City of Lanark City Council met Feb. 15.

Here are the minutes provided by the council:

MEETING CALLED TO ORDER/ROLL CALL-Lanark City Council met in regular session at the Lanark City Hall at 6:58 p.m. Roll call taken by Marilyn Heller, City Clerk, showed Alderpersons present were Lance Leverton, Haley Grim, Brad Knutti, Mark Macomber, and Lynn Collins. Alderperson Weston Burkholder absent.

Mayor Ken Viglietta was present and presiding.

Others present were: Chase Sellnow, Lynn Landherr, Randal L Beverly, John Mueller, Jon Whitney, Police Chief Matt Magill, Attorney Ed Mitchell Maintenance Manager Jason Alvarado, Treasurer Donalee Yenney, and City Clerk Marilyn Heller.

PLEDGE OF ALLEGIANCE-was led by Alderperson Lance Leverton.

APPROVAL OF MINUTES-MOTION-was made by Alderperson Lance Leverton and seconded by Alderperson Lynn Collins to accept the minutes of the February 1, 2022 meeting as presented. Motion carried by 5 aye votes. Aye votes; Alderpersons Lance Leverton, Haley Grim, Brad Knutti, Mark Macomber, and Lynn Collins. Alderperson Weston Burkholder absent.

PUBLIC COMMENTS- None

CARROLL SERVICED GENERAL MANAGER - Chase Sellnow came to share Carroll Services decision to not rebuild after fire explaining that there had been no profit over the last 10 to 20 years. The street should be cleaned up in about a week and will be open back up to traffic. They have set up an office and moved their customers/orders to Milledgeville. Carroll Service has plans to continue cleaning up all their properties here in Lanark. No action taken.

OSD/LCC DONATION- Lynn Landherr, Randal L Beverly, and John Mueller from the LCC asked for a liquor license and a donation from the city. A Motion was made by Alderperson Lance Leverton and seconded by Alderperson Haley Grim to waive the liquor licensing fee issued to the LCC and give a donation of $3,500.00. Motion carried by 4 aye votes. Aye votes; Alderpersons Lance Leverton, Haley Grim, Mark Macomber, and Weston Burkholder. Abstain votes; Alderperson Lynn Collins and Brad Knutti. Alderperson Haley Grim asked the council for a donation of $3,500.00 to OSD. A Motion was made by Alderperson Brand Knutti and seconded by Alderperson Lance Leverton to give a donation in the amount of $ 3,500.00 to ODS. Motion carried by 5 votes. Aye votes; Alderpersons Lance Leverton, Weston Burkholder, Brad Knutti, Mark Macomber, and Lynn Collins. Alderperson Haley Grim abstained.

GAMING LICENSES INCREASE – the council discussed SB 0494 in regards to raising gaming licensing fee not exceed $250 per terminal. The council discussed reinstating the original ordinance # 878 from 2013, stating the licensing fee would be $250 for the first gaming terminal and $50 for each additional. A Motion was made by Alderperson Brad Knutti and seconded by Alderperson Weston Burkholder that going forward with video gaming terminals in the city of Lanark, we follow Ordinance 878 sec. 4-9-2 for licensing fees. Motion carried by 6 aye votes. Aye votes Alderpersons Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber, and Lynn Collins.

MFT RESOLUTION – Treasurer Donalee went over MFT Resolution spending form for 2022, showing street lighting $26,400.00 , salt $35,000.00, and the street study $60,000.00. Totaling $ 121,400.00. A Motion was made by Alderperson Brad Knutti and seconded by Alderperson Mark Macomber to move ahead with the resolution for the maintenance under the highway code for the MFT funds. Motion carried by 6 aye votes. Aye votes Alderpersons Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber, and Lynn Collins.

Treasurer Donalee also took this time to pull up the new budget and went over a few changes. Noting that she added in the $320,000 street light project and MFT funds wash changed to $95,000 for the salt and street study. Matt asked to change P.D. Telephones from $2,500 to $3,000. Lastly Donalee asked to contact her for any questions or changes. Budget to be added to next meeting agenda.

EXECUTIVE SESSION-EMPLOYMENT, COMPENSATION, REAL ESTATE-MOTION-was made by Alderperson Mark Macomber and seconded by Alderperson Weston Burkholder to convene in Executive Session at 7:47 p.m. in order to discuss compensation. Motion carried by 6 aye votes. Aye votes Alderpersons Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber, and Lynn Collins.

REGULAR SESSION-MOTION-was made by Alderperson Lance Leverton and seconded by Alderperson Mark Macomber to reconvene into regular session at 8:14 p.m. Motion carried by 6 aye votes. Aye votes Alderpersons Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber, and Lynn Collins.

TREASURE WAGE INCREASE – A Motion was made by Alderperson Mark Macomber and seconded by Alderperson Brad Knutti to set treasurer salary to $18,000.00 effective April 3, 2022. Motion carried by 6 aye votes. Aye votes Alderpersons Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber, and Lynn Collins. A Motion was made by Alderperson Brad Knutti and seconded by alderperson Mark Macomber to increase pay for Bryce Meinsma from $16 to $17.00 an hour effective April 3, 2022. Motion carried by 6 aye votes. Aye votes Alderpersons Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder,

Mark Macomber, and Lynn Collins. It was discussed that the state date of raises would need to be changed for all employees so no prorating would need to be done. A Motion was made by Alderperson Weston Burkholder and seconded by Alderperson Brad Knutti that we move all employees raises effective dates to April 3, 2022. Motion carried by 6 aye votes. Aye votes Alderpersons Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber, and Lynn Collins. After discussing further the date was incorrect and needed corrected again. A Motion was made by Alderperson Brad Knutti and seconded by Alderperson Mark Macomber to move all pay raised to begin March 27, 2022. Motion carried by 6 aye votes. Aye votes Alderpersons Lance Leverton, Haley Grim, Brad Knutti, Weston Burkholder, Mark Macomber, and Lynn Collins.

STANDING COMMITTEES AND BOARDS-POSSIBLE ACTION- None

REPORTS-EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERPERSONS AND MAYOR Maintenance Manager Jason – well 4 is two years overdue for maintenance and will need to pull it. Jason has already added a quoted price in the budget (80 – 120K) and would like to get the price locked in before it goes up. Secondly, Geoffrey will be off for 2 to 3 months on medical leave. He will need to present a notice from his doctor to be off work and to return as well. Mark Johnson will be filling in as needed for Geoff while he’s out. Chief Magill – officer Shea Joswick will be returning after being attacked from behind at a bar and then fallowing 6 weeks later got injured while on the job during a protentional arrest. Matt discussed the police officer shortage due to the current political climate is starting to turn around. Attorney Ed Mitchell – Went over the new Statement of Economic Interests. Particularly going over the definition for assets and debts for question 1 and 2. Noting they are not asking for personal assets and debts but for business and partnership interests. Ed also mentioned after the census, Lanark can review its wards. City Clerk Marilyn – read a thank you letter from Janie Dollinger and Family for the plant. Alderperson Mark - Elkay merged with Zurn and is not sure if this will affect our area. Mayor Ken – The 16th the Chambers is having pizza at the Heritage Center with guest speaker Alex Kashner. Joe Drozd for the American Legion asked if they can move their guns at the Heritage Center to the basement for easier access. The guns are currently being stored in the upstairs. The insurance asked for the city to get a list of all the items being stored. Chief Magill will be discussing the storage of these guns with the American Legion and that they cannot be moved to the basement. Update on guns to be on next meeting agenda.

ADJOURNMENT-MOTION-was made by Alderperson Weston Burkholder and seconded by Alderperson Mark Macomber to adjourn at 9:18 p.m. Motion carried by 6 aye votes.
