City of Dixon City Council met Sept. 20.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Arellano at 5:30pm.

ROLL CALL

Councilman Considine, Oros, Venier, Bishop and Mayor Arellano answered roll call.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Reverend Tim Mitchell from First United Methodist Church.

PUBLIC HEARING

At 5:33pm, Mayor Arellano opened the public hearing with respect to the Community Development Block Grant (CDBG) Downstate Small Business Stabilization (DSBS) grant close out. City Manager Langloss stated that the purpose of the public hearing is to satisfy the resident participation requirements under the Downstate Small Business Stabilization Program. The Downstate Small Business Stabilization Program has been established by the State of Illinois to provide grants of working capital funds to a community’s businesses that are economically impacted by the COVID-19 virus.

The notice of Public Hearing was published in The Dixon Telegraph on Thursday, September 9, 2021, which date is more than seven days prior to the date of the public hearing as required. The notice of the public hearing provided that persons with disabilities or non-English speaking persons who needed assistance to attend the public hearing could contact the City for assistance. The City did not receive any requests for such assistance.

The following three (3) businesses applied for the Downstate Small Business Stabilization Grant and were awarded the funds through reimbursement of expended funds:

1. Adult Education Associates received $16,000. These funds provided working capital for the business, including payroll assistance for one (1) employee.

2. Distinctive Gardens received $15,000. These funds provided working capital for the business, including payroll assistance for six (6) employees.

3. Travel Consultants, Inc. received $15,000. These funds provided working capital for the business, including payroll assistance benefitting two (2) employees.

The total amount of funds awarded to address the needs of the business(es) due to the COVID-19 emergency was $46,000; and was used to assist the following businesses with working capital needs. These businesses have requested and received the full amount of funds that were granted to them through the Downstate Small Business Stabilization Grant and are ready to proceed with the close out procedures. There were no comments or questions regarding these closeout proceedings.

Those in attendance of this public hearing were Councilman Bishop, Councilman Oros, Councilman Considine, Councilman Venier, Mayor Arellano, City Manager Langloss, City Clerk Blumhoff, Becky Fredericks, Matt Heckman, Tim Shipman, Allen Philhower, and Rob LeSage.

Mayor Arellano closed the public hearing at 5:37pm.

WORK SESSION

None

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Council Meeting of Tuesday, September 7, 2021; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Considine, Oros, Venier, Bishop and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $368,071.17 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Considine, Oros, Venier, Bishop and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF YEAR TO DATE FINANCIALS

Councilman Considine moved that the Year to Date Financials through August 2021 be accepted and placed on file. Seconded by Councilman Venier. Finance Director Becky Fredericks presented and reviewed of the year to date financials. Voting Yea: Councilman Considine, Oros, Venier, Bishop and Mayor Arellano. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

Assistant City Manager/Public Works Director Heckman addressed the council on the construction season update: road construction, watermain lining projects, concrete work, emergency water repairs, and discussion ensued.

CITY MANAGER REPORT

City Manager Langloss gave an update to the Council on annexation agreements, residential & gateway development, grants, and the Recovery Time Substance Abuse program at SVCC.

COUNCIL REPORTS

Mayor Arellano – Spoke about the ribbon cutting at Premier Rental, Nachusa House visit, utility expansion, Hispanic Heritage Month, State energy bill, fibre optics, TIF process, annexations, and the 9/11 event at the Reagan Home.

Councilman Bishop – None

Councilman Considine – Complimented all involved with the petunia baskets, City members, Ladies in Bloom, Nichols Garden; they were wonderful; and the event at Blues Brews and BBQ’s.

Councilman Oros – Spoke about DHS’s Homecoming this weekend, with the dance at the Riverfront.

Councilman Venier – Thanked the volunteers for the Blues Brews & BBQ’s and Bags for the Brave events. Dixon Theatre had country music star Lorrie Morgan this past weekend.

VISITOR/PUBLIC COMMENT

ORD# 3243 – AUTHORIZING A SPECIAL USE PURSUANT TO THE PETITION OF GXM REAL ESTATE GROUP

Councilman Venier moved to approve the request from petitioner Andrew Goodman of GMX Real Estate Group for Special Use to allow a fast food restaurant to be located on parcel #18-08- 09-176-011 in the 1600 block of South Galena Avenue. Seconded by Councilman Bishop. Andrew Goodman from GMX Real Estate Group addressed the Council regarding the request, and discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop and Mayor Arellano. Voting Nay: None. Motion Carried

ORD# 3244 – AMENDING THE DIXON CODE TITLE 5, CHAPTER 13, SECTION 5-13-6 (NUMBER OF LIQUOR LICENSES)

Mayor Arellano explained the request and discussion ensued. Councilman Bishop moved to approve an Ordinance amending the Dixon City Code Title 5, Chapter 13, Section 5-13-6 with respect to the number of liquor licenses for Class D & I. Seconded by Councilman Venier. Voting Yea: Councilman Considine, Oros, Venier, Bishop and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 2882-21 – RE-APPOINTMENT MEMBER TO THE VETERANS MEMORIAL PARK COMMITTEE

Mayor Arellano explained the request. Councilman Oros moved to approve the Resolution confirming the appointment to the Veterans Memorial Commission of Tom Bushman, Gary DeBord, Scott Brinkmeier, Michael K. Jordan, Rod Harrington, and Roger Willey for a term commencing October 1, 2021 and ending September 30, 2023, or until their respective successor is duly appointed and qualified. Seconded by Councilman Considine. Voting Yea: Councilman Considine, Oros, Venier, Bishop and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL TO PURCHASE AN ENVIROSIGHT CAMERA SYSTEM AND TRANSPORTATION VEHICLE

Public Works Director/ Assistant City Manager Heckman explained the request, and discussion ensued. Councilman Considine moved to approve the purchase the portable camera system, quick view camera and transportation vehicle. Seconded by Councilman Venier. Voting Yea: Councilman Considine, Oros, Venier, Bishop and Mayor Arellano. Voting Nay: None. Motion Carried

COMMENT

Mayor Arellano address some comments on Facebook regarding the camera for sink holes and Cinco De Mayo.

ADJOURMENT

Councilman Venier moved that the Regular Council Meeting of Monday, September 20, 2021 be adjourned to meet in Regular Session on Monday, October 4, 2021, at 5:30pm in the Council Chambers at City Hall. Seconded by Councilman Bishop. Voting Yea: Councilman Considine, Oros, Venier, Bishop and Mayor Arellano. Voting Nay: None. Motion Carried

The meeting adjourned at 6:33pm.
