City of Morrison City Council met Oct. 11.

Here are the minutes provided by the council:

The Morrison City Council met in Regular Sessio at 6:30 p.m. in the Morrison Community Room, 307 S Madison St., Morrison, IL. Mayor Vandermyde was absent. Ald Mahaffey moved to approve Ald Welding as Mayor Pro Tempore. Ald Kruse 2nd. All ayes. Mayor Pro Tem Welding called the meeting to order at 6:31 p.m. City Clerk Hemmer recorded the minutes.

Aldermen present on roll call were Kruse, Mahaffey, Zuidema, Welding, Tervelt, West (Remote Call), and Deets. Absent: Bruckner. Other City officials present were City Administrator Melton, Acting Police Chief Soenksen, and Public Services Director Matlack.

PUBLIC COMMENT

None.

REPORT OF CITY OFFICERS, DEPARTMENT HEADS, AND/OR COMMITTEES

City Administrator Melton reported that pre-council notes were mailed to the Alderman. Aldermen and city clerk candidate election materials for the 2023 Consolidated Election are available at City Hall for pickup.

CONSENT AGENDA

Ald Deets moved to approve Council Meeting Minutes for September 26 2022; Bills Payable; Proclamation - Domestic Violence Awareness Month; Street Closures - Chamber of Commerce - Fall Pop Up/Farmers Market - October 20, 2022: 100 & 200 Blocks of North Genesee Street; Parade Permit - Chamber of Commerce - Halloween Parade - October 29, 2022; Street Closure - Chamber of Commerce - Halloween Parade - October 29, 2022; Parade Permit Chamber of Commerce - Christmas Walk - December 3, 2022; and Street Closure - Chamber of Commerce - Christmas Walk - December 3, 2022. Ald Mahafffey 2nd. 7 Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, and Deets. 1 Absent: Bruckner.

ITEMS FOR CONSIDERATION AND POSSIBLE ACTION

Action #1

Ald Mahaffey moved to approve Softball Field Improvements – Dravis Landscaping $8000 bid. Ald Kruse 2nd. 7 Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, and Deets. 1 Absent: Bruckner.

Action #2

Ald West moved to approve Re-Zoning of 107 Sawyer Road, from Commercial (C-2) to Residential (R-2). Ald Mahaffey 2nd. 7 Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, and Deets. 1 Absent: Bruckner.

Action #3

Ald Deets moved to approve Department of Fun's request to Utilize Kelly Park until 11:00 pm on Friday, October 14, 2022 for Halloween-Themed Family Movie Night. Council addressed parking concerns, crowd management and planned layout of movie screen with Amanda Cook (Dept of Fun). Ald Mahaffey 2nd. 7 Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, and Deets. 1 Absent: Bruckner.

Action #4

Ald Kruse moved to approve Resolution 22-04 Authorizing the Illinois Municipal League to Collect Foreign Fire Insurance Fee on Behalf of the City of Morrison. CA Melton explained the IML collection process and that the fees would go directly to the Fire Department. Ald Zuidema 2nd. 7 Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, and Deets. 1 Absent: Bruckner.

Action #5

Ald Kruse moved to accept the Resignation of Chief of Police Melton. Ald Mahaffey 2nd. 7 Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, and Deets. 1 Absent: Bruckner.

Action #6

Ald Zuidema moved to approve the Agreement for City Administrator Services for Brian Melton. Ald Deets 2nd. 7 Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, and Deets. 1 Absent: Bruckner.

OTHER ITEMS FOR CONSIDERATION, DISCUSSION & INFORMATION

CA Melton discussed a request by Double G to run a "Beer Garden" at Mark Schuler's Fundraiser (727 W Lincolnway Rd) on October 22 2022. A liquor license is needed and approved by Council therefore a Special Council meeting would be scheduled early next week.

Adjournment called by Ald Zuidema. Ald Mahaffey 2nd. Meeting adjourned without objection at 6:50 p.m.
