City of Dixon City Council met Nov. 1.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Arellano at 5:32pm.

ROLL CALL

Councilman Bishop, Considine, Venier, and Mayor Arellano answered roll call. Absent: Councilman Oros

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Reverend Wayne Epps from Calvary Baptist Church.

WORK SESSION

Moved to later in the meeting due to Councilman Oros arriving to meeting late.

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Council Meeting of Monday, October 18, 2021; be accepted and placed on file. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Considine moved that the Total Labor and Outside Claims in the amount of $346,590.69 be approved and ordered paid. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Considine, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

DEPARTMENT/CITY MANAGER/COUNCIL REPORTS

Moved to later in the meeting due to Councilman Oros arriving to meeting late.

VISITORS/PUBLIC COMMENT

None

ORD# 3256 – AUTHORIZING THE EXECUTION OF THE RMA

MINIMUM / MAXIMUM CONTRIBUTION AGREEMENT

Finance Director Fredericks explained the request, discussion ensued. Councilman Venier moved to authorize the execution of the RMA Minimum/Maximum Contribution Agreement. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

PLACE ON FILE THE 2021 TAX LEVY ORDINANCE

Mayor Arellano explained the process for placing on file. Finance Director Fredericks explained the request, the timeline and presented on the tax levy. Discussion ensued. Councilman Bishop moved that an Ordinance for the levy of taxes for the corporate purposes of the City of Dixon, Lee County, Illinois for the calendar year 2021 be placed on file. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

NOTE: Councilman Oros arrived at 5:57pm.

INTERGOVERNMENTAL AGREEMENT BETWEEN THE ILLINOIS OFFICE OF THE COMPTROLLER AND THE CITY OF DIXON REGARDING ACCESS TO THE COMPTROLLER’S LOCAL DEBT RECOVERY PROGRAM

Finance Director Fredericks explained the request, discussion ensued. Councilman Considine moved to approve the Intergovernmental Agreement between the Illinois office of the Comptroller and the City of Dixon regarding the access to the Comptroller’s Local Debt Recovery Program. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

DONATION AGREEMENT BY AND BETWEEN THE CITY OF DIXON AND SOUTH DIXON SOLAR, LLC

Mayor Arellano explained the request and discussion ensued. Councilman Venier moved to approve the donation agreement between the City of Dixon and South Dixon Solar, LLC. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

WORK SESSIONS

Mayor Arellano explained the work sessions and discussion ensued regarding keeping Dixon beautiful, keeping neighborhoods and commercial properties beautiful, the process, policies, and procedures for those funds.

DEPARTMENT REPORTS

Assistant City Manager/Public Works Director Heckman addressed the council on the construction season update: Galena Ave watermain lining projects, paving projects, general maintenance program, added 1st Street, W 9th, and Monroe. Government Day and his experience, discussion ensued.

City Clerk Blumhoff reported on her recent Illinois Municipal Clerk’s Training.

CITY MANAGER REPORT

City Manager Langloss spoke about Government Day and fiber buildouts in the City

COUNCIL REPORTS

Mayor Arellano – Energizer update, RFP for the Grant Management systems, formal risk assessments, medial alerts, IML details, fraud prevention analyst, storage requirements, fiber, IML Municipal Bill of Rights, CARES Act planning, regional plans, Lee Ogle Enterprise Zone.

Councilman Bishop – Spoke about Government Day with kids interaction very appreciated. Park District ground breaking, festival last weekend.

Councilman Oros – Government Day, Scarecrow Festival, Park District ground breaking ceremony, community moving forward.

Councilman Considine – Annual Halloween fun at his home this year.

Councilman Venier – Park District ground breaking ceremony, Scarecrow Festival, the Van Halen at the Theatre, all within 10 days. This weekend at the Dixon Historic Theatre will be a Michael Jackson Experience. Newly paved City streets-phenomenal amount of work, Helm is community minded.

EXECUTIVE SESSION

Councilman Venier moved that the Council Meeting of Monday, November 1, 2021; meet in Executive Session to discuss purchase or sale of real property by the City pursuant to Section 2(c)(5) of the Open Meetings Act. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

RECONVENE

Councilman Bishop moved that the Regular Session Council Meeting of Monday, November 1, 2021, reconvene into Open Session. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

ADJOURMENT

Councilman Oros moved that the Regular Council Meeting of Monday, November 1, 2021 be adjourned to meet in Regular Session on Monday, November 15, 2021, at 5:30pm in the Council Chambers at City Hall. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

The meeting adjourned at 8:15pm.
