City of Galena City Council met Oct. 11.

22C-0386– CALL TO ORDER

Mayor Renner called the regular meeting to order at 6:33 p.m. in the Board Chambers at 101 Green Street.

22C-0387 – ROLL CALL

Upon roll call, the following members were present: Bernstein, Hahn, Kieffer, McCoy, Westemeier, Wienen, Renner.

22C-0388– ESTABLISHMENT OF QUORUM

Mayor Renner announced a quorum of Board members present to conduct City business.

22C-0389 – PLEDGE OF ALLEGIANCE

The Pledge was recited.

22C-0390 - REPORTS OF STANDING COMMITTEE

No reports.

22C-0391 – CITIZENS COMMENTS

William Fawell, 617 Ridge Street - Fawell stated he would like to see the Air B & B program opened up for local residents to help them maintain their historic properties and to aid in maintaining the neighborhood. He explained that he believes the city council put the Parker Project ahead of the residents who are on the waiting list for lodging licenses.

22C-0392 – APPROVAL OF THE MINUTES OF THE REGULAR CITY COUNCIL MEETING OF SEPTEMBER 26, 2022

22C-0393 – APPROVAL OF HALLOWEEN TRICK-OR-TREAT IN THE CITY OF GALENA ON MONDAY, OCTOBER 31 FROM 5:00 P.M. TO 7:00 P.M.

Motion: Wienen moved, seconded by Bernstein, to approve Consent Agenda CA22-19. Discussion: None.

Roll Call: AYES: Hahn, Kieffer, McCoy, Westemeier, Wienen, Bernstein, Renner. NAYS: None

UNFINISHED BUSINESS

22C-0329 – POSSIBLE RECONSIDERATION OF AN ORDINANCE AUTHORIZING THE EXECUTION OF AN ANNEXATION AGREEMENT WITH THE RICHARD FAMILY PROPERTIES (BEN RICHARDS) FOR 3.1 ACRES KNOWN AS THE GUY’S TRUCK AND TRACTOR SUBDIVISION IN THE GALENA INDUSTRIAL PARK

Motion: Mccoy moved, seconded by Kieffer, to reconsider an ordinance authorizing the execution of an Annexation Agreement with the Richard Family Properties (Ben Richard) for 3.1 acres known as the Guy’s Truck and Tractor Subdivision in the Galena Industrial Park based on new information received at the previous meeting that the applicant has property they could build on outside the city limits, 22C-0329.

Motion: McCoy moved, seconded by Kieffer, to provide a 20-year tax abatement on Lot 1 and a 10-year abatement on Lots 2 and 3 expiring upon the sale of each property.

Discussion: Nack clarified if lots 2 and 3 sold within the first ten years, the abatements would come off. If the Richards family owned the lots for ten years, the abatements would be for all ten years.

McCoy stated that he does not view this action as precedent setting. Each case must be evaluated on its own merits. In this case, there is a major expansion of an existing, viable Galena business. The project will be an asset to Galena. Kieffer agreed.

22C-0353 – DISCUSSION AND POSSIBLE ACTION ON A CONTRACT FOR A COMMUNITY WIDE SURVEILLANCE CAMERA SYSTEM

Motion: Kieffer moved, seconded by Hahn, to approve a community wide surveillance camera system.

Discussion: Kieffer stated it would be nice having a camera installed at the intersection of Irvine and Highway 20, which would cover the Highway 20 corridor.

Moran stated the cost estimate for the Irvine Street intersection is $17,000-$20,000. He also stated that the total cost of $81,000 before the council today includes battery backup to each camera location.

Bernstein stated she is not enthusiastic about it as we are not a high crime area, and it is too expensive.

Motion: Kieffer moved, seconded by Westemeier, to amend the motion to include surveillance cameras at the Irvine and Highway 20 intersection.

22C-0380 – SECOND READING AND POSSIBLE APPROVAL OF AN ORDINANCE AUTHORIZING THE SALE OF MUNICIPALLY OWNED SURPLUS PROPERTY – HILL STREET PLAYGROUND EQUIPMENT AND TURNER HALL CHAIRS

Motion: Bernstein moved, seconded by Westemeier, to approve the second reading of an ordinance authorizing the sale of municipally owned surplus property, Hill Street playground equipment and Turner Hall chairs, 22C-0380.

Discussion: None.

NEW BUSINESS

22C-0394 – FIRST READING OF AN ORDINANCE AUTHORIZING THE EXECUTION OF THE IMLRMA MINIMUM/MAXIMUM CONTRIBUTION AGREEMENT

Motion: Hahn moved, seconded by McCoy, to approve the first reading and waive the second reading on an ordinance authorizing the execution of the IMLRMA Minimum/Maximum Contribution Agreement, 22C-0394.

Discussion: None.

22C-0395– WARRANTS

Motion: Bernstein moved, seconded by Westemeier, to approve the Warrants as presented, 22C-0395.

22C-0396 - ALDERPERSONS’ COMMENTS

Country Fair – McCoy thanked all of the volunteers for making Country Fair a great success. Kieffer agreed it was great weather for Country Fair.

Washington Park – Kieffer stated he likes seeing General Grant in Washington Park. Westemeier agreed stating it was a nice dedication.

Country Fair Parking – Wienen stated it was pleasant to see Galena busy. She feels the organizations working the parking lots should receive all of the money collected for the day instead of splitting the total with the City.

Open Burn – Westemeier stated he has been approached by citizens regarding the open burn ban. They voiced concern they do not have a vehicle to transport yard waste to the landfill.

22C-0397– CITY ADMINISTRATOR’S REPORT

Online Tax Payments – Moran stated the online tax payment for Food and Beverage, Hotel Motel Tax and Amusement Tax is on track to start January 1, 2023.

Dog Park – The dog park is moving forward. A large portion of the fencing has been completed. The retention pond expansion in the Industrial Park began last week.

Zoning Board – Moran advised the Zoning Board meeting scheduled for October 12, 2022, was cancelled. The Parker Project public hearing will be rescheduled no earlier than the November 9 meeting.

22C-0398– MAYOR’S REPORT

Renner agreed with Wienen that is always nice to see Galena busy. The weather for Oktoberfest and County Fair was decent. We have the Halloween Parade to look forward to.

22C-0399 - MOTION FOR EXECUTIVE SESSION

Motion: Wienen moved, seconded by Kieffer, to recess to Executive Session to discuss the following:

∙ Section 2 (c) (5) – Purchase or lease of real estate.
