21C-0478 – CALL TO ORDER

Mayor Renner called the regular meeting to order at 6:30 p.m. in the Board Chambers at 101 Green Street.

21C-0479 – ROLL CALL

Upon roll call, the following members were present: Bernstein, Hahn, Kieffer, McCoy, Westemeier, Wienen, Renner

21C-0480 – ESTABLISHMENT OF QUORUM

Mayor Renner announced a quorum of Board members present to conduct City business.

Motion: Hahn moved, seconded by Kieffer, to open the public hearing on a request by Paul and Deborah Studtmann, 11 E. Point Drive, Galena to vacate 0.17 acres of the Jefferson Street right of-way.

Motion: Hahn moved, seconded by Kieffer, to close the public hearing on a request by Paul and Deborah Studtmann, 11 E. Point Drive, Galena to vacate 0.17 acres of the Jefferson Street right of-way, 21C-0484.

Motion: McCoy moved, seconded by Westemeier, to approve the first reading and waive the second reading of an ordinance providing for the vacation of a portion of Jefferson Street, 21C 0491.

Motion: Bernstein moved, seconded by Kieffer, to approve the request by the Galena Art and Recreation Center for a festival permit for the Galena Holidaze Festival, December 3, 2022, 21C 0492.

21C-0494 – DISCUSSION AND POSSIBLE ACTION ON A PROPOSED PLAN FOR BICYCLING IMPROVEMENTS

Motion: Kieffer moved, seconded by McCoy, to approve the proposed plan for bicycling improvements, 21C-0494.

Discussion: Wienen stated they are installing it on the bricks near the Blacksmith Shop. She questioned if it could be removed or reinstalled. Moran advised it would just be a post so it they would only remove one brick.

Council thanked the G.O.A.T.S. bike club for donating the racks, stenciling, signs and paying for shipping.

21C-0495 – FIRST READING OF AN ORDINANCE AUTHORIZING THE CITY OF GALENA, JO DAVIESS COUNTY, ILLINOIS TO BORROW FUNDS FROM THE PUBLIC WATER SUPPLY LOAN PROGRAM FOR THE LEAD SERVICE LINE REPLACEMENT PROJECT

Motion: Wienen moved, seconded by Hahn, to approve the first reading of an ordinance authorizing the City of Galena, Jo Daviess County, Illinois to borrow funds from the Public Water Supply Loan Program for the lead service line replacement project waiving the second reading, 21C-0495.

Discussion: Council advised people who believe they have lead lines should contact City Hall.

21C-0500 – ALDERPERSONS’ COMMENTS

Galena – Kieffer said Galena has been busy and everyone has done an excellent job with the Christmas decorations

Events – Hahn thanked everyone for doing a fantastic job with Living Windows, Luminaria and Fire in the Sky.

McCoy wished all a “Merry Christmas.”

Pandemic – McCoy stated we are blessed as a city that has been through two years of a pandemic and have financially survived. Everything has gone in the right direction, and this happened with lots of hard work.

Living Windows – Wienen stated she came downtown for living windows. The streets were filled with people.

Sidewalk – Wienen reported the sidewalk behind the Log Cabin on Perry Street needs repair. Westemeier agreed advising it cannot wait until next year to be fixed.

Cameras – Westemeier feels it is important to follow through with cameras. He recommended putting something in the budget next year and get the project going.

Thank you – Westemeier thanked the Elk’s Club for their yearly Christmas basket deliveries throughout Jo Daviess County as well as all of the volunteers who helped make it possible.

Sidewalk – Bernstein advised the sidewalk on the east side of West Street going south from Ridge Street is also in need of repair.

Garbage – Bernstein stated to her knowledge we sill have a pay as you throw program for garbage. She feels the new haulers need to be made aware of that. Bernstein stated when she walks around there are people with six bags of garbage out and no tags. People are not conforming to the rules. She asked that the new company be reminded of this.

Bernstein wished all a “Merry Christmas.”

21C-0501 – CITY ADMINISTRATOR’S COMMENTS

Cameras – Moran advised research has been done and he is prepared to present it at budget time.

Land Exchange – Moran advised an item will be placed on the next agenda to discuss a land exchange with the school. This would involve swapping land around the water tower.

Annexation – Moran advised the next agenda will include a Public Hearing on the annexation of the old body shop on Gear Street.

Capital Improvement Plan – Moran thanked staff for their work on the Capital Improvement Plan. He feels it is the best plan ever. He directed the council to pay attention to the street improvement program. The packet includes a nice map showing street improvements since the sales tax increase was approved in 2002.

21C-0502 – MAYOR’S REPORT

Thank you – Mayor Renner thanked the Galena Downtown Business Association for the lights on the poles, Living windows and Fire in the Sky. Lots of people came out. Mayor Renner also thanked those organizations that stepped up and make Christmas a little better for some people.

Vaccination – Mayor Renner encouraged everyone to get vaccinated.
