City of Dixon City Council met Feb. 15.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Arellano at 3:05pm.

ROLL CALL

Councilman Bishop, Considine, Venier, and Mayor Arellano answered roll call.

PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was cited.

VISITOR/PUBLIC COMMENT

None

WORK SESSION

FY 2022/2023 BUDGET

City Manager Langloss explained the plan for the presentations today.

Finance Director Fredericks presented a budget review on fiscal year 2021’s revenue and expenditures, General Fund – revenues, expense.

Note: Councilman Oros arrived at 3:17pm.

Finance Director Fredericks presentation (continued) Utilities revenue and expenditures, Budget wrap-up and review. FY22 year to date financial report. Discussion ensued throughout the presentation.

City Manager Langloss thanked Finance Director Fredericks for all her work on the presentation and the budget, thanked the department heads for what they have done this past year. He presented on the projects to come in the next fiscal year: health insurance, expenses, revenues, completion of projects, Park District, City fleet, Dixon Chamber MainStreet, LCIDA, supporting businesses, economic development, events coming, grants for the theatre, raise grant process. Presenting a balanced budget to the council. He reviewed the General Fund – historic revenues, FY23 transfers, major revenue sources, general fund expense historical,

Infrastructure, economic development, arts & culture. Discussion ensued throughout the presentation.

Note: Mayor Arellano left meeting at 4:38pm, and returned at 4:38pm.

Finance Director Fredericks reviewed the council budget, economic development, municipal, administration, discussion ensued throughout presentation.

Building Official Shipman reviewed the Building and Zoning budget, discussion ensued throughout.

Comments – on the next meetings schedule.

ADJOURMENT

Councilman Bishop moved that the Special Council Meeting of Tuesday, February 15, 2022 be adjourned to meet in Special Session on Thursday, February 17, 2022, at 3:00pm in the Council Chambers at City Hall. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Bishop, and Mayor Arellano. Voting Nay: None. Motion Carried

The meeting adjourned at 4:55pm.
