City of Dixon Airport Advisory Board met Nov. 8.

Here are the minutes provided by the board:

1) Call to Order

The meeting was called to order at 4:05 pm by Mark Appelquist

2) Roll Call

Present: Mark Appelquist, Larry Ebert, William Siemer, Ray Neisewander, Dan Ruckman (via video conference)

Absent: None

Others Present: Matt Heckman, Jim Canterbury

Visitors: None

3) Approval of Minutes

Motion – Ray Neisewander– Seconded – Larry Ebert

Approved – Voting – (5) Yea, (0) Nay, (0) Absent

4) Airport Status Report – Jim Canterbury

a) Hangar Occupancy

Various hangar availability. (D5 is now open due to the relocation of Bally’s Bomber) b) Taxiway Lighting Project

Project has been completed. The final inspection is scheduled for Monday, November 14th. The only remaining issue is around un-commanded activation of the lighting, which will be researched/diagnosed prior to the final inspection.

c) Airport Beacon

Beacon remains inoperative (NOTAM issued through 11/30/2022). Jim is working with the vendor to identify and order the replacement part.

d) Flagpole Repair

A new rope has been installed and the flagpole has been returned to service.

e) Airport Courtesy Vehicle (Chevy Tahoe)

The airport courtesy vehicle is in for brake repairs. The repairs are expected to be completed within a week.

f) AWOS

The AWOS system passed inspection.

5) Projects & Engineering – Matt Heckman

a) Project Completion

Fencing and taxiway lighting projects are substantially completed

b) Runway 12/30 Rehabilitation

IDOT approved the Runway 12/30 rehabilitation project. The project is expected to begin in the summer of 2023.

c) TIIPS Meeting

The 2024-2028 TIPS Program was presented to IDOT last week. Matt Heckman, Jim Canterbury, Mark Appelquist, and Dan Ruckman participated in the call with IDOT. Matt distributed the document and reviewed the projects with the Airport Advisory Board. After a general conversation, the Board expressed support for the 2024-2028 TIPS Program and the prioritization of each project.

6) Unfinished business

a) Airport Manager Responsibilities/Replacement & Board Member Responsibilities

The Airport Advisory Board will schedule another meeting in November to focus on potential options for the city to consider.

b) Review Changes to the City of Dixon Ordinance Chapter 20 and 21

Matt Heckman reviewed the requested changes and will move the documents forward in the process.

7) New business

a) Gate Openers

Ray Neisewander has generously offered to donate two gate openers to the airport. Jim Canterbury will work with Ray Neisewander on aligning support and logistics.

8) Member Reports

a) Mark Appelquist-

• The IDOT spreadsheet requires some general updates. Matt Heckman has submitted changes in the past but will follow up again.

• Farm Property Acquisition – Matt Heckman explained the funding process, which placed the City in an unfavorable position to acquire the land at this time.

• Missing gate on the east side of the airport– Jim Canterbury to look into acquiring and installing a suitable replacement.

e) William Siemer- None
