City of Dixon City Council met April 18.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Arellano at 5:30pm.

ROLL CALL

Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano answered roll call.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Councilman Venier.

VISITOR/PUBLIC COMMENT

Carol Chandler – addressed the council regarding the trees in Dixon, specifically the trees in the median by Walmart are looking poor and are being girdled by the weed whipping. It is important to present a good entrance to the City. She also spoke about the park between the log cabin and North Galena Ave, she and a few other people will be doing some work to the park to make it look nice for the July 4th celebrations.

PROCLAMATION

Mayor Arellano read the proclamation for National Child Abuse Prevention & Awareness and Proclaimed April 2022 as National Child Abuse Prevention & Awareness in the City of Dixon.

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular and Executive Session Meeting of Monday, April 4, 2022; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried 

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $732,784.39 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

YEAR TO DATE FINANCIALS

Councilman Considine moved that the year-to-date Financial Summary through March 2022 be accepted. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried 

DEPARTMENT REPORTS

None

CITY MANAGER REPORT

City Manager Langloss reported that the budget approval is later in the meeting and thanked the council and staff for all the work that was done on it, specifically thanked Finance Director Fredericks and her staff on they hard work. A pdf of the document with narrative will be on the website soon. Update on the Midwest Summit on Leadership. Spoke about the proclamation, Shining Star Children’s Center, abuse statistics and information, and Erin’s Law.

COUNCIL REPORTS

Mayor Arellano – Ground breaking on I-88 development will be at the end of the month. Reported on IML.

Councilman Considine – None

Councilman Venier – Recognized the beautification preservation committee on the work they have been doing downtown.

Councilman Bishop – None

Councilman Oros – CEO trade show on April 27 & 28 4:30-7:30 at the Northland Mall in Sterling, show these kids some support.

ORD# 3292 – ORDINANCE APPROVING THE TAX INCREMENT FINANCING DISTRICT ELIGIBILITY REPORT AND REDEVELOPMENT PLAN AND PROJECT FOR THE FARGO CREEK REDEVELOPMENT PROJECT AREA

Councilman Venier moved to approve the ordinance approving the Tax Increment Financing District Eligibility Report and Redevelopment Plan and Project for the Fargo Creek Redevelopment Project Area. Seconded by Councilman Bishop. City Attorney LeSage explained this request and the next two requests, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried 

ORD# 3293 – ORDINANCE DESIGNATING THE FARGO CREEK

REDEVELOPMENT PROJECT AREA

Councilman Bishop moved to approve the ordinance designating the Fargo Creek Redevelopment Project Area. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried 

ORD# 3294 – ORDINANCE ADOPTING TAX INCREMENT FINANCING

Councilman Oros moved to approve the ordinance adopting Tax Increment Financing. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried 

ORD# 3295 - AUTHORIZING THE ISSUANCE OF TAXABLE GENERAL OBLIGATION BONDS (ALTERNATE REVENUE SOURCE) OF THE CITY OF DIXON, LEE COUNTY, ILLINOIS, IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED $22,750,000

FOR THE PURPOSE OF FUNDING A PORTION OF THE CITY’S UNFUNDED POLICE AND FIRE PENSION LIABILITY RELATING TO THE POLICE AND FIRE EMPLOYEES, FUNDING A BUDGET STABILIZATION ACCOUNT, AND PAYING FOR COSTS RELATED THERETO

Discussion ensued. Councilman Considine moved to approve the ordinance authorizing the issuance of Taxable General Obligation Bonds (Alternate Revenue Source) of the City of Dixon, Lee County, Illinois, in an aggregate principal amount not to exceed $22,750,000 for the purpose of funding a portion of the City’s unfunded police and fire pension liability relating to the police and fire employees, funding a budget stabilization account, and paying for costs related thereto. Seconded by Councilman Venier. City Attorney LeSage explained the request, Bob Vail from Bernardi Solutions address the council regarding their background, interest rates and payments with or without bonds, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

ORD# 3296 – AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON – COMPUTING DEVICES

Councilman Venier moved to approve the ordinance authorizing the sale of certain personal property owned by the City of Dixon – computing devices. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried 

ORD# 3297 – AMENDING THE LIQUOR CODE IN CONNECTION WITH THE BEST OF DIXON GALA PURSUANT TO THE REQUEST FROM DIXON CHAMBER OF COMMERCE AND MAIN STREET INC

Mayor Arellano explained the request. Councilman Bishop moved to approve the ordinance amending the Liquor Code in connection with the Best of Dixon Gala pursuant to the request from Dixon Chamber of Commerce Main Street Inc. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried 

ORD# 3298 – AMENDING THE DIXON CITY CODE TITLE V, CHAPTER 13, SECTION 5-13-6 (NUMBER OF LIQUOR LICENSES)

Councilman Oros moved to approve the ordinance amending the Dixon City Code Title V, Chapter 13, Section 5-13-6 (Number of Liquor License). Seconded by Councilman Venier. Mayor Arellano explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried 

ORD# 3299 – AUTHORIZING APPROVAL OF THE FY 2022/2023 BUDGET FOR THE CITY OF DIXON, ILLINIOS

Councilman Considine moved to approve the FY 2022/2023 Budget for the City of Dixon, Illinois. Seconded by Councilman Venier. Discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried 

RES# 3005-22 – CITY OF DIXON BANKING RESOLUTION

Councilman Bishop moved to approve the City of Dixon Banking Resolution. Seconded by Councilman Venier. Finance Director Fredericks explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 3006-22 – RESOLUTION AMENDING 2021-2022 BUDGET – FIRE DEPARTMENT

Finance Director Fredericks explained the request. Councilman Bishop moved to approve the resolution amending the FY 2021-2022 budget with respect to the Fire Department. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried 

COMMENT

City Manager Langloss commented for the record that no money from the designated money from the COVID Relief Fund will be spent without going to the council for approval. Discussion

APPROVAL OF THE 457(B) LOAN IMPLEMENTATION PACKAGE WITH MISSIONSQUARE RETIREMENT

Councilman Oros moved to approve the 457(b) Loan Implementation Package with MissionSquare Retirement. Seconded by Councilman Considine. Finance Director Fredericks explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried 

APPROVAL OF THE AMENDED AND RESTATED CITY MANAGER EMPLOYMENT AGREEMENT BETWEEN THE CITY OF DIXON AND DANNY LANGLOSS

Councilman Considine moved to approve the amended and restated City Manager Employment Agreement between the City of Dixon and Danny Langloss. Seconded by Councilman Venier. Mayor Arellano explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried 

APPROVAL TO AWARD A BID FOR THE NORTH GALENA AVENUE WATERMAIN LINING PROJECT

Councilman Oros moved to award the bid of $1,167,976.00 to Fer-Pal Construction USA LLC for the North Galena Watermain Lining Project. Seconded by Councilman Considine. Public Works Director / Assistant City Manager Heckman explained the request and discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

ADJOURMENT

Councilman Venier moved that the Regular Council Meeting of Monday, April 18, 2022 be adjourned to meet in Regular Session on Monday, May 2, 2022, at 5:30pm in the Council Chambers at City Hall. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried
