K9 Squad was picked up. This squad came in under budget with additional items. Was over 6 months to receive.
ii. Update on Squad 2
A person that was found guilty was upset and keyed the side of new squad. Person paid retribution for the keyed squad.
Alderman Pearson – How the DACRA is going. 60% of the fines have been paid.

i. Fire Department Grant
Received $33,760 from the Chemical Plant for forcible entry prop and extrication protective equipment. Dutrac has donated $500 that will be used for boots for the Cadets.
In January, after 15 years Assistant Chief Tom Lange will be going back to regular Fire Fighter.
3. 21-1203 Speakers from the Floor
Dawn Stelpflug – Want to let council know that the old council took their time with Cannabis Ordinance. Council didn’t think the downtown area could handle the traffic that would be going in and out of shop downtown. Just want new council to keep in mind what was put together.
Dave Sendt – Changing the ordinance is so that a plan can be put forward. When change will be able to move forward as to future aspects.

Twila Ash & Mitch Zaveduk Presentation on Additional Cannabis Dispensaries
Twila was here as Mitch was not able to make it. They are looking in East Dubuque. Things they are looking at is there enough parking and secure. They are looking out on Highway 20 and they have a license in the region.
Alderman Pearson – What can you bring to East Dubuque and why here. Asked about what states they have dispensaries in.
Alderman Burgmeier – Will it be in city limits. Yes.

5. 21-1205 Discussion and Possible Action to Approve Fiscal Year 2021 Audit Report, Findings, Conditions and Management’s Discussion and Analysis Report and Authorize the City Manager and City Treasurer to sign Letter of Confirmation to the Findings of Fiscal Year 2021 Audit in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig
No particularly sensitive estimates were noted. They encountered no significant difficulties in dealing with management in performing and completing their audit. Had pulled from another fund instead of debt services account. Over budget but a lot are repayable with 1% loans or grants.
Alderman Biermeier – Are we better off from the year before?
City Manager Herrig – Cash we are not so good but asset we are good with new things. We are getting money back if we don’t have any problems with water breaks. Making an investment to the city.
Alderman Muir – Cash reserve down from when City Manager Herrig came in. Yes, it is down.

6. 21-1206 Discussion and Possible Action to Amend Ordinance Regulating Adult-Use Cannabis in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig
Three dispensaries would cover the city limits at 5,000 feet. This would allow one downtown and one out on Highway 20. Even if this does not pass at this time does not mean that people could not come and present their presentations.
Alderman Biermeier – Wants to see more information from Zoning Board.
Alderman Pearson – Wants the new council to know what is going on. Give what was given from last Zoning.
Attorney Kurt – Will need to file with Zoning Board. There are no deals. Look at all the factors to be able to say yes or no to keep.
Alderman Muir – If they come in and say they will donate, we are able to say yes or no. Correct.
