City of Byron Community Services Committee met Nov. 16.

Here are the minutes provided by the committee:

Alderman Fulrath called the meeting to order at 5:32 pm.

1. ROLL CALL:

MEMBERS PRESENT: Alderman Zeke Hobbie, Chairman Alderman Mittzi Fulrath, Alderman Mike Gyorkos

MEMBERS ABSENT: Alderman Emily Gerdes

OTHERS PRESENT: Mayor John Rickard, Engineer Jason Stoll, Director Aaron Vincer, Clerk Caryn Huber, Alderman Todd Isaacs, Brian Brooks

2. APPROVAL OF AGENDA – NOVEMBER 16, 2022 –Alderman Hobbie motioned to approve, as presented, the November 16, 2022, Community Services Committee meeting agenda. Seconded by Alderman Gyorkos. Roll call vote: Gyorkos, AYE; Hobbie, AYE; Fulrath, AYE. Motion passed: AYE, 3; NAY, 0; ABS, 0.

3. PUBLIC COMMENT – None

4. WATER/SEWER RATE REVIEW – No report.

5. PURCHASING PROPERTY FOR PUBLIC WORKS BUILDING – Director Vincer stated that the Forest Preserve Board Meeting is Monday. It is possible the Forest Preserve will donate the land to the city. Alderman Isaacs asked if there was a drawing showing the position of the building on the land. Engineer Stoll said he is working on a site plan and hopes to present it at the December Community Services Committee meeting.

6. REQUEST FOR PROPOSAL-PUBLIC WORKS BUILDING – Director Vincer stated that two proposals have been received – one from Morton Buildings, and one from Larson & Darby group. We are looking to select a qualified vendor. From there, a design will be finalized. Engineer Stoll recommends interviewing both firms. Director Vincer, Engineer Stoll, Alderman Fulrath and Alderman Gyorkos will attend the interview. Alderman Isaacs will attend if possible (if Alderman Isaacs is able to attend, Alderman Fulrath will not).

7. CONSTELLATION SEWER LINE EXTENSION – Fehr Graham is working on the preliminary engineering report which should be ready to present at the December 7 committee meeting. The report identifies three routes to the sewer plant. Once we agree on the best route, the plan will be presented to Constellation.

8. WASTEWATER TREATMENT PLANT – Director Vincer has begun to tour other treatment plants. Several plants used fixed film media, which we are hoping to use at the new plant. They looked at screens and options for grit removal. The group will tour plants in Southern Illinois next.

9. TARP GRANT-COLFAX ST. PROJECT – Plans have been approved by IDOT. The bid date has been set for January 27, 2023, in order to present to committee at the first meeting in February.

10. SUNSHINE PARK PURCHASE – Attorney Szeto will give an update at the City Council meeting.

11. 2023 STREETS PROGRAM – Alderman Fulrath asked Alderman Isaacs about the 2023 streets budget. Alderman Isaacs stated he will need to take into account the needs of various departments, such as the need for a new police officer and the new public works building. Engineer Stoll stated that we already have a $350,000 commitment to complete Colfax St. • Director Vincer added that the approved work on Merchant St. did not get done this year due to weather. Engineer Stoll is asking the contractor to hold pricing for 2023. If not, it will be bid as part of the 2023 streets program. Engineer Stoll stated that even with a reduced budget, we should consider slurry/HMA overlay in Fawn Ridge, Rose Meadows and parts of town. Recommendations will be presented in December.

12. COMPREHENSIVE PLAN – Nothing new to report.

13. ROUTE 2 RECONSTRUCTION – IDOT is having a public zoom meeting tomorrow night.

14. PUBLIC WORKS UPDATE – Director Vincer will present a report at the City Council meeting.

15. ADJOURN - Alderman Hobbie motioned to adjourn the Community Services Committee meeting. Seconded by Alderman Gyorkos. Roll call vote: Hobbie, AYE; Fulrath, AYE; Gyorkos, AYE. Motion passed: AYE, 3; NAY, 0; ABS, 0. Alderman Fulrath adjourned the meeting at 6:00 pm. The next regular Community Services meeting is December 7, 2022.
