Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Arellano at 5:30pm.

ROLL CALL

Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano answered roll call.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Councilman Venier.

VISITOR/PUBLIC COMMENT

None

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Meeting of Monday, December 20, 2021; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $302,514.31 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

CITY MANAGER REPORT

None

COUNCIL REPORTS

Mayor Arellano – Thinking of City Manager Langloss family as they are going through sickness. COVID – 23 inpatients, over 1/4 full.

Councilman Venier – Happy New Year.

Councilman Considine – Happy New Year, condolences to Josie Whaley’s family regarding the death of a family member; serves on the Plan Commission.

Councilman Bishop – None

Councilman Oros – Thanked everyone who generously donated to help feed the staff at KSB, raised over $6,000 in less than two weeks. Were able to offer day and night shift meals for two days. Thanked Chamber Mainstreet and all restaurants who helped and donated to help stretch the dollars. Proud of this town.

ORD# 3259 – FIXING A TIME AND PLACE FOR A PUBLIC HEARING WITH RESPECT TO THE TAX INCREMENT FINANCING DISTRICT ELIGIBILITY STUDY, AND REDEVELOPMENT PLAN AND PROJECT FOR THE

FARGO CREEK REDEVELOPMENT PROJECT AREA

Councilman Considine moved to approve the Ordinance Fixing a Time and Place for a Public Hearing with Respect to the Tax Increment Financing District Eligibility Study, and Redevelopment Plan and Project for the Fargo Creek Redevelopment Project Area. Seconded by Councilman Venier. Attorney LeSage explained the request for this and the next request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

ORD# 3260 – FIXING A TIME AND PLACE FOR A PUBLIC HEARING WITH RESPECT TO THE TAX INCREMENT FINANCING DISTRICT ELIGIBILITY STUDY, AND REDEVELOPMENT PLAN AND PROJECT FOR THE INDUSTRIAL PARK REDEVELOPMENT PROJECT AREA

Councilman Venier moved to approve the Ordinance Fixing a Time and Place for a Public Hearing with Respect to the Tax Increment Financing District Eligibility Study, and Redevelopment Plan and Project for the Industrial Park Redevelopment Project Area. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

REFER PETITION TO THE PLAN COMMISSION FOR SPECIAL USE FOR A DWELLING GROUP AT 403 E FELLOWS STREET

Councilman Bishop moved refer petition to the Plan Commission for Special Use for a dwelling group at 403 E. Fellows. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

ADJOURMENT

Councilman Oros moved that the Regular Council Meeting of Monday, January 3, 2022 be adjourned to meet in Regular Session on Tuesday, January 18, 2022, at 5:30pm in the Council Chambers at City Hall. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

The meeting adjourned at 5:49pm.
