City of Polo City Council met Oct. 3.

Here are the minutes provided by the council:

1. Invocation.

2. Pledge of Allegiance.

3. Call to order- Mayor Knapp called the meeting to order.

4. Mayor Knapp called roll call and the following members of the Council answered present: Alderman Thomas Bardell, Alderman Jim Busser, Alderman Joseph Kochsmeier, Alderwoman Beth Sundman, and Alderman Randy Schoon.

Absent: Alderman Keith Chesnut

5. Motion to approve the Consent Agenda

Motion made by Alderwoman Sundman, second by Alderman Schoon to approve the following items on the Consent Agenda:

A. Minutes from the September 19, 2022 Council Meeting

B. Minutes from the September 19, 2022 Special Council Meeting

Motion carried 5-0. Yes- Bardell, Busser, Kochsmeier, Sundman, Schoon.

6. Mayor Knapp opened Public Comment and the following persons provided comments: Members of the public are welcome to speak at this time but are limited to only 3 minutes.

7. Committee Reports

➢ Alderman Bardell- Lions have poured the concrete and trusses will be going up tomorrow at West Side Park for the new storage shed.

➢ Alderman Busser- None.

➢ Alderman Chesnut- None.

➢ Alderwoman Sundman- None.

➢ Alderman Schoon- None.

➢ Police Chief Troy Randall- None.

➢ City Clerk Bartelt- The City of Polo received a $12,000 check from Lions today.

➢ Public Works Director Kendall Kyker- None.

8. Items Removed from Consent Agenda

NONE

9. Old Business- Discussion/Action Items

A. Consideration & Possible Action on ordinance 22-14, an ordinance amending the Polo Code of Ordinances water rates. (second reading)

Motion made by Alderman Schoon to approve ordinance 22-14, seconded by Alderman Busser. Motion carried 5-0. Yes- Busser, Kochsmeier, Sundman, Schoon, Bardell.

B. Consideration & Possible Action on Ordinance 22-15, an ordinance concerning whether solar farms and/or solar gardens may be permitted within the City of Polo. (second reading)

Motion made by Alderman Bardell approve ordinance 22-15, seconded by Alderman Busser. Motion carried 5-0. Yes- Kochsmeier, Sundman, Schoon, Bardell, Busser.

10. New Business- Discussion/Action Items

A. Consideration & Possible Action on ordinance 22-16, an Ordinance Amending the Polo Code of Ordinances to §112; 112.16, Limitation on Numbers. (first reading)

The Polo City Council accepted the first reading of ordinance 22-16.

B. Consideration & Possible Action on Mayor Knapp’s appointment for the park board vacancy. Alderman Bardell made a motion to accept Mayor Knapp’s appointment of Jen Grobe to the park board, seconded by Alderman Busser. Motion carried 5-0. Yes- Sundman, Schoon, Bardell, Busser, Kochsmeier.

C. Consideration & Possible Action on Police Chief Randall’s Recommendation for Trick or Treat hours on October 31st from 4:00pm to 7:00 pm.

Chief Randall’s recommendation is October 31st from 4:00pm to 7:00pm for tick or treat hours. Consensus of the Polo City Council is to allow this recommendation from Polo Police Chief Troy Randall.

D. Consideration & Possible Action on ordinance 22-17, an ordinance for accessory structures/unattached garages. (first reading)

There was discussion from the council that they would like to have a variance for accessory structure height. Their recommendation is that if an individual wants to put up an accessory structure behind their primary residence and they would like it to be higher than 15 feet, they would have to apply for a variance and the height cannot exceed 20 feet. They would also like a rendering of the proposed structure available for the zoning board hearing.

E. Consideration & Possible Action on a proposed solar farm at parcel ID: 14-04-200-006. There were some citizens that were opposed to this solar farm. They feel that area is prime farm ground. After some discussion, the Polo City Council decided that they would not give a resolution in support of this proposed solar farm.

F. Consideration & Possible Action on Pay Request #5 for Martin & Co and Willett Hofmann & Associates. Alderman Schoon made a motion to approve pay request #5 and Willett Hofmann & Associates invoice, seconded by Alderman Bardell. Motion carried 5-0. Yes- Sundman, Schoon, Bardell, Busser, Kochsmeier. Motion carried 5-0. Yes- Schoon, Bardell, Busser, Kochsmeier, Sundman.

G. Consideration & Possible Action on the City engineers, Will Hofmann & Associates.

After much discussion, the Polo City Council decided to table this topic.

11. Other Items for Discussion & Information

There were concerns that were brought up regarding the race tracks in town. Several aldermen would like Casper to be code enforcer. Currently, there is nothing in our ordinance that restricts race tracks in town.

12. Adjournment

Motion by Alderman Bardell, second by Alderman Busser to adjourn from regular session at 8:01 p.m. Motion carried 5-0.
