City of Morrison City Council met April 11.

Here are the minutes provided by the council:

The Morrison City Council met in Regular Session at 7:00 p.m. in the Morrison Community Room, 307 S Madison St., Morrison, IL. Mayor Scott Vandermyde called the meeting to order. City Clerk Michael Hemmer recorded the minutes.

Aldermen present on roll call were Greg Kruse, Sidonna Mahaffey, Harvey Zuidema, Mick Welding, Vernon Tervelt, Josh West, Kevin Bruckner, Jr, and Arlyn Deets. Absent: none.

Other City officials present were City Administrator Barry Dykhuizen, Public Services Director Lori Matlack, City Treasurer Maggie Jones and Police Chief Brian Melton. Parks and Recreation Coordinator Katie Selburg arrived at the meeting at 7:30 p.m.

Public Comment.

Since all interested parties wanted to talk about the Sports Complex, Mayor Vandermyde asked that they hold comment until the Sports Complex topic was on the agenda (9.1 ).

Report of City Officers, Department Heads, & Committees.

Police Chief Brian Melton presented his monthly report to Council.

Consent Agenda.

Alderman Zuidema moved to approve Consent Agenda items consisting of the following: approve March 28, 2022 Regular Session Minutes; approve Bills Payable; approve March 2022 Treasurer's Report; and approve FY23 Blue Cross Blue Shield Renewal. Alderman Welding seconded. On a roll call vote of 8 ayes (Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets), 0 nays, and O absent; the motion carried.

Items Removed from Consent Agenda. None.

Items For Consideration, Discussion & Information.

Alderman Bruckner moved to approve Sports Complex Concessions Building HV AC. Alderman West seconded. After discussion, Alderman West moved to approve a HVAC unit only for the downstairs of the Sports Complex Concessions Building. On a roll call vote of 7 ayes (Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, and Deets), 1 nay (Bruclmer), and 0 absent; the motion carried.

Alderman Deets moved to approve Contract 1 - Radio Read Meters Bid Award. Alderman Mahaffey seconded. On a roll call vote of 8 ayes (Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets), 0 nays, and O absent; the motion carried.

Alderman Welding moved to approve Contract 2 - West Loop Contract Award. Alderman Bruckner seconded. On a roll call vote of 6 ayes (Kruse, Mahaffey, Welding, West, Bruckner, and Deets), 2 nays (Zuidema, Tervelt), and O absent; the motion carried.

Alderman Kruse moved to approve Contribution to Whiteside County Healthier Communities Partnership for Childhood Trauma Project. With a lack of a second, motion failed.

Alderman West moved to approve PG Design Consulting Services Agreement. Alderman Deets seconded. On a roll call vote of7 ayes (Kruse, Mahaffey, Zuidema, Welding, West, Bruckner, and Deets), 1 nay (Tervelt), and O absent; the motion carried.

Alderman Welding.moved to approve Preliminary FY23 Budget. Alderman Bruckner seconded. CA Dykhuizen highlighted points in the budget. On a roll call vote of 8 ayes (Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets), 0 nays, and O absent; the motion carried.

Other Items for Consideration, Discussion & Information.

Council discussed the need for a full-time Parks and Recreation Director. Alderman Tervelt suggested eliminating the current part-time position, making it full-time, not limiting the director to only activities at the Sports Complex and summer only. Michelle Mouw questioned Council members on their commitment to the Sports Complex and suggested the Complex be treated as its own entity with its own Profit/Loss Statement. Jackie Damhoff said the fields need to be fixed and maintained to attract travel teams.

Executive Session.

Pursuant to 5ILCS 120/2(c)(l), Alderman Bruckner made a motion to enter Executive Session to consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employee(s), seconded by Alderman Mahaffey. On a roll call vote of 8 ayes (Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets) and O nays the motion passed. Executive Session began at approximately 8:30 p.m.

Regular Session resumed at 8:50 p.m. No action was taken as a result of Executive Session.

Alderman Deets moved to hire Jaeden Workman as Parks and Recreation Coordinator during the summer full-time. Alderman Mahaffey seconded. On a roll call vote of 8 ayes (Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets), 0 nays, and O absent; the motion carried.

With no additional business to discuss, Alderman Deets motioned for adjournment; Alderman Kruse seconded. Without objection, the meeting was adjourned at 8:55 p.m.
