Ogle County Security and IT Committee met May 10.

Here are the minutes provided by the committee:

1. Call Meeting to Order: Chairwoman Nordman called the meeting to order at 1:00 p.m. Present: Reising, Williams, Kenney, Oltmanns, Youman, Billeter, Fox, Miller and Nordman. Others Present: Griffin, Coroner Lou Finch, IT Director Larry Callant, County Clerk and Recorder Laura Cook and Sheriff Brian VanVickle. Absent: none.

2. Approval of Minutes - April 12, 2022: Motion by Williams to approve the minutes as presented, 2nd by Oltmanns. Motion carried.

3. Public Comment: None

4. Review and Approval of Claims:

Department Claims:

▪ County Facilities: Utilities - ComEd $16,620.57 - Nicor $6,261.35 - Water $2,687.88. Motion by Youman to approve, 2nd by Williams. Motion carried.

▪ Buildings and Grounds: $10,246.82. Motion by Kenney to approve as presented, 2nd by Billeter. Motion carried.

▪ Sheriff: $40,294.59

▪ Emergency Communications: $1,399.16

▪ Corrections: $24,491.95

▪ OCEMA: $1,652.15

Nordman stated the committee reviewed Department Claims as presented.

County Board Claims:

▪ Sheriff: None

▪ Emergency Communications: None

▪ Corrections: None

▪ OCEMA: None

▪ Coroner: $6,076.24 - Motion by Kenney to approve, 2nd by Fox. Motion carried. Coroner reported 39 deaths since the last meeting and other office statistics.

▪ IT: $10,779.61 - Motion by Reising to approve, 2nd by Billeter. Callant updated the committee on work for the Judges. Motion carried.

5. County Facilities:

▪ Nordman updated the committee on the asbestos abatement at the old jail and bid documents will be worked on next. Youman asked about the selling of the cells. Nordman stated the cells are too heavy to remove.

▪ Nordman received quotes for the Animal Control and Public Defender Offices. In Animal Control they are looking at sealing windows, install a swinging gate and building cabinetry. Motion by Fox to approve the repairs in the of amount $18,159.00, 2nd by Youman. Motion carried. Nordman reported work in the Public Defender’s Office is to remove a wall, build cabinetry and a stand-alone bookcase for a total of $8,371. Motion by Reising to approve the repairs in the amount of $8,371.00, 2nd by Youman. Motion carried.

6. County Security:

▪ Sheriff VanVickle reviewed monthly reports and has the monthly numbers for the Judicial Center Annex. VanVickle reported on staffing issues due to injuries at the Judicial Center Annex. There has been positive discussion about U.S. Marshall inmates. VanVickle stated food costs will increase significantly since the full-time cook has been out on medical leave and they have had no interest in the part-time cook job posting. VanVickle reported the meals were $1.98 per meal and will increase to about $5.00 per meal. He has checked out other resources and they have signed up with Lee County since they have a contract with a company that provides their meals. VanVickle stated they are traveling to Dixon to pick-up the meals.

▪ VanVickle reported the license plate reader has been installed and is working well. Ogle County is one of six organizations in the Nation to have received this reader and explained the benefits of having this piece of equipment.

▪ VanVickle reported they have received the new time keeping program and it seems to be working well.

▪ OCEMA vehicle: VanVickle had previously reported a couple of months ago about the need for an OCEMA vehicle. The deadline for the grant money is July 1st, so there is a need to swap out a patrol vehicle for OCEMA. Then an additional patrol vehicle will need to be ordered using ARPA funds.

▪ Nordman asked how many staff are in the Judicial Center Annex. VanVickle stated there are 13 that work the floor. Nordman compared numbers of inmates and staff of the old jail. VanVickle stated the new jail is larger and there is more ground to cover and they are very busy. There was discussion about the onboarding staff of the jail and patrol. Nordman spoke about an old staffing report versus the staffing of today. Nordman commented on the services from Sinnissippi in person versus remote. VanVickle distributed numbers from the jail. VanVickle stated at the time of designing the Judicial Center Annex they knew they could take the number of inmates at the time to the new facility without adding staff, but, if there was an increase in inmates then additional staff will be needed. With the bond reform there is concern with staffing requirements they are trying to work through. There are services that will be time sensitive to provide that are not at this time.

▪ VanVickle stated he and Nordman have had discussions about vehicles for next year and utilizing ARPA funds.

▪ Kenney asked if there are leaks on the 3rd floor of the Courthouse (Judicial Center). VanVickle stated there have been several leaks since it was built. VanVickle explained the design of the roof and the issues they have been experiencing. There was discussion to have someone come to inspect the roof and find a solution to fix it.

▪ Fox asked if the Sheriff has had any roof leaks at the Judicial Center Annex with all of the rain we have been experiencing. VanVickle stated No.

7. IT:

▪ Callant reported the fiber on Route 64 is being installed. The fiber has been installed in Polo, Forreston and Mt Morris. However, there is an issue with the design and IDOT in Forreston that he is working to get resolved.

▪ Nordman stated there is a group working on the Accelerated Broadband Grant which includes Ogle County, Boone County, Putnam County, Lee County, Stephenson County and the Cities of Oregon, Byron and Rochelle.

▪ Youman informed the committee of new battery technology from Constellation and used one of them as a pilot and explained the benefits.

▪ Griffin gives an update on the solar project and what will be discussed at the Long Range Planning Meeting.

10. Adjournment: With no further business, Chairwoman Nordman adjourned the meeting. Time: 1:53 p.m.
