City of Savanna City Council Met April 27.

CALL TO ORDER:
Mayor Chris Lain called the meeting to order on the said date at 7:02 P.M. Notice of the meeting was delivered to all Council members and posted at 333 Chicago Avenue, Savanna, Illinois, in accordance with the State of Illinois Open Meetings Act.
PLEDGE OF ALLEGIANCE:
Mayor Chris Lain led the Council in the pledge of allegiance.
PUBLIC HEARING: To Discuss the Proposed Budget for the Fiscal Year 2021/2022: Mayor Chris Lain called the Public Meeting to order for discussion of the Proposed Budget at 7:03 P.M. Roll Call: Jim Friedenbach, Sara Purdom, Jocelyn Boyd, Jeff Griswold, Pat Sanchez, Nick Law, Deb Long, and Roger Husband in attendance. Mayor Chris Lain asked for any public discussion from the attending Citizens. After no comments, Jeff Griswold motioned to close the Public Hearing and move to the Regular Council Meeting at 7:04 P.M., seconded by Nick Law. All in favor, none opposed. Motion passed.
ROLL CALL / ESTABLISH QUORUM:
Mayor Chris Lain declared the establishment of a quorum with members in attendance Mayor Chris Lain, Pat Sanchez, Jocelyn Boyd, Sara Purdom, Roger Husband, Jeff Griswold, Nick Law, Jim Friedenbach, and Deb Long. Non-members in attendance Police Chief Jeff Doran, Public Works Superintendent John Lindeman, Fire Chief Scott Wolfe, Comptroller/Treasurer Brittany Hatteberg, City Attorney Phil Jensen, News Media: Mike Nester, Michael Miller, Colton Ostrum, Stephanie East, Sharon Boyd, Judge Jerry Kane, Tevan Hartman, Betsy Kinder, Jeanne Byers Spraetz, and City Clerk Rhonda Weiss.
APPROVAL OF AGENDA:
Mayor Chris Lain asked to move the swearing-in of new officials to the beginning of the meeting, and Jeff Griswold asked to include a discussion on yard clutter to the agenda. After review, Pat Sanchez motioned to approve the Agenda with the changes, seconded by Jocelyn Boyd. All voting in favor, none opposed. Motion passed.
SWEARING IN: Newly Elected Officials: Circuit Judge Jerry Kane held the swearing-in of the newly elected officials beginning with Mayor Chris Lain, Betsy Kinder, Stephanie East, Jocelyn Boyd, Pat Sanchez, and Tevan Hartman.
APPROVAL OF MINUTES:
Consideration of the Minutes of the April 13, 2021 Regular Meeting: After a brief review, Sara Purdom motioned to approve the Regular Meeting Minutes from April 13, 2021, seconded by Pat Sanchez. All voting in favor, none opposed. Motion passed.
COMMITTEE REPORTS:
None for review.
WARRANT #12A: Final Bills for FY 2020/2021 Totaling $62,174.57: After review, Pat Sanchez motioned to approve Warrant #12A, totaling $62,174.57, seconded by Sara Purdom. Roll Call Vote Aye: Pat Sanchez, Nick Law, Deb Long, Roger Husband, Jim Friedenbach, Sara Purdom, Jocelyn Boyd, and Jeff Griswold.
COMMUNICATIONS: None for Review.
Monthly Reports: Public Works for March 2021: After a brief review, Pat Sanchez motioned to approve the Monthly report for Public Works for March 2021, seconded by Roger Husband. All voting in favor, none opposed. Motion passed.
UNFINISHED BUSINESS: Project Update, MSA: No update.
Removal of Encroachment, Craig Brown: After some discussion, Roger Husband motioned to direct City Attorney Phil Jensen to draft an easement for the property and retaining ownership of the property, seconded by Nick Law. All voting in favor, none opposed. Motion passed.
Ordinance Annual Budget Fiscal Year 2021-2022: After discussion and review, Pat Sanchez motioned to approve Ordinance #2287 Annual Budget Fiscal Year 2021/2022, seconded by Nick Law. Roll Call Vote Aye: Deb Long, Roger Husband, Jim Friedenbach, Sara Purdom, Jocelyn Boyd, Jeff Griswold, Pat Sanchez, and Nick Law. Nay: none. All voting in favor, none opposed. Motion passed.
Ordinance Amending, Title 8 Chapter 4, Section 23, Water Rates and Related Charges: After discussion, Pat Sanchez motioned to approve Ordinance #2288 Amending Title 8, Chapter 4, Section 23, Water Rates and Related Charges, seconded by Jocelyn Boyd. Roll Call Vote Aye: Jim Friedenbach, Sara Purdom, Jocelyn Boyd, Jeff Griswold, Pat Sanchez, Nick Law, Deb Long, and Roger Husband. Nay: none. Motion passed.
Ordinance, Amending Title 7, Chapter 6, Section 5, Basic User Rate: Mayor Chris Lain explained this is for the annual 3% increase. After further review, Pat Sanchez motioned to approve Ordinance #2289 Amending Title 7, Chapter 6, Section 5 Basic User Rate, seconded by Deb Long. Roll Call Vote Aye: Jocelyn Boyd, Jeff Griswold, Pat Sanchez, Nick Law, Deb Long, Roger Husband, Jim Friedenbach, and Sara Purdom. Nay: none. Motion passed.
NEW BUSINESS:
Ordinance Revising Annual Budget Ordinance for Fiscal Year 2020-2021: This is an annual revision to balance the budget. Pat Sanchez motioned to approve Ordinance #2290 Revising Annual Budget Ordinance for the Fiscal Year 2020-21 waiving first read, seconded by Sara Purdom. Roll Call Vote Aye: Pat Sanchez, Nick Law, Deb Long, Jim Friedenbach, Sara Purdom, Jocelyn Boyd, Jeff Griswold, and Roger Husband. Nay: none. Motion passed.
Resolution Declaring the Results of April 6, 2021, General Municipal Election in and for the City of Savanna: Roger Husband motioned to approve Resolution #1212 Declaring the Results of the April 6, 2021 General Municipal Election, seconded by Jocelyn Boyd. Roll Call Vote Aye: Deb Long, Roger Husband, Jim Friedenbach, Sara Purdom, Jocelyn Boyd, Jeff Griswold, Pat Sanchez, and Nick Law. Nay: none. Motion passed.
Resolution, Induce the Redevelopment of a Certain Property Within the Highway 84 & Wacker Road Redevelopment Project Area (405 Main Street): After discussion, Roger Husband motioned to approve Resolution #1213, Induce Redevelopment of a Certain Property Within the Highway 84 & Wacker Road Redevelopment Project Area (405 Main Street), seconded by Jim Friedenbach. Roll Call Vote Aye: Jim Friedenbach, Sara Purdom, Jocelyn Boyd, Jeff Griswold, Nick Law, Deb Long, and Roger Husband. Nay: none. Abstain: Pat Sanchez. Motion passed.
Property Clutter: Jeff Griswold was contacted by a citizen regarding the clutter of garbage and misc. things accumulating in a yard on Mulberry Street. Is there anything the City can do to address the problem anywhere in town. Police Chief Jeff Doran answered he has the Ordinance Violation officer looking at the list. The citizen is first given a warning and a period to clean it up, then another warning if they don’t finish, and issue a ticket. Chief Doran stated if a warning isn’t given; the Judge tends to dismiss.
CITIZENS, COMMITTEE MEMBERS:
Mayor Chris Lain thanked Sara Purdom and Roger Husband for their serving on the city council and welcomed new members.
Jocelyn Boyd wanted to thank the members who are leaving and stating her enjoyment of working with them.
Pat Sanchez asked Police Chief Jeff Doran about the structure at the Veteran’s Memorial. Chief Doran explained that is a gazebo being erected for river viewing.
Stephanie East thanked the retiring members and looked forward to working with everyone on the Council.
Jim Friedenbach thanked everyone for their service.
Police Chief Jeff Doran thanked everyone for their support of the police department.
Roger Husband asked Public Works about the boat ramp at the south end of Marquette Park. Public Works Superintendent John Lindeman responded he has to replace certain parts after damage, but he will have it installed in the next couple of weeks.
Tevan Hartman is looking forward to working with the new members.
Sara Purdom thanked everyone for their support and hard work.
