22C-0297 – CALL TO ORDER

Mayor Renner called the regular meeting to order at 6:30 p.m. in the Board Chambers at 101 Green Street.

22C-0298 – ROLL CALL

Upon roll call, the following members were present: Bernstein, Hahn, Kieffer, McCoy, Westemeier, Wienen, Renner

22C-0299 – ESTABLISHMENT OF QUORUM

Mayor Renner announced a quorum of Board members present to conduct City business.

22C-0300 – PLEDGE OF ALLEGIANCE

The Pledge was recited.

22C-0301 - REPORTS OF STANDING COMMITTEE

No reports.

22C-0302 – CITIZENS COMMENTS

None.

PUBLIC HEARINGS

22C-0303 – PUBLIC HEARING ON AN APPLICATION BY T & C WIENEN ENTERPRISES FOR PRELIMINARY PLAT APPROVAL TO SUBDIVIDE AN 11.58 ACRE PARCEL AT 618 GEAR STREET

Motion: Westemeier moved, seconded by Bernstein, to open the Public Hearing on an application by T & C Wienen Enterprises for preliminary plat approval to subdivide an 11.58-acre parcel at 618 Gear Street.

Discussion: None.

Roll Call: AYES: Hahn, Kieffer, McCoy, Westemeier, Wienen, Bernstein, Renner

NAYS: None

The motion carried.

Testimony: Connie Wienen, 2955 Red Gates Drive – Wienen advised they are asking to separate the house at 618 Gear Street from the 11.58 acres. They will keep eleven acres and sell off the house.

Motion: McCoy moved, seconded by Kieffer, to close the Public Hearing on an application by T & C Wienen Enterprises for preliminary plat approval to subdivide an 11.58-acre parcel at 618 Gear Street.

22C-0304 – PUBLIC HEARING ON 2022-23 ARCHERY DEER HUNTING PROGRAM

Motion: Bernstein moved, seconded by Westemeier, to open the Public Hearing on the 2022-23 Archery Deer Hunting Program.

Discussion: None.

NAYS: None

The motion carried.

Testimony: None.

Motion: McCoy moved, seconded by Kieffer, to close the Public Hearing on the 2022-23 Archery Deer Hunting Program.

22C-0305 – APPROVAL OF THE MINUTES OF THE REGULAR CITY COUNCIL MEETING OF JULY 25, 2022

Motion: Wienen moved, seconded by Kieffer, to approve Consent Agenda CA22-15.

NEW BUSINESS

22C-0306 – DISCUSSION AND POSSIBLE ACTION ON ZONING CALENDAR NO. 22SUB-01, AN APPLICATION BY T & C WIENEN ENTERPRISES FOR PRELIMINARY PLAT APPROVAL TO SUBDIVIDE AN 11.58 ACRE PARCEL AT 618 GEAR STREET

Motion: Westemeier moved, seconded by Kieffer, to approve Zoning Calendar No. 22-SUB-01, an application by T & C Wienen Enterprises for preliminary plat approval to subdivide an 11.58- acre parcel at 618 Gear Street, 22C-0306.

Discussion: Hahn noted this action was to separate the house. It does not subdivide the eleven acres.

22C-0307 – DISCUSSION AND POSSIBLE ACTION ON THE 2022-23 ARCHERY DEER HUNTING PROGRAM

Motion: Hahn moved, seconded by Wienen, to approve the 2022-23 Archery Deer Hunting Program as per staff recommendation, 22C-0307.

Discussion: Council agreed we need to keep on top of it in order to keep the numbers down. Bernstein voiced concern with the hunting site on Grady Hill which borders the highway. Moran advised he is not sure that area has ever been hunted and it is unlikely that it will be hunted. The owner only allows one person to hunt the property and he is a very conscientious individual.

22C-0308 – DISCUSSION AND POSSIBLE ACTION ON A CONTRACT FOR THE WEST, DODGE, AND HIGH STREET UTILITY IMPROVEMENT PROJECT

The following bids were received:

Motion: Kieffer moved, seconded by Wienen, to approve a contract with Louie’s Trenching Service in the amount of $803,427.50 for the West, Dodge and High Street Utility Improvement Project, 22C-0308.

Discussion: Council agreed this needs to be done.

ABSTAIN: Hahn

22C-0309 – WARRANTS

Motion: Bernstein moved, seconded by Wienen, to approve the Warrants as presented, 22C 0309.

22C-0310 – ALDERPERSONS’ COMMENTS

None.

22C-00311 – CITY ADMINISTRATOR’S REPORT

Dog Park – Moran reported the water line for the drinking fountain has been installed. The concrete will be installed in the next week or so which will allow for the installation of the fence. Work should wrap up by early fall.

Meeker Street Lighting Project – The lighting project is underway. Top Notch is getting ready to install the lights. Once they are finished, they will move on to Shadow Bluff.

Bids – Bids for painting of the storage buildings at Meeker Street and the surveillance cameras are due back Friday, August 19th. Moran requested two council members to sit in on reviewing the surveillance camera bids.

Blacktop Paving – Matt Oldenburg is getting ready to bid the blacktop paving. The plan will be modified based on what is left in the budget after the West, Dodge, and High Street project.

Mayor Renner thanked staff for everything they have been doing.
