Mayor Pro Tem Kieffer called the regular meeting to order at 6:30 p.m. in the Board Chambers at 101 Green Street on 22 November 2021.

21C-0469 – APPROVAL OF THE APPOINTMENT OF CHUCK HORTON, 1102 THIRD STREET, TO THE HISTORIC PRESERVATION COMMISSION FOR A TERM EXPIRING FEBRUARY 28, 2023

NEW BUSINESS
21C-0470 – SECOND READING AND POSSIBLE APPROVAL OF THE 2021 TAX LEVY ORDINANCE FOR TAXES TO BE COLLECTED IN 2022
Motion: McCoy moved, seconded by Westemeier, to approve the second reading of the 2021 Tax Levy Ordinance for taxes to be collected in 2022 in the amount of $1,519,019 with a decrease from $1.44 to $1.39 per $100 of equalized assessed value, 21C-0470.
Discussion: None.

21C-0471 – DISCUSSION AND POSSIBLE ACTION ON A CONTRACT FOR THE REPLACEMENT OF THE TURNER HALL STAGE CURTAINS
The following bids were received:
Chicago Flyhouse, Inc. $46,642.00
Gopher Stage Lighting $18,930.00
Motion: Westemeier moved, seconded by Bernstein, to approve the purchase of new stage curtains, a cyclorama and new hanging hardware from Gopher Stage Lighting in the amount of $18,930.
Discussion: The cost difference is due to the individual company’s pricing structure and material availability.

21C-0472 – DISCUSSION AND POSSIBLE ACTION ON HIRING A DISPATCHER/ADMINISTRATIVE ASSISTANT FOR THE POLICE DEPARTMENT
Motion: Westemeier moved, seconded by McCoy, to approve hiring Jessi-Lynn Kieffer as Dispatcher/Administrative Assistant for the Police Department at a rate of $18.00 per hour and allowing her secondary employment with MercyOne.
Discussion: Kieffer has been filling in part-time and Chief Hefel felt she was the right candidate.

21C-0474 – ALDERPERSONS’ COMMENTS
Council wished everyone a Happy Thanksgiving!
Landfill – McCoy reported he made a trip to the old city landfill, and it looks great. All off the yard waste is gone.
Parking – Bernstein said she liked the suggestion by Lisa Bastian to designate the Commerce Street lot for tenants and downtown merchants.
Thank you – Westemeier thanked Mark Moran and staff for their work on the tax levy. While he usually votes no, he is happy the tax is going down and the city is still able to collect $34,170. Kieffer agreed.
Downtown – Wienen was happy to see the wreaths going up in the downtown.
21C-0475 – CITY ADMINISTRATOR’S COMMENTS
Capital Improvement Plan – The Capital Improvement Plan will be on the next agenda. Tourism Grant – The Tourism Attraction Grant was sent last week.
Thank you – Moran thanked the Galena Downtown Business Association and the Galena High School Key Club for their help with the wreaths.
Moran wished all a Happy Thanksgiving!
