22C-0001 – CALL TO ORDER

Mayor Renner called the regular meeting to order at 6:30 p.m. in the Board Chambers at 101 Green Street.

22C-0002 – ROLL CALL

Upon roll call, the following members were present: Bernstein, Kieffer, McCoy, Westemeier, Wienen, Renner

Absent: Hahn

22C-0003 – ESTABLISHMENT OF QUORUM

Mayor Renner announced a quorum of Board members present to conduct City business.

22C-0004 – PLEDGE OF ALLEGIANCE

The Pledge was recited.

22C-0005 - REPORTS OF STANDING COMMITTEE

No reports.

22C-0006 – CITIZENS COMMENTS

None.

LIQUOR COMMISSION

22C-0007 – DISCUSSION AND POSSIBLE ACTION ON AN APPLICATION FOR A CLASS A CORPORATION LIQUOR LICENSE FOR TIMOTHY A. PFILE AND THERESA M. PFILE, DBA THE GOLD ROOM, LLC, 249 NORTH MAIN STREET

No action was necessary. This item was approved at the meeting of June 14, 2021.

22C-0009 – ACCEPTANCE OF THE NOVEMBER 2021 FINANCIAL REPORT Motion: Kieffer moved, seconded by McCoy, to approve Consent Agenda, CA22-01.

Regular Board Meeting 10 January 2022

22C-0515 – SECOND READING AND POSSBLE APPROVAL OF AN ORDINANCE DECLARING THE NECESSITY OF USE AND AUTHORIZING THE TRANSFER OF PROPERTY FOR THE BENEFIT OF THE CITY OF GALENA AND THE GALENA UNIT 120 SCHOOL DISTRICT

Motion: McCoy moved, seconded by Westemeier, to approve the second reading of an ordinance declaring the necessity of use and authorizing the transfer of property for the benefit of the City of Galena and the Galena Unit 120 School District, 21C-0515.

Discussion: None.

NEW BUSINESS

22C-0010 – DISCUSSION AND POSSIBLE ACTION ON THE FOURTH AMENDMENT TO THE FACILITIES SPACE LEASE BETWEEN NEW CINGULAR WIRELESS AND THE CITY OF GALENA FOR THE CELLULAR INSTALLATIONS AT THE DODGE STREET WATER STANDPIPE

Motion: Westemeier moved, seconded by Wienen, to approve the fourth amendment to the Facilities Space Lease between New Cingular Wireless and the City of Galena for the cellular installations at the Dodge Street water standpipe.

Discussion: Bernstein questioned if the generators would only run if there was a problem. Moran advised the generators will have monthly test cycles that will run automatically once or twice per month for 15-20 minutes. Bernstein also questioned if they would be louder than what is currently there. Moran advised the unit comes in three different soundproof units. New Cingular Wireless has agreed to put in the level two unit. At average it would be sixty decibels of noise which is normal conversation or background level noise.

22C-0011 – DISCUSSION AND POSSIBLE ACTION ON LOAN REQUEST 32 FOR IEPA LOAN 17-5811 IN THE AMOUNT OF $60,485.37 INCLUDING ORIGIN DESIGN INVOICE #76591 AND FISCHER EXCAVATING PAY APPLICATION #1

Motion: Bernstein moved, seconded by McCoy, to approve loan request 32 for IEPA Loan 17- 5811 in the amount of $60,485.37 including Origin Design invoice #76591 and Fischer Excavating pay application #1, 22C-0011.

Discussion: None.

22C-0012 – WARRANTS

Motion: McCoy moved, seconded by Kieffer, to approve the Warrants as presented, 22C-0012.

22C-0013 – ALDERPERSONS’ COMMENTS

Condolences – Westemeier sent his condolences to the family of Scott Harmon.

Snow Removal – Westemeier thanked the police department for putting the article in the paper regarding snow removal.

Mask Mandate – Bernstein advised complaints were received about the city not enforcing the mask mandate. If possible, she would like to see the police enforce that mandate when we receive a complaint. When a complaint is received about a particular business, she would like the police to issue them a warning and talk to the proprietor. At the very least everyone should post a mask mandate on their door and require that all employees be masked.

22C-0014 – CITY ADMINISTRATOR’S COMMENTS

Bridge Lights – Moran advised a check was done on the bridge lights. There is repair work that needs to be done. Staff will be arranging for that work to be done.

Deer Hunting – Moran reported the deer hunting season will be coming to an end on Sunday. As of now hunters have taken 10 deer. The average for the past three years has been 25. Moran feels the warm weather at the beginning of the season and very cold weather at the end of the season played a large part in the low number.

West Side Project – Moran reported the project is under way. The water lines are being installed underground from Wal-Mart to Cobblestone.

22C-0015 – MAYOR’S REPORT

Mayor Renner thanked the city crew and all who are working outside in this cold weather. 22C-0016 – ADJOURNMENT
