City of Amboy City Council Met May 17.

Here is the minutes provided by the council:

Mayor John Schamberger called the Regular meeting of the Amboy City Council to order and the council and audience stood for the Pledge of Allegiance.

ROLL CALL:

WARD 1:  Brett Dewey

Jake Leffelman

WARD 2:  Brandon Klein

Bill Bontz

WARD 3:  Frank Stenzel

Dave Shaw

MINUTE’S APPROVED-The minutes from the regular city council meeting were presented. Motion to approve the minutes by Aldermen Bontz and Stenzel. Carried.

TREASURER’S REPORT APPROVED- City Treasurer Nancy Neal submitted the financial report. Making a motion to approve the reports as presented was made and seconded by Aldermen Dewey and Leffelman. Carried.

PAYMENT OF BILLS APPROVED- A list of outstanding bills, involving city accounts as prepared by the city clerk’s office was submitted. Making a motion to approve the bills as presented was made by Aldermen Shaw and Stenzel. Carried.

STANDING COMMITTEE REPORTS:

COMMUNITY BUILDING-No Update.

DEPOT MUSEUM-Alderman Shaw reported the Depot Commission met April 27th with many new ideas for the museum.

L.C.E.M.A-Alderman Dewey –No Report.

PARK-Alderman Bontz reported the city installed the ice guards on the batting cage roof.

LIBRARY-The library computers have been updated. The small library boxes donated from the Mary Lane family memorial will be placed at the library and the Depot Museum.

COMMITTEE MEETING-See minutes.

MAINT/STREET DEPT-Alderman Bontz reported the fence will be installed at the maintenance building in June. Alleys are ready for the chip seal project contractor.

WATER/SEWER DEPT-Alderman Shaw reported the sewer pond sludge is dissolving with the chemical treatments. Alderman Leffelman wants to keep dredging, sewer lining and more aeration as future projects.

CONCERNS FROM THE AUDIENCE-None.

NEW BUSINESS

Discuss City Property Purchase- Jared Zellhoffer- A certified appraiser has been contacted for an appraisal and also the park property by Shapiro Park that floods.

Attorney Matt Keegan advised that the park area will need to be subdivided before it can be sold. More info next meeting.

Review Police Nuisance List/ Violations –Officer Lisa Hart cannot attend the city meeting but has provided an updated list of properties for the city council to review.

Approve Depot Commission to Invest Funds-Starved Rock Community Foundation-Attorney Matt Keegan updated the city council on the transfer of funds and requirements per the trust documents. A resolution would be needed for the trust transfer. More information next month.

Discuss /Approve City to Bid Repair Work-Depot Museum-Looking for some contractors to give some bids for the repair work.

Mayor Schamberger thanked Brett Dewey for his many years as an alderman on the city council and all the hard work on many projects and plans.

NEW BUSINESS-Roll Call

Approve Ordinance Amending the Amboy City Code by Amending Chapter 18, Article V, Section 18-138 (b) –Pool Covers for In ground Pools-Motion to Approve Ordinance Amending the Amboy City Code By Amending Chapter 18, Article V, Section 18-138 (b)made by Aldermen Stenzel and Bontz. All Approved.

Approve Full Time Employee Raises 3% -Alderman Shaw was in agreement with the 3% raise for the full time employees. Mayor Schamberger agreed that this is the basic cost of living increase. Motion to Approve made by Aldermen Shaw and Leffelman. All Approved.

Building Inspectors Report-1 Roof, 1 Deck and 3 fence permits. Several questions on different projects in town.

Attorney Legal Update-No Updates.

Alderman Leffelman-Nothing.

Alderman Bontz-Welcome to the new Amboy Clipper Barbershop.

Mayor Concerns-Ribbon cutting in June for a few new businesses. 2021-2022 Appointments will be next month.
