City of East Dubuque City Council met Oct. 17.

i. Introduction of Administrative Assistant
Newest member to City Hall is Pam McCarthy. Checked with Attorney Kurt and she is still able to hold City Clerk position.
ii. DMATS Quiet Zone Study
City Manager Herrig would check into Railroad quiet zone and has a zoom meeting on Tuesday October 18th.
Alderman Fluhr – Is this to silence trains? Yes, they cannot sound horns.
iii. AHVA Appreciation
October 24th they will be bringing food for appreciation for First Responders.
Thank you to Mulgrew’s on their fundraiser donation for Odin’s care.
East Dubuque Student Council sent Thank You for help with Homecoming.
East Dubuque Police received a memorial for Pat Temperley from Gary and Toots Mulgrew.
2 FOIA requests came in with Desiree and Pam started working on it today.

Had calls about people not alerted for street projects. Will be more active for Code Reds.

5th Street and Desoto need to trim ditch.
How are pumps coming for 4th Street? City was turned down for first grant and continuing to reapply with Jill Pepin.
What about Dave Sendt project? Received a call from Jim Strauss and they are actively working on plans. Anticipate applying for a building permit in November.

3. 22-1017 Speakers from the Floor
Don Slaats 200 Sinsinawa – Asked about maybe getting a first-time warning. This would be for cars parked on street when street sweeping is happening. Said Officers should be able to tell if a car had received a warning before or not.
Also asked why Mayor did not pay for a building permit for his driveway as two other people had to when they replaced their driveway. Mayor said at the time Treasurer Joan Mai said there was no fee. City Manager Herrig will look into it.
Jean Robey 219 Montgomery Ave. – Try to amend street sweep. Will cost a lot to change signage.
Asked how many will be working at City Hall. There are three full-time and one part-time. Alyssa Darnall is part-time only. There will not be an Assistant City Manager at this time.
Michele VanOstrand 312 Peach – Update on land mitigation buy out? No funding available once there is funding Jill Pepin can start working on this again. If she finds any other funding to pursue for City.
22-1019 – Looking at establishing a different pay salary for Firefighters.
Are they going to be paid as the tier even if they do not show up? Since they are now being paid per call.
Mike Meyer 68 Sinsinawa – They move cars when street sweep goes through and then replace when done.

5. 22-1019 Discussion and Possible Action to Approve Resolution Establishing East Dubuque Fire Department Salary in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Degenhardt, City Manager Herrig
City Manager Herrig – Not been consistent for paying Firefighters. Looking to implementing a tiered pay system instead of per call pay system. This would begin paying all monthly instead of quarterly. Actual tiers will be put together from Chief Heim. Will contain 10 to 45 hours in a month with training and calls made. They will not get paid for calls not made.
Vender paid Firefighters cannot get help if they get hurt. Have to help if they get hurt.
Total amount for calls and training to what tier they will get paid. Will leave up to Chief Heim and team as to what tier they will be in.
If they do not make the number of hours per month (calls & training) then they will be reevaluated. Need to stay within Federal Guidelines to make sure they are in compliance.
9 to 11 calls a month for Ambulance, 28.2 calls a month in last 3 years.
Alderman Hoffmann – Hate to penalize people for not showing up for all the calls, need to treat them fair.
Chief Heim and group are comfortable with tier system.
Dawn Stelpflug – Who is in charge of who?
They must sign in for each call and when they are training.

Is there any way to track warning if they already had one?
Only had one complaint about tickets being issued for street sweeping days.
Mark Fluhr and Chief Kovacic say that the system does not need to be changed.
Just need to use common sense.
Alderman Hoffmann – Any way to track warning ticket?
Sergeant Huseman – Not really a way they can track.

Jason Bevan has been working with an accounting firm for 9 years. Is also accountant for the Lima Township. Jason says he is looking forward to working with the city.
