City of Lanark City Council Met May 18.

MEETING CALLED TO ORDER/ROLL CALL-Lanark City Council met in regular session at the Lanark City Hall at 7 p.m. Roll call taken by Marilyn Heller, City Clerk, showed Alderpersons present were Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber and Lynn Collins.
Mayor Ken Viglietta was present and presiding.
Others present were: John Nelson, Dave Shaulis, Jon Keppen, Treasurer Donalee Yenney, Maintenance Manager Jason Alvarado, City Clerk Marilyn Heller, and Attorney Ed Mitchell
PLEDGE OF ALLEGIANCE-was led by Alderperson Lance Leverton
APPROVAL OF MINUTES-MOTION-was made by Alderperson Lynn Collins and seconded by Alderperson Weston Burkholder to accept the minutes of the May 4th , 2021 meeting as presented. Motion carried by 5 aye votes. Ayes: Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber and Lynn Collins. Abstains : Lance Leverton
PUBLIC COMMENTS- None
TIF APPLICATION – POSSIBLE ACTION – John Nelson presented the TIF application from Shawn and Marilyn Smith from Lanark Body Shop for black topping around the body shop. This project would help eliminate water problems. The estimated market value is $ 9350.00 from Erickson Paving and they are requesting 30%. A Motion was made by Alderperson Lynn Collins and seconded by Alderperson Brad Knutti to approve Shawn and Marilyn Smith’s TIF Application in the amount of $2805.00 that is 30% of $9350.00 for the black topping around Lanark Body Shop project. Motion carried by 6 aye votes. Ayes: Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber, Lynn Collins, and Lance Leverton.
John Nelson also presented the TIF application from William L. VanMatre for the demolition and cleanup of dwelling on property. The House is rundown and uninhabitable. It would improve the look and value of adjoining property. Requesting $ 2,100.00 that is 30% of total cost of $ 7,000.00 quoted from Chris Morgan Excavation. A Motion was made by Alderperson Lance Leverton and seconded by Alderperson Lynn Collins to not approve William L. VanMatre TIF application for the demolition and cleanup of dwelling on property for the amount of $2,100.00 that is 30% of the total quoted price of $ 7,000.00. Motion carried by 6 aye votes. Ayes: Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber, Lynn Collins, and Lance Leverton.
OPEN TRUCK BIDS – ACTION REQUIRED – Attorney Ed Mitchell opened and presented the one sealed bid received, from Burkholder and Sons Inc. of $ 21,151.00 for the Ford 550 2 WD truck
with plow and spreader. A Motion was made by Alderperson Lynn Collins and seconded by Alderperson Mark Macomber to accept Burkholder and Sons bid of $ 21,151.00 for the Ford 550. Motion carried by 5 aye votes. Ayes: Haley Grim, Brad Knutti, Mark Macomber, Lynn Collins, and Lance Leverton. Abstains : Weston Burkholder.
CONSIDER TRUTH IN TAXACTION – ACTION REQUIRED – Attorney Ed Mitchell discussed the estimated funds needed for fiscal year 2021-2022. Using the assessed valuation for 2020 information sent to us from the Carroll County Clerk, Amy R. Buss, the amount suggested was around $264,000.00 for Lanark Corp. and Lanark Library. A Motion was made by Alderperson Mark Macomber and seconded by Alderperson Lance Leverton to levy $264,000.00 for upcoming tax year under the Truth in Taxation Act. Motion carried by 6 aye votes. Ayes: Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber, Lynn Collins, and Lance Leverton.
CEMETERY ORANIZATION – None
STANDING COMMITTEES AND BOARDS-POSSIBLE ACTION- Cemetery Board – Dave Shaulis shared that the transitioning from Amy to Jon has been going well. Amy is forwarding any calls for the cemetery to Jon. Common companies are now aware of Jon taking over communications. Discussed having Jon’s cell phone added to the city line and giving him a city email. Dave Shaulis asked if the city had dirt the cemetery could have and he was advised to ask the school as they are starting a parking lot project. Jason asked what the expectations are for the City Maintenance helping with the cemetery work. After discussion it was decided that City Maintenance would only help with random things such as two man lifts and not with mowing or trimming and weeding. The cemetery board will look into possibly hiring part time help for the summer or for holidays for mowing and trimming. Also Dave Shaulis or Jon Keppen will send Donalee the buyer information for plots and the amount charged.
EXECUTIVE SESSION-EMPLOYMENT, COMPENSATION, REAL ESTATE-MOTION-was made by Alderperson Mark Macomber and seconded by Alderperson Lynn Collins to convene in Executive Session at 8:22 p.m. in order to discuss employment and litigation. Motion carried by 6 aye votes. Motion carried by 6 aye votes. Ayes: Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber, Lynn Collins, and Lance Leverton.
REGULAR SESSION-MOTION-was made by Alderperson Weston Burkholder and seconded by Alderperson Brad Knutti to reconvene into regular session at 9:34 p.m. Motion carried by 6 aye votes. REPORTS-EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERPERSONS AND MAYOR Maintenance Manager Jason Alvarado – Doug Hawbecker from Elkay Manufacturing Co. reached out needing 500,000 gallons of water for their fire suppression system tank that had
leaked and flooded their building. After discussing it was decided that the city can offer the hydrant and the meter for the water needed and they would be charged the current rate for water. They would need to provide the tanker or fire hose to transport the water to their tank. Carl Zier reached out 3 weeks ago about getting on the city water. Discussed if he would annex into the city than the city connect him on city water and sewer. To be discussed further at next meeting on June 1st, 2021. Lastly Jason discussed the wood chipper being declared as surplus. To be added to next meeting on June 1st, 2021. Attorney Ed Mitchell received a notice from claims department that the city damaged Frontier’s property from excavating on April 15th, 2021. Ed sent a letter denying this as we were not doing anything that day in that area. Treasurer Donalee Yenney – went over City of Lanark Profit & Loss Budget vs. Actual April 2021, Changes in Bank Balance 3/31/2021 – 4/30/2021, and Changes in Balance by Fund April 30, 2021. Weston Burkholder – asked about the black top in front of little sprouts. Jason is waiting on quotes from Civil to compare to Erikson. So Jason should know by the end of the week. Mark Macomber – asked about out of control lawns. Matt is starting to work on it and line up a mower. Lance Leverton – asked if Lanark does a scholarship and Lanark does not. Brad Knutti – requested having a personal board meeting to discuss cemetery. Ken Viglietta – discussed that he is not happy with the cemetery board actions and will be working with Ed on the rework of the Ordnance for the Cemetery Board to present to the council.
