Ogle County Supervisor of Assessments and Planning & Zoning Committee Met June 8.

The regular monthly meeting of the Supervisor of Assessments and Planning & Zoning Committee of the Ogle County Board will be held at 10:00 A.M.

The Order of Business is as follows:

1. ROLL CALL AND DECLARATION OF A QUORUM

Chairman Fritz called the meeting to order at 10:02 A.M. This was a Zoom call in meeting. Roll call indicated six members of the Committee were present: Asp, Hopkins, Janes, Youman, Smith, and Fritz were present. Mr. McKinney was absent.

2. READING AND APPROVAL OF REPORT OF MAY 11, 2021 MEETING AS MINUTES

Mr. Fritz asked for a motion regarding the report of the May 11, 2021 regular meeting. Mr. Youman made a motion to approve the report as presented. Seconded by Mr. Janes. The motion carried by a 6-0 roll call vote.

3. REVIEW AND APPROVAL OF CLOSED MINUTES PER 5 ILCS 120/2 (21) (IF NEEDED) Approval of Closed Minutes (if needed)

There were no closed minutes for approval.

SUPERVISOR OF ASSESSMENTS PORTION OF MEETING:

4. CONSIDERATION OF MONTHLY BILLS OF SUPERVISOR OF ASSESSMENTS, AND ACTION

Supervisor of Assessments presented six claims, totaling $632.11 for payment. Mr. Hopkins made a motion to approve the payment of the bills as presented. Seconded by Mr. Youman. The motion to approve carried 7-0 on a roll call vote.

5. OLD BUSINESS

Mr. Kane stated the Illinois Department of Revenue sent the sales ratio report. He noted from this report there will be township multipliers ranging from 1.0000 to 1.10000 applied to local assessments. This will result in the total assessed value of the county increasing approximately $43,000,000. The recalculation of farmland for 2021 will also increase assessment $12,000,000 and there will be $5,000,000 in new construction. So the estimated EAV for the county will increase about $60,000,000. Given the current overall tax rate for the county, about $450,000 will be generated.

Mr. Kane discussed the potential of having an internal candidate as a successor. Noting there will need to be some additional training involved.

Mr. Kane thanked the committee for being the opportunity to serve Ogle County.

6. NEW BUSINESS

There was no new business for consideration.

PLANNING & ZONING PORTION OF MEETING:

7. CONSIDERATION OF MONTHLY BILLS OF PLANNING & ZONING DEPARTMENT, AND ACTION

Mr. Miller presented the monthly bills of the Planning & Zoning Department for one claim for consideration in the amount of $72.26. Mr. Hopkins made a motion to approve the payment of the bills as presented. Seconded by Mr. Janes. Bruce McKinney joined the meeting. The motion to approve carried by a 7-0 roll call vote.

8. OLD BUSINESS (CONSIDERATION AND POSSIBLE ACTION)

There was no old business for consideration.

9. NEW BUSINESS (CONSIDERATION AND POSSIBLE ACTION)

There was no new business for consideration.

10. MOBILE HOME APPLICATIONS (CONSIDERATION AND POSSIBLE ACTION)

There were no mobile home applications for consideration.

11. SUBDIVISION PLATS (CONSIDERATION AND POSSIBLE ACTION)

There were no subdivision plats for consideration.

12. REFERRAL OF NEW PETITIONS TO THE ZONING BOARD OF APPEALS FOR PUBLIC HEARING

#001-21 APPEAL - Thomas Golden, 4438 E. Canyon Dr. Oregon, Il to appeal the decision of the Ogle County Planning & Zoning Administrator, Harry Adams Jr. regarding the Zoning Certificate issued to Jeff Franklin, 559 S. Grandview Terrace, Oregon, IL for a Temporary Amusement. The property in question is located at:

Part of the West Half (W1/2) of the Southeast Quarter (SE1/4) Section 05 Township 23 North, Range 11 East of the 4th P.M., Pine Rock Township, Ogle County, IL, 23.22 acres, more or less

#003-21 AMENDMENT - Julie Ann Harwath, 4295 Mount Pleasant Rd., Sherrills Ford, NC for an Amendment to the Zoning District to rezone from AG-1 Agricultural District to IA Intermediate Agricultural District on property described as follows and owned by the petitioner:

Mr. McKinney made a motion to refer six petitions to the ZBA as presented. Seconded by Mr. Hopkins. Mr. Smith made a motion to amend the motion to separate the referrals. Seconded by Mr. Youman. Discussion ensued regarding possible future text amendment and the referral process.

Motion to separate the referrals: Janes – Yes; Hopkins – No; Asp – Yes; McKinney – No; Smith – Yes; Youman – Yes; Fritz – Yes. Motion to separate is approved 5-0.

Mr. McKinney made a motion to send #001-21 Appeal to the ZBA. Seconded by Mr. Hopkins. Roll call vote: Janes – No; Asp – No; Hopkins – Yes; McKinney – Yes; Smith – No; Youman – Yes; Fritz – Yes. Motion to refer #001-21 Appeal to the ZBA is carried 4 to 3.

Mr. Smith made a motion to send #003-21 Amendment to the ZBA. Seconded by Mr. Youman. The motion to refer #003-21AM to the ZBA carried by a 7-0 roll call vote.

13. OTHER BUSINESS (CONSIDERATION AND POSSIBLE ACTION)

14. PUBLIC COMMENT

John Finfrock stated the June 15 County Board meeting will be held at the Focus House in Rochelle. This will be an open meeting for all to attend.

15. ADJOURN
