City of Savanna City Council met April 12.

Here are the minutes provided by the council:

CALL TO ORDER:

Mayor Chris Lain called the meeting to order on the said date at 7:02 P.M. Notice of the meeting was delivered to all Council members and posted at 333 Chicago Avenue, Savanna, Illinois, in accordance with the State of Illinois Open Meetings Act.

PLEDGE OF ALLEGIANCE:

Mayor Chris Lain led the Council in the pledge of allegiance.

ROLL CALL / ESTABLISH QUORUM:

Mayor Chris Lain declared the establishment of a quorum with members in attendance Mayor Chris Lain, Jocelyn Boyd, Nick Law, Jim Friedenbach, Jeff Griswold, Tevan Hartman, Peter King, Pat Sanchez, and Debbie Long was absent. Non-members in attendance Comptroller/Treasurer Brittany Hatteberg, Attorney Phil Jensen, Fire Chief Scott Wolfe, Superintendent of Public Works Brent Corey, Police Chief Jeff Doran

News Media: Michael Miller, Linda Grissinger, Marne LaShelle, Steve Haring with MSA, and City Clerk Betsy Kinder.

APPROVAL OF AGENDA:

After review, Jocelyn Boyd motioned to approve the agenda with the addition of reading a letter from Kathy Mulholland Under Communications, seconded by Pat Sanchez. All voting in favor, none opposed. Motion passed.

APPROVAL OF MINUTES:

Consideration of the Minutes of the March 22, 2022 Regular Meeting: After a brief review, Jocelyn Boyd motioned to approve the Regular Meeting Minutes, seconded by Peter King. All voting in favor, none opposed. Motion passed.

ADDITION: COMMUNICATIONS: After reading the letter from Kathy Mulholland and a brief review, Nick Law motioned to send this to Building & Public Property/Health & Safety Committee to look at, seconded by Pat Sanchez. All voting in favor, none opposed.

COMMITTEE REPORTS:

Water/Sewer/Refuse/Street/and Alley Committee 03-23-22: Pat Sanchez gave a brief review on the upcoming road project and 3% increase for water and sewer rates. After a discussion, Jocelyn Boyd motioned to approve the report as given, seconded by Tevan Hartman. All voting in favor, none opposed. Motion passed.

Finance Committee 04-05-22 and 04-08-22: Pat Sanchez stated these meetings were scheduled to finalize the budget which is on the agenda for later. Nick Law motioned to approve these financial reports as given, seconded by Peter King. All in favor, none opposed. Motion passed.

Finance Committee 04-12-22: Pat Sanchez gave a brief update on the accounts receivable report, 12/24/36/48/60 Month Report, and budget review.

WA/SW/RF In-Active Write Offs: Pat Sanchez discussed the water bill write offs and writing off two accounts on this list; the bills are for Dana Hicks for $232.06 and Jeremy Dierks for $217.40 who sold their houses in town. Pat Sanchez motioned to approve writing off both accounts, seconded by Jocelyn Boyd. Roll Call Vote Aye: Hartman, King, Boyd, Sanchez, Law, Friedenbach, and Griswold. Nay: None. Motion passed.

Request for Funds, Sewer Jetter Nozzle/Cutter, Public Works Department: Superintendent of Public Works Brent Corey stated this was a budgeted item for $2,000 from the Sewer System Improvement Fund and would work on the new combination sewer vac truck. Pat Sanchez motioned to approve releasing $2,000 from the Sewer System Improvement Fund for a Sewer Jetter Nozzle/ Cutter, seconded by Nick Law. All in favor, none opposed. Motion passed.

Request for Retainer Fee Increase, City Attorney: Attorney Phil Jensen requested a monthly rate increase by the amount of $250.00 per month. Pat Sanchez motioned to approve the increase of $250.00 per month beginning with the new budget year starting on May 1, 2022, seconded by Nick Law. All in favor, none opposed. Motion passed.

Chamber Event Sponsorship for 2022: After a brief review, Pat Sanchez motioned to do a $40 hole sponsorship and a $200 Gold Sponsor for the upcoming Shadfly Events from Hotel/Motel Fund, seconded by Jocelyn Boyd. All in favor, none opposed. Motion passed.

WARRANT #12:

Bills for the Month of March 2022 Totaling $468,661.49: After a brief review, Pat Sanchez motioned to approve paying monthly bills for March 2022 in the amount of $468,661.49, seconded by Tevan Hartman. Roll Call Vote Aye: Griswold, Friedenbach, Hartman, King, Law, Sanchez, and Boyd. Nay: None. Motion passed.

APPOINTMENTS:

Police Pension Board, Brittany Hatteberg, 2 Year Term 04-30-24:

Fire Pension Board, Robert Stretton III, 2 Year Term 04-17-24:

Planning & Zoning Board, 3 Year Term, Larry Melaas 04-26-25: After a brief discussion, Pat Sanchez motioned to accept the appointment of Brittany Hatteberg to Police Pension Board, Robert Stretton III to Fire Pension Board, and Larry Melaas to Planning & Zoning Board, seconded by Tevan Hartman. All voting in favor, none opposed. Motion passed.

MONTHLY REPORTS:

Financial, Police, Fire, and Public Works for March 2022: After a brief review, Pat Sanchez motioned to approve the reports as given, seconded by Jocelyn Boyd. All in favor, none opposed. Motion passed.

UNFINISHED BUSINESS:

Project Update, MSA: Steve Haring with MSA had updates on a handout that was given out at the Full Council Meeting on upcoming projects and grant recommendation for Research in IL to Spur Economic Recovery Planning Grants. Steve Haring with MSA stated MSA would apply for the grant on behalf of the city at no cost unless the city received the grant. If the city received the grant we would then be billed accordingly. Pat Sanchez made a motion to have MSA put together a grant application for us at no up-front cost and that if received the Council would not be charged more then $3,000.00 for MSA Grant Application fees, seconded by Jim Friedenbach. All in favor, none opposed. Motion passed.

2022 Roadway Improvements – Project Scope & MSA Contract:

Sanitary Sewer Improvements & DCEO Grant-Project Scope & MSA Contract: Lead Water Service Line Inventory & Replacement Planning – MSA Contract: Superintendent of Public Works Brent Corey would like all three items tabled until he can clarify a few items with Jared Fluhr with MSA. Nick Law motioned to table all these contracts, seconded by Pat Sanchez. All in favor, none opposed. Motion passed.

NEW BUSINESS:

Proclamation, Sexual Assault Awareness Month: Pat Sanchez and Mayor Chris Lain read the letter. After a brief review, Pat Sanchez motioned to Proclaim Sexual Assault Awareness Month, seconded by Peter King. All voting in favor, none opposed. Motion passed.

An Ordinance of the City of Savanna, Carroll County, Illinois, Approving a Redevelopment Agreement By and Between the City of Savanna, Carroll County, Illinois and Coralie Beck dba Shiver’s Ice Cream Shoppe: After a brief review, Pat Sanchez motioned to put this on first read, seconded by Nick Law. All voting in favor, none opposed. Motion passed.

Ordinance, Annual Budget Fiscal Year 2022-2023: After a brief review, Pat Sanchez motioned to approve on first reading Ordinance, Annual Budget Fiscal Year 2022-2023, seconded by Jocelyn Boyd. All voting in favor, none opposed. Motion passed.

Ordinance, Amending Title 8, Chapter 4, Section 23 Water Rates and Related Charges: This is the annual increase for 3% increase in water rates, Pat Sanchez motioned to approve Ordinance, Amending Title 8, Chapter 4, Section 23 Water Rates and Related Charges on first read, seconded by Peter King. All voting in favor, none opposed. Motion passed.

Ordinance, Amending Title 7, Chapter 6, Section 5, Basic User Rate: Along with the water rates and annual increase of 3% for sewer rates was presented. Pat Sanchez motioned to approve Ordinance Amending Title 7, Chapter 6, Section 5, Basic User Rate on first read, seconded by Jocelyn Boyd. All voting in favor, none opposed. Motion passed.

Ordinance, Amending Title 7, Chapter 3, Section 11, Garbage and Recycling Collection and Disposal: This was presented for annual increase of 3.5% in garbage rates. After a brief review, Pat Sanchez motioned to approve Ordinance, Amending Title 7, Chapter 3, Section 11, Garbage and Recycling Collection and Disposal on first read at this time, seconded by Nick Law. All voting in favor, none opposed. Motion passed.

CITIZENS, COUNCIL MEMBERS:

Linda Grissinger commented on how nice it is to see new faces in our community. Pat Sanchez thanked everyone on all their help with the budget process.

Fire Chief Scott Wolfe thanked everyone for another great turn out for the Firemen’s Breakfast. The best one so far, over 930 meals served.

With nothing further, Mayor Chris Lain made a motion to adjourn at 8:06 P.M.
