City of Rock Falls City Council met June 7.

Here are the minutes provided by the council:

The regular meeting of the Mayor and City Council of Rock Falls, Illinois was called to order at 5:30 p.m., in the Council Chambers by Mayor Rod Kleckler.

City Clerk Pam Martinez called the roll following the pledge of allegiance. A quorum was present including Mayor Kleckler, Aldermen McKanna, Wangelin, Snow, Babel, Devers, Dowd, Doane, and Sobottka. In addition, Attorney Tim Zollinger and City Administrator Robbin Blackert were present.

Presentation of the City of Rock Falls 2022 Groundwater/Electric Scholarship Award to Benjamin Folgers: presented by Ted Padilla.

Consent Agenda:

Consent Agenda items 1 and 2 were read aloud by City Clerk Pam Martinez.

1. Approval of the minutes of the May 17, 2022, City Council Meeting.

2. Approval of bills as presented.

A motion was made by Alderman Wangelin and second by Alderman Snow to approve the Consent Agenda.

Vote 8 aye, motion carried.

Resolutions:

1. Resolution 2022-881 Approving Preliminary and Final Plat of Subdivision of Benchmark Phase3-C.

A motion was made by Alderman Babel to approve Resolution 2022-881 Approving Preliminary and Final Plat of Subdivision of Benchmark Phase3-C and second by Alderwoman McKanna

Vote 8 aye, motion carried.

Ordinance 1st Reading:

1. Ordinance 2022-2573 – Fiscal Year 2023 Appropriation Ordinance (For the Fiscal Year Beginning May 1, 2022, and Ending April 30, 2023)

A motion was made by Alderman Snow to approve Ordinance 2022-2573 – Fiscal Year 2023 Appropriation Ordinance (For the Fiscal Year Beginning May 1, 2022, and Ending April 30, 2023) and second by Alderman Wangelin.

Vote 8 aye, motion carried.

2. Ordinance 2022-2574 – Amending the Whiteside Carroll Enterprise Zone Within the Illinois Counties of Whiteside and Carroll.

A motion was made by Alderman Babel to approve Ordinance 2022-2574 – Amending the Whiteside Carroll Enterprise Zone Within the Illinois Counties of Whiteside and Carroll and second by Alderman Snow.

Vote 8 aye, motion carried.

Ordinances 2nd Reading and Adoption:

1. Ordinance 2022-2570 – Vacating a Public Alley

A motion was made by Alderman Wangelin to approve Ordinance 2022-2570 – Vacating a Public Alley and second by Babel.

Vote 8 aye, motion carried.

2. Ordinance 2022-2571 – Authorizing Entry into an Intergovernmental Agreement for a School Resource Officer (SRO) Program

A motion was made by Alderman Snow to approve Ordinance 2022-2571 – Authorizing Entry into an Intergovernmental Agreement for a School Resource Officer (SRO) Program to commence July 1, 2022, to June 30, 2023 and second by Alderman Babel.

Vote 8 aye, motion carried.

3. Ordinance 2022-2572 – Amending the Zoning Map of the City of Rock Falls. A motion was made by Alderman Babel to approve Ordinance 2022-2572 – Amending the Zoning Map of the City of Rock Falls and second by Alderman Wangelin.

Vote 8 aye, motion carried.

City Administrator:

Administrator Blackert submitted requests for a $2 million grant and was awarded by the State of Illinois to help rebuild Ave A.

1. Cable Television Franchise Agreement by and Between the City of Rock Falls and Comcast of Illinois/Indiana/Ohio, LLC

A motion was made by Alderman Snow to approve Cable Television Franchise Agreement by and Between the City of Rock Falls and Comcast of Illinois/Indiana/Ohio, LLC and second by Alderman Babel.

Vote 8 aye, motion carried.

2. Side Letter Agreement between the City of Rock Falls, Illinois, and the Illinois Fraternal Order of Police Labor Council.

A motion was made by Alderman Babel to approve the Side Letter Agreement between the City of Rock Falls, Illinois, and the Illinois Fraternal Order of Police Labor Council and second by Alderwoman Sobottka.

Vote 8 aye, motion carried.

3. Intergovernmental Agreement Between the Illinois State Toll Highway Authority and the City of Rock Falls.

A motion was made by Alderman Snow to approve Intergovernmental Agreement Between the Illinois State Toll Highway Authority and the City of Rock Falls and second by Alderman Babel.

Vote 8 aye, motion carried.

City Attorney: none

City Departments:

Dick Simon presented to City Council the System Achievement Award that was awarded at a joint annual conference of the Illinois Municipal Electric Agency, the Illinois Municipal Utilities Association (IMUA) and the Illinois Public Energy Agency (IPEA).

A motion was made by Alderwoman McKanna to approve the recommendation from the Finance Insurance Investment Committee to approve the updated Fund Balance Policy and second by Alderman Babel.

Vote 8 aye, motion carried.

A motion was made by Alderman Snow to approve the Recommendation from the Utility Committee to approve purchase of a ferric feed system from Rhino Industries, Inc., PO Box 296, Nauvoo, IL in the amount of $10,346.56 and second by Alderman Wangelin.

Vote 8 aye, motion carried.

A motion was made by Alderman Snow to approve the recommendation from the Utility Committee to approve the purchase of Operator 10 Wastewater Program from Allmax Software, Inc., 911 South Main St, Kenton, OH in an amount not to exceed $15,750.00 and second by Alderwoman Sobottka.

Vote 8 aye, motion carried.

A motion was made by Alderman Snow to approve the recommendation from the Utility Committee to approve a design engineering agreement for Vactor Spoils Dump with Willett, Hofmann & Associate, 809 E 2nd St, Dixon, IL in an amount not to exceed $20,000.00 and second by Alderman Wangelin.

Vote 8 aye, motion carried.

A motion was made by Alderman Snow to approve the recommendation from the Utility Committee to approve the purchase of 500 AMI Meters from Anixter, Inc., 1100 Old State Rd, Mattoon, IL 61938 in the amount of $91,660.00 and second by Alderman Babel.

Vote 8 aye, motion carried.

A motion was made by Alderman Snow to approve the recommendation from the Utility Committee to approve a Consulting Agreement with Hydro Partners, W7021 State Road 152, Wautoma, WI 54982 in the amount of $28,975.00 (with the agreement that the city would own the documents) and second by Alderman Babel.

Vote 6 aye, 2 nays (Devers and Dowd), motion carried.

A motion was made by Alderman Snow to approve the recommendation from the Utility Committee to approve the amendment to the Utility Policy, C-5 Utility Business Practice and second by Alderman Babel.

Vote 8 aye, motion carried.

Alderman Doane handed out the flier on the Civic Pride Workshop to be held on June 22, 2022, from 9:00 am to 5:00 pm at Champs Banquet Venue, 9 E. 3rd Street, Sterling, IL 61081

Mayor’s Report: Bricks from 3rd Ave rebuild are still available and are free.

A motion was made by Alderman Snow to move into Executive Session from Regular Meeting and second by Alderwoman Sobottka.

Vote 8 aye, motion carried. (6:11 p.m.)

A motion was made by Alderman Snow and second by Alderwoman Sobottka to adjourn from Executive Session back to regular session

Vote 8 aye, motion carried. (6:29 p.m.)

A motion was made by Alderwoman Sobottka to approve the recommendation from the Ordinance/License/Personnel/Safety Committee to hire two new employees for the Water Department to start on June 13, 2022, and second by Alderman Snow.

Vote 8 aye, motion carried.

A motion was made by Alderwoman Sobottka to adjourn and second by Alderman Snow.

Vote via voice, motion carried (6:31 p.m.)
