City of Dixon City Council met Nov. 21.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by the Mayor Arellano at 5:30pm.

ROLL CALL

Councilman Bishop, Considine Oros, Venier, and Mayor Arellano answered roll call.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Reverend Rachel Cocar, First Baptist Church.

PUBLIC HEARING

TAX LEVY INCREASE

Mayor Arellano opened the Public Hearing at 5:32pm

Public Comment: None. Noted available on the City’s Website and at the Library Mayor Arellano closed the Public Hearing at 5:33pm.

WORK SESSION

LEE OGLE ENTERPISE ZONE – HOUSING STUDY

Andy Shaw from Lee Ogle Enterprise Zone and Kevin Marx from the Lee County Industrial Development Association (LCIDA) presented on the Housing Study that was done in partnership with Blackhawk Redevelopment. They presented on the existing market conditions, employment by industry comparison, median income & projected growth rate, existing housing stock, housing demand & gap, overview of interviews, and recommendations. Discussion ensued throughout.

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Meeting of Monday, November 7, 2022; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $382,391.06 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

YEAR TO DATE FINANCIALS

Councilman Considine moved that the year-to-date Financial Summary through October 2022 be accepted. Seconded by Councilman Venier. Discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

None

CITY MANAGER REPORT

City Manager Langloss gave an update on the bike path master plan and grant research, Dixon Chamber of Commerce Main Street agreement, preparation for union negotiations management action plan, and grant opportunities

COUNCIL REPORTS

Mayor Arellano – Shop Small, Shop Local.

Councilman Bishop – Thanksgiving this week for quality time with families and to be thankful.

Councilman Considine – Christmas decorations are up thanked for their hard work of City staff, and a new twist by the Lincoln Statue, twinkle wonderland. Wished a Happy Thanksgiving.

Councilman Oros – Gave an update on the families from the Ukraine that are being relocated to Dixon.

Councilman Considine – New Christmas decorations and tree, official lighting event? Gave an update on ideas for the enhancement of the council chambers.

ORD# 3331 –APPROVING EXECUTION OF AGREEMENT FOR PURCHASE OF RAILROAD PROPERTY – ILLINOIS CENTRAL RAILROAD

Public Works Director / Assistant City Manager Heckman explained the request and the next request. Councilman Venier moved to approve the ordinance authorizing the execution of agreement for purchase of Railroad Property from Illinois Central Railroad. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

ORD# 3332 –APPROVING EXECUTION OF AGREEMENT FOR PURCHASE OF RAILROAD PROPERTY – UNION PACIFIC RAILROAD COMPANY

Councilman Bishop moved to approve the ordinance authorizing the execution of agreement for purchase of Railroad Property from Union Pacific Railroad Company. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 3036-22 – AUTHORIZING APPLICATION OF SETTLEMENT PROCEEDS

Councilman Oros moved to approve the resolution amending the application of settlement proceeds of $110,000 with respect to the railroad land purchases. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

ORD# 3333 – APPROVING THE EXECUTION OF AGREEMENT FOR PURCHASE OF PROPERTY – 802 CHICAGO

Councilman Considine moved to approve the ordinance authorizing the execution of agreement for purchase of property on 802 Chicago Avenue. Seconded by Councilman Venier. Public Works Director / Assistant City Manager Heckman explained the request and the next request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 3037-22 – AMENDING THE FY2022-2023 BUDGET - CAPITAL

Councilman Bishop moved to approve the resolution amending the FY 2023 budget with respect to the Capital Budget. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 3038-22 – AMENDING THE FY2022-2023 BUDGET – POLICE DEPARTMENT

Councilman Venier moved to approve the resolution amending the FY 2023 budget with respect to the police department. Seconded by Councilman Bishop. Finance Director Fredericks explained the request, and discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

RES# 3039-22 – APPROVING AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF DIXON, LEE COUNTY AND THE LEE COUNTY SHERIFF

Councilman Bishop moved to approve the resolution approving the intergovernmental agreement between the City of Dixon, Lee County and the Lee County Sheriff. Seconded by Councilman Venier. City Manager Langloss explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF THE DIXON CAPITAL ASSSET POLICY

Councilman Oros moved to approve the City of Dixon Capital Asset Policy. Seconded by Councilman Considine. Finance Director Fredericks explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

APPROVAL OF THE CHANGE ORDER TO THE OWNER-ENGINEER AGREEMENT CHANGE ORDER NO. 2 WITH FEHR GRAHAM WITH RESPECT TO THE SAFE ROUTES TO SCHOOL PROJECT

Councilman Considine moved to approve the Change Order No. 2 with Fehr Graham with respect to the Safe Routes to School Project. Public Works Director / Assistant City Manager Heckman explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

ADJOURMENT

Councilman Venier, everyone have a blesses and Happy Thanksgiving, then moved that the Regular Council Meeting of Monday, November 21, 2022 be adjourned to meet in Regular Session on Monday, December 5, 2022, at 5:30pm in the Council Chambers at the City Hall. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried

The meeting adjourned at 6:59pm.
