City of Dixon City Council met May 17.

Here is the minutes provided by the council:

CALL TO ORDER 

The meeting was called to order by Mayor Arellano at 5:31pm.  

ROLL CALL 

Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano answered roll call.  

PLEDGE OF ALLEGIANCE/INVOCATION 

The Pledge of Allegiance was cited and the invocation was given by Reverend Randy Sizemor, Bethel Evangelical Congregation.  

WORK SESSION 

None 

APPROVAL OF MINUTES 

Councilman Bishop moved that the minutes of the Regular Session Council Meeting of Monday, May 3, 2021; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried 

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS 

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $1,056,546.84 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried 

YEAR TO DATE FINANCIALS 

Councilman Considine moved that the year-to-date Financial Summary through April 2021 be accepted. Seconded by Councilman Venier. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried 

DEPARTMENT REPORTS 

Information Technology Manager Philhower requested that a motion be scratched and explained. He also reported on the protections he has implemented for the City and discussion ensued.

CITY MANAGER REPORT 

City Manager Langloss expressed his gratitude to the Council and Staff for their support and taking on extra duties while he has recovered from knee surgery. Updated on the economic development and the Gateway Project. *Meeting was paused, the live stream had no sound* He was a mentor in the CEO Program, and spoke about the program. Spoke on the change of the Build Grant to the Raise Grant. Discussion ensued. 

COUNCIL REPORTS 

Mayor Arellano – Reported on the status of the Housing Study. He has had constituents’ complaints about the home disrepairs and yard problems in the city, the building department is working on them. 

Councilman Bishop – With the Bridge Stage what does that mean for Memorial Day Parade? Discussion ensued. 

Councilman Considine – None 

Councilman Oros – Dixon Chamber has a new platform – Jobs Board for the community, encourages businesses who are hiring to contact them for their postings. Discussion ensued. 

Councilman Venier – Petunia Festival information July 1-4, 50/50 tickets and volunteers, petuniafest.org. Spoke on the CEO Program. 

BOARD & COMMISSIONS REPORTS 

Reports on file: Building Department Report & Dixon Historic Preservation Commission Meeting Minutes. 

VISITOR/PUBLIC COMMENT 

Terry Klinder – Addressed the Council regarding a complaint of trespassing on his property to  look at a car in his yard. Jackson & 7th intersection is dangerous. People are running the stop  sign constantly and fast. 

Jacob Madison – Addressed the Council regarding the added $1.95 to the water bill. Stated that he has been threatened with violence four times and called the cops and they can’t do anything, he can’t file a complaint. Trash in neighborhood, trash is in his yard every day, neighbor is burning, and garbage cans in the street. Spoke about the need to defund and get cameras on police officers to verify reports are correct. Mayor responded to the water billing complaint, discussion ensued.

ORD# 3232 – AMENDING THE LIQUOR CODE IN CONNECTION  

WITH THE PETUNIA FESTIVAL PURSUANT TO THE REQUEST OF  DIXON PETUNIA FESTIVAL CORPORATION 

Councilman Venier moved to approve the ordinance amending the liquor code in connection with the Petunia Fest 2021. Seconded by Councilman Oros. Discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None.  Motion Carried 

ORD# 3233 – AMENDING THE LIQUOR CODE IN CONNECTION  

WITH THE DIXON CITY MARKET PURSUANT TO THE REQUEST OF  DIXON CHAMBER OF COMMERCE AND MAIN STREET, INC. 

Councilman Bishop moved to approve the ordinance amending the liquor code in connection with the City Market 2021 pursuant to the request of Dixon Chamber of Commerce and Main Street. Seconded by Councilman Venier. Discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried 

RES# 2868-21 – AMENDING 2021-2022 BUDGET  

CITY OF DIXON SMALL BUSINESS STABILIZATION GRANT 

Councilman Oros moved to approve the budget resolution with respect to the Small Business Grants. Seconded by Councilman Considine. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried 

RE-APPOINTMENT TO THE BOARD OF FIRE AND POLICE COMMISSIONERS 

Mayor Arellano explained the request and his conversation with the appointee. Councilman Considine moved to re-appoint Michael Cole Sr. to the Board of Fire and Police Commissioners  for a term to commence June 1, 2021 and to end May 31, 2024, or until his successor is appointed and qualified. Seconded by Councilman Venier. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried 

APPROVAL TO PURCHASE NETWORK EQUIPMENT FROM PTC SELECT 

Councilman Venier moved to approve the purchase of network equipment from PTC Select. Seconded by Councilman Bishop. Information Technology Manager Philhower explained the request, and discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF A CONTRACT WITH LAYNE CHRISTENSON FOR THE  REMOVAL AND INSPECTION OF WELL #8 

Councilman Considine moved to authorize the staff to proceed with the removal and inspection of Well #8 utilizing Layne Christenson as the contractor. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Arellano. Voting Nay: None. Motion Carried

POSSIBLE APPROVAL TO PURCHASE MICROSOFT SQL SERVER UPGRADE 

APPROVAL OF THE FAST TRACK GRAND BUDGET AND THE AGREEMENT WITH  ILLINOIS DEPARTMENT OF COMMERCE AND ECONOMIC OPPORTUNITY 

Councilman Bishop moved to approve the Fast Track grant budget and grant agreement with the Illinois Department of Commerce Economic Opportunity. Seconded by Councilman Oros. Assistant City Manager/Public Works Director Heckman explained the request, and discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried 

APPROVAL OF AN ENGINEERING AGREEMENT FROM FEHR GRAHAM TO PROVIDE  THE CITY WITH CONSTRUCTION ENGINEERING SERVICES RELATED TO THE GALENA AVENUE WATERMAIN PROJECT 

Councilman Oros moved to approve the engineering agreement with Fehr Graham Engineering and Environmental for the construction engineering of the Galena Avenue Watermain Project. Seconded by Councilman Considine. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried 

COMMENTS 

Mayor Arellano commented that the review of Executive Session Minutes will hopefully be on the next meeting.

ADJOURMENT 

Councilman Considine moved that the Regular Council Meeting of Monday, May 17, 2021 be adjourned to meet in Regular Session on Monday, June 7, 2021, at 5:30pm in the Council Chambers at City Hall. Seconded by Councilman Bishop. Voting Yea: Councilman Venier, Bishop, Considine, Oros, and Mayor Arellano. Voting Nay: None. Motion Carried 

The meeting adjourned at 7:02pm.
