City of Polo City Council met Nov. 21.

Here are the minutes provided by the council:

1. Call to order- Mayor Knapp called the meeting to order.

2. Mayor Knapp called roll call and the following members of the Council answered present: Alderman Keith Chesnut, Alderman Joseph Kochsmeier, Alderwoman Beth Sundman, and Alderman Randy Schoon. Absent: Alderman Thomas Bardell, Alderman Jim Busser

Alderman Bardell arrived at 6:55 PM.

3. Mayor Knapp opened Public Comment and the following persons provided comments: None.

4. New Business- Discussion/Action Items

A. Discussion on the City of Polo’s plans for the replacement of 50 lead water service lines in the water distribution system.

Matt Hansen from Willett Hofmann & Associates was present to assist with the public hearing to satisfy a public participation requirement for eligibility in the Illinois Environmental Protection Agency (IEPA) Public Water Supply Revolving Fund (PWSRF) Loan Program for the lead water service line replacement project. Documents available on the lead water service line replacement project that are available for public inspection are:

1. Project Plan Report

2. IEPA Project Summary and Preliminary Environmental Impacts Determination document dated October 27, 2022.

Effective January 1, 2022, Illinois implemented the Lead Service Line Replacement and Notification Act (Public Act 102-0613), which requires all lead services within each community to be identified and replaced over a designated period of time based on the total number of lead water service lines. Polo would have to replace 7% of their lead service lines per year (4 per year) and have them all replaced in 15 years. The City has visually inspected the water service material type for each customer where the water service line enters the home or building. The City has identified 50 customers that have lead water service pipe entering the house or building.

The recommended improvements will include the following:

New water service lines will be constructed from the City water main to a point 18 inches inside the customers home or building or to the ball valve upstream of the water meter, whichever is the least distance. The scope of work includes the following:

• New Corporation Stop

• New Curb Stop

• New Curb Box

• New HDPE Water Service.

• Core drill through basement wall for new water service.

• Replace water service line 18 inches inside the building or to the ball valve upstream of the water meter, whichever is shorter.

• Remove existing corporation stop from water main and install compression repair sleeve.

• Remove existing curb box.

• Existing water service line will be abandoned in place.

• Surface restoration.

The project will be funded with an IEPA Public Water Supply Revolving Fund Loan program’s Lead Service Line Replacement (LSLR) program. The City is eligible for principal forgiveness, the Small Community interest rate, and a 30-year loan term. The IEPA loan terms change every July 1st so the final loan terms will be determined in the fiscal year the City obtains the loan. The estimated cost of the project is $1,000,800.00. It is possible that the City will receive 49% forgiveness from the IEPA. When the Polo City Council initially started this project, they were under the impression that they were going to receive 100% forgiveness. The fact that the City may not receive 100% forgiveness was upsetting. Kendall Kyker stated that he and the other public works employees informed citizens that this would not cost the citizens. There was discussion about the City doing this on their own and getting 4-5 lead services replaced a year to get it completed by the 15 year deadline.

The City obtained clearance from the Illinois Department of Natural Resource (IDNR), State Historic Preservation Office (SHPO) that the water system improvements are in compliance with Section 106 of the National Historic Preservation Act of 1966 and any historic impacts are unlikely.

The City obtained clearance from the IDNR EcoCat website that the water system improvements are in compliance with the Illinois Endangered Species Act, the Illinois Natural Preservation Act, the Illinois Wetland, and Title 17 IL Adm Code Parts 1075 and 1090. IDNR has concluded the water system improvements impacts are unlikely.
