City of Galena Historic Preservation Commission met June 6.

CALL TO ORDER  

Chairman Craig Brown called the meeting of the Galena Historic Preservation Commission to order at 6:30 PM on Monday, June 06, 2022.

ROLL CALL & DECLARATION OF QUORUM 

Upon roll call, the following members were present

22HPC-019: Discussion and possible action on a recommendation to the City of Galena Council for the use of Specified concrete colors in the US Hwy 20/ Spring St corridor.

Motion: Craig Albaugh motioned to approve the use of Quarry Red color for the concrete roadway surface of US HWY 20 / Spring St. The color would be used from the intersection with Main Street to the National Register Historic District boundary near Dell Street. Concrete sidewalks and the concrete multi-use recreational path for the entire project would be colored Coachella Sand.

The motion was seconded Jack Dennerlein.

Mark Nardini, Environmental Studies Manager from District 2 of the Illinois Department of Transportation (IDOT), explained that the Illinois Department of Natural Resources State Historic Preservation Office (SHPO) is evaluating the color choices for the concrete roadways and sidewalks. They seek City input on the color choices.

He explained that the current red roadway concrete dates back to the construction of the Highway 20 bridge. SHPO is questioning the rationale for where the red colored concrete should be applied in the project area.

Nardini confirmed the SHPO is comfortable with the use of Quarry Red and Coachella Sand. SHPO would like a formal opinion from the City about the colors and where they would be used.

HPC Discussion:

Brown stated that he reviewed an email from the SHPO to Mark Moran and that the reason SHPO wants to go back to gray concrete because they cannot justify where the red concrete should stop within the corridor. The color itself is not the issue.

Dennerlein and Doyle commented that are going to be different shades of red because of the different ages of concrete in the area.

Albaugh asked if the east side of the Highway 20 bridge is red concrete and is it replaced with red when repaired. Mark Moran answered there is red concrete to Third Street, and it is repaired with red.

Dennerlein commented that we would have the same issue with different shades of gray over time.

Brown stated that stopping the Quarry Red on High St would be an option but without good rationale. He recommends that the red color should stop at the historic district boundary near Dell Street.

Doyle stated that red concrete has been in place for forty years now. Albaugh stated that the red and sand colors will eventually fade.

Horton stated that the termination point is a higher value of discussion. The Historic District sign that was posted on summit street will eliminate the any arbitrariness with the decision of where to end the color.

Moran comment that there is a historic district sign on Highway 20 across from Dell Street, but it is currently down due to the project.
