie Carroll, Jamie’s Wine Studio – City Clerk Hyde read submitted comments. Carroll urged the Council to consider allowing tents on the street this summer. In the event of rain, heat other climate issues out of our control, she feels they need to be able to provide outdoor dining customers with protection from the elements in a comfortable atmosphere. Carroll also noted placing carpet on the patio reduces the likelihood of litter (cigarette butts), bugs and extreme heat.

Ilisa Farrell, 505 S. Bench Street – City Clerk Hyde read submitted comments. Farrell urged the Council to consider issuing residential parking permits to owners and residents of Bench Street. Farrell stated parking on Bench Street on weekends has become an issue. She made a recommendation of issuing permits and posting residential permit parking only signs.

21C-0194 – SWEARING IN OF MAYOR, CITY COUNCIL, CITY CLERK, AND FIRE DEPARTMENT OFFICIALS

City Clerk, Hyde swore in officials. Alderperson Wienen took her seat at 6:45 p.m. 

LIQUOR COMMISSION

Motion: Hahn moved, seconded by Kieffer, to adjourn as the City Council and reconvene as the Liquor Commission.

Discussion: None.

21C-0195 – DISCUSSION AND POSSIBLE ACTION ON AN APPLICATION FOR A CORPORATION MANAGER LIQUOR LICENSE BY CASEY’S GENERAL STORE #3451, 10889 W. RED GATES ROAD, FOR STEPHANIE JO MOORE

Motion: Kieffer moved, seconded by Westemeier, to approve an application by Stephanie Jo Moore for a Corporation Manager Liquor License for Casey’s General Store #3451, 10889 W. Red Gates Road, 21C-0195.

Discussion: None

NEW BUSINESS

21C-0201 – DISCUSSION AND POSSIBLE ACTION ON THE MORATORIUM ON STREET PERFORMER PERMITS

Motion: Hahn moved, seconded by Kieffer, to uphold the moratorium on Street Performer Permits until such time as we reach Phase 5, 21C-0201.

Discussion: Council will review again once we reach Phase 5.

21C-0202 – FIRST READING OF AN ORDINANCE AMENDING CHAPTER 111 OF THE CODE OF ORDINANCES TO CREATE A DISTILLERY PUB LIQUOR LICENSE

Motion: McCoy moved, seconded by Hahn, to approve the first reading, waive the second reading of an ordinance amending Chapter 111 of the Code of Ordinances to create a Distillery Pub liquor license, Class O-1 with a fee of $1,125 annually, 21C-0202.

Discussion: Council agreed this will be a great addition.

21C-0203 – DISCUSSION AND POSSIBLE ACTION ON ILLINOIS ENVIRONMENTAL PROTECTION AGENCY LOAN DISBURSEMENT #6 FOR THE EAST SIDE WATER IMPROVEMENT PROJECT

Motion: McCoy moved, seconded by Kieffer, to approve Loan Disbursement #6 from the Environmental Protection Agency for the East Side Water Improvement Project in the amount of $87,508.63, 21C-0203.

Discussion: None.

Motion: Bernstein moved, seconded by Wienen, to approve the Warrants as presented, 21C 0204.

21C-0205 – ALDERPERSONS’ COMMENTS

Welcome – Council members welcomed Katie Wienen to the council.

Thank you – Hahn thanked Andy Lewis for his years here at City Hall.

St. Mary’s School – Bernstein stated she has been approached by someone voicing concern about kids getting into St. Mary’s School. It is potentially a dangerous situation.

Thank you – Westemeier thanked Randy Beadle for his service. He is confident things will carry on like they always have been.

Historic Board – Wienen stated while she is sad to step down from the Historic Board after 11 years, she is excited to take on this new role.

21C-0206 – CITY ADMINISTRATOR’S COMMENTS

COVID Mitigations – Moran reported last week the Governor announced that we will be entering the bridge to Phase 5 on May 14, 2021. This will allow for increased capacity limits. If things trend in the right direction, we will move to Phase 5 on June 11. Looking at the tracker, Jo Daviess County is in a remarkable position. We are one of 25 counties in the United States with 50 percent of our population totally vaccinated. We have 96.1 percent of those citizens older than 65 fully vaccinated. Great statistics!

Open – City Hall opened to the public last Friday. Moran noted a lot of residents signed up for auto pay as a result of the pandemic and many have used the drop box out front.

Pool – We are making good progress toward opening the pool. The website went live last week. We had over 300 swim lesson signups by 5:30 p.m. Moran urged the council to look at the website and thanked Janelle Keeffer, Arrow, Inc. and the Public Works Department.

Yard Waste – Moran reported we had over 50 residents participate in the 3-week yard pick up program. Those that participated were very happy.

Vacation Rentals – Vacation Rentals will be a topic on the June 14th agenda. Staff will report the statistics and options to consider.

Thank you – Moran thanked Andy Lewis for his years of service.

21C-0207 – MAYOR’S REPORT

Mayor Renner welcomed Katie Wienen to the council and welcomed everyone back to the table. Thank you – Mayor Renner thanked Andy Lewis for his years of service.

21C-0208 – MOTION FOR EXECUTIVE SESSION

Motion: Kieffer moved, seconded by Westemeier, to recess to Executive Session to discuss the following:

∙ Employee hiring, firing, compensation, discipline and performance, Section 2 (c) (1) 

Discussion: None.
