City of Lanark City Council met Feb. 1.

Here are the minutes provided by the council:

MEETING CALLED TO ORDER/ROLL CALL-Lanark City Council met in regular session at the Lanark City Hall at 7:00 p.m. Roll call taken by Marilyn Heller, City Clerk, showed Alderpersons present were Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber, and Lynn Collins.

Mayor Ken Viglietta was present and presiding.

Others present were: Police Chief Matt Magill, Attorney Ed Mitchell and City Clerk Marilyn Heller.

PLEDGE OF ALLEGIANCE-was led by Alderperson Lance Leverton.

APPROVAL OF MINUTES-MOTION-was made by Alderperson Mark Macomber and seconded by Alderperson Haley Grim to accept the minutes of the January 4, 2022 and January 18, 2022 meetings as presented. Motion carried by 4 aye votes 2abstains. Aye votes: Alderpersons Haley Grim, Weston Burkholder, Mark Macomber, and Lynn Collins. Abstain votes: Lance Leverton and Brad Knutti .

PUBLIC COMMENTS- NONE

DOWNTOWN LIGHTING UPDATE – Alderperson Lance Leverton will plan a streets and property meeting as soon as Darin from Fehr Graham has the final drawing done by the end of this month. No action.

STREETS STUDY – council discussed that in doing the street study it would map out the plan to get the streets done. It was noted that this will not get the streets completed in 10 years but provide the plan of continued work and the cost of the study can be paid for from MFT funds.. It was also discussed to look into possibly adding a municipal motor tax to fund the years of street work. A Motion was made by Alderperson Lance Leverton and seconded by Alderperson Brad Knutti to proceed with the street study in agreement with Fehr Graham, not to exceed 60K. Motion carried by 5 aye votes and 1 nay. Aye votes: Alderpersons Haley Grim, Mark Macomber, Lance Leverton, Brad Knutti, and Lynn Collins. Nay vote: Alderperson Weston Burkholder.

2022 WAGE INCREASES – Personnel Committee had a meeting the previous night and went over the committee recommendation as follows: part time police officers from $ 21 and $21.50 to $23 and $23.50; Maintenance – from $19 and $20 to $21 and $22; Maintenance Manager from $ 47,850.00 salary to $ 50,500.00; Police Chief from 62,500.00 to $ 66,250.00; Treasurer from $ 15,700.00 to $17,750.00. The committee shared that they took into account the 7% inflation and how they decided on amounts, such as the city being competitive with part time police officers to surrounding towns for attrition. The committee left off Cleaning Lady but council decided a raise from $14.50to $15.50.The council discussed the treasurers new hours and responsibilities then deciding more information would be needed before agreeing to increase. A Motion was made by Alderperson Lance Leverton and seconded by Alderperson Mark Macomber to accept the Personnel Committees wage increase recommendations for 2022 affective April 1, 2022, excluding Treasurer and adding Cleaning Lady. Motion carried by 6 aye votes. Aye votes Alderpersons Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber, and Lynn Collins. The council also discussed with the utilities clerk, Denise, leaving at the end of the month the current city clerk would be willing to take on the duties working Monday through Thursday for an additional $20K as a trial period. To be revisited in about six month. A Motion was made by Alderperson Mark Macomber and seconded by Alderperson Brad Knutti to accept Marilyn Heller as the utilities clerk with the added salary of $20k effective the next payroll following February 24, 2022. Motion carried by 6 aye votes. Aye votes Alderpersons Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber, and Lynn Collins.

STANDING COMMITTEES AND BOARDS-POSSIBLE ACTION- Streets and property – another reminder that there will be another meeting coming up when Alderperson Lance Hears from Darin. Also to be discussed at this meeting will be vacating the alley behind the Carroll Service Farm Systems building.

REPORTS-EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERPERSONS AND MAYOR - Alderperson Mark Macomber – Donalee, Matt, Jason, and Mark put together a general fund budget work sheet and advised council to look through and get back to him with any questions or changes. Matt made a few adjustments. Alderperson Brad - asked when the next mayor dinner is. Mayor Ken responded the most recent one was canceled so the next one will be here in Lanark on May 19th, 2022 at the heritage center. Clerk – Marilyn shared that there were some duplicate properties listed on the insurance and after being corrected the city was credited $2,167.00 for this error. The credit will be used at next billing.

ADJOURNMENT-MOTION-was made by Alderperson Weston Burkholder and seconded by Alderperson Mark Macomber to adjourn at 8:08 p.m. Motion carried by 6 aye votes.
