City of Morrison City Council met Oct. 24.

Here are the minutes provided by the council:

The Morrison City Council met in Regular Session at 6:30 p.m. in the Morrison Community Room, 307 S Madison St., Morrison, IL. Mayor Vandermyde called the meeting to order at 6:30 p.m. City Clerk Hemmer recorded the minutes.

Aldermen present on roll call were Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Absent: None. Other City officials present were City Administrator Melton, Public Services Director Matlack, City Treasurer Jones and Acting Police Chief Sergeant Kevin Soenksen.

PUBLIC COMMENT

None.

REPORT OF CITY OFFICERS, DEPARTMENT HEADS, AND/OR COMMITTEES

CA Melton reported that September Treasurer's Report will be submitted at the November 14, 2022. Council Meeting, the City's Water Tower will be inspected in the next 4-6 weeks, the Water Meter Project Pre-install would begin this week, the Draft Agreement with the School District will also be on the next agenda with the Final Draft presented at the last November council meeting and the Warranty Inspection of the Library and Community Room will be completed at end of next week.

CONSENT AGENDA

Ald Tervelt asked to remove Bills Payable from Consent Agenda.

Ald Zuidema moved to approve Council Meeting Minutes for October 11, 2022; approve Special Council Meeting Minutes for October 17, 2022; and refer Variance Application for 602 W. Park St. to Planning and Zoning Commission. Ald West 2nd. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Ald West would like to see details on agenda items before Council voting in the future.

ITEMS REMOVED FROM CONSENT AGENDA

Ald Tervelt questioned the IL Tollway charge of $99. PSD Matlock explained that Municipal Equipment was unfortunately not exempt from charge and there were fines and penalties incurred when the City brought their Street Sweeper in for repairs. Ald West moved to Approve Bills Payable. Ald Deets 2nd. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets.

Item #1

Tax Levy

CA Melton explained that most items had statutory limits and that the city always met these limits with its levies. The assessed value was less than a tenth of a percent increase over last years and that the increases were primarily for fire protection, IMRF, FICA and Tort, Liability and Property.

Item #2

Water Rates - Phase 4 & 5 Improvements

CA Melton explained that council will need to consider a rate increase FY24, new water meters will be installed from Wall St to Route 30 water loop and Route 78 Water Infrastructure project will begin. Rate increases of about 1% p.a. for 2024, 2025 and 2026 and an increase of 3.2% for Refuse.

Council discussed several issues to be added to future council agendas.

Adjournment called by Ald Zuidema. Ald Mahaffey 2nd. Meeting adjourned without objection at 7:35 p.m.
