City of Polo City Council met Oct. 17.

Here are the minutes provided by the council:

1. Invocation.

2. Pledge of Allegiance.

3. Call to order- Mayor Knapp called the meeting to order.

4. Mayor Knapp called roll call and the following members of the Council answered present: Alderman Thomas Bardell, Alderman Jim Busser, Alderman Keith Chesnut, Alderman Joseph Kochsmeier, Alderwoman Beth Sundman, and Alderman Randy Schoon.

Absent: None.

5. Motion to approve the Consent Agenda

Motion made by Alderman Randy, second by Alderwoman Sundman to approve the following items on the Consent Agenda:

A. Minutes from the October 03, 2022 Council Meeting

B. List of Bills. Alderman Busser added a bill for Constellation for $2,164.54, Alderwoman Sundman added bills for Legacy Prints for $250.00 and Country Floral for $44.00 for the administrative department, Alderman Schoon added a bill for Crescent Electric for $1,649.50 for the water and sewer department.

C. Treasurer's Report.

Motion carried 6-0. Yes- Bardell, Busser, Chesnut, Kochsmeier, Sundman, Schoon.

6. Mayor Knapp opened Public Comment and the following persons provided comments: Members of the public are welcome to speak at this time but are limited to only 3 minutes.

7. Committee Reports

➢ Alderman Bardell- None.

➢ Alderman Busser- None.

➢ Alderman Chesnut- None.

➢ Alderwoman Sundman- None.

➢ Alderman Schoon- None.

➢ Police Chief Troy Randall- None.

➢ City Clerk Bartelt- None.

➢ Public Works Director Kendall Kyker- The leaf vac program is up and running.

8. Items Removed from Consent Agenda

9. Old Business- Discussion/Action Items

A. Consideration & Possible Action on ordinance 22-16, an Ordinance Amending the Polo Code of Ordinances to §112; 112.16, Limitation on Numbers. (second reading)

Alderman Bardell made a motion to approve ordinance 22-16, seconded by Alderman Schoon. Motion carried 6-0. Yes- Busser, Chesnut, Kochsmeier, Sundman, Schoon, Bardell.

B. Consideration & Possible Action on ordinance 22-17, an ordinance for accessory structures/unattached garages. (second reading)

Alderman Bardell made a motion to approve ordinance 22-17, seconded by Alderwoman Sundman. Motion carried 5-1. Yes- Kochsmeier, Sundman, Schoon Bardell, Busser. No- Chesnut.

10. New Business- Discussion/Action Items

A. Consideration & Possible Action on putting the parks department into public works.

After much discussion, it was decided to table this until the next meeting so the park board has an opportunity to discuss this.

B. Consideration & Possible Action on the City's Workman's Compensation, Auto Liability & Comprehensive General Liability, Portable Equipment, and Auto Physical damage & Property Damage Insurance Coverage.

Alderman Schoon made a motion to go with option #1 and to pay $63,011.06 for the City’s workman’s compensation, auto liability & comprehensive general liability, portable equipment, and auto physical damage and property damage insurance coverage, seconded by Alderman Chesnut. Motion carried 6- 0. Yes- Kochsmeier, Sundman, Schoon, Bardell, Busser, Chesnut.

C. Consideration & Possible Action on the zoning board of appeals decision on rezoning from B-3 to R-1 and side and rear yard setback variation at 209 S. Franklin Ave.

Alderman Schoon made a motion to approve the zoning board of appeals decision in regards to rezoning from B-3 to R-1 of 209 S. Franklin Ave., seconded by Alderman Bardell. Motion carried 6-0. Yes- Sundman, Schoon, Bardell, Busser, Chesnut, Kochsmeier.

Alderman Schoon made a motion to approve the zoning board of appeals decision in regards to the side and rear setback variances at 209 S. Franklin Ave., seconded by Alderman Chesnut. Motion carried 6-0. Yes- Schoon, Bardell, Busser, Chesnut, Kochsmeier, Sundman.

D. Consideration & Possible Action on removing 302 E. Dixon St. (Parcel #: 14-09-462-014) from the City of Polo TIF district.

Alderman Bardell made a motion to start the process of removing 302 E. Dixon St from the City of Polo TIF district, seconded by Alderman Schoon. Motion carried 6-0. Yes- Bardell, Busser, Chesnut, Kochsmeier, Sundman, Schoon.

E. Consideration & Possible Action on the bid award to Helm Civil for the street paving project.

Alderman Schoon made a motion to award the bid to Helm Civil for the street paving project, seconded by Alderman Bardell. Motion carried 5-1. Yes- Busser, Chesnut, Kochsmeier, Sundman, Bardell. Abstain- Schoon.

Alderman Schoon made a motion to approve option #3 from Willett, Hofmann & Associates for the storm sewer project, seconded by Alderman Bardell. Motion carried 6-0. Yes- Chesnut, Kochsmeier, Sundman, Schoon, Bardell, Busser.

F. Consideration & Possible Action on the City engineer’s Willet Hofmann & Associates.

No action at this time.

G. Consideration & Possible Action on a road closure on 10/22/2022 for a flag dedication.

Cynthia Reynolds from the American Legion is requesting a road closure on 10/22/2022 for 2 hours to dedicate the flag drop box that will be going in at 110 E. Mason Street. She would like Franklin Street closed from Mason to the old bank drive through in the alley. At this event they will be raising awareness of the proper flag etiquette and the honor guard. The American Legion is doing this in conjunction with the VFW. They will be having a 50/50 raffle. She is raising money to get the honor guard uniforms. The consensus of the council is to allow this.

H. Recognition of the City of Polo’s Sewer Plant of the Year Nomination.

Mike Mumford was notified by the Illinois Rural Water Association that the City of Polo’s Sewer Plant was nominated for plant of the year by surrounding area waste water operators. Their annual conference is in February in Effingham, IL. Mike Mumford will have to attend. He will get notified at that conference who is the winner of the sewer plant of the year.

Motion by Alderman Schoon, second by Alderman Busser to adjourn from regular session at 8:06 p.m. Motion carried 6-0.
