22C-0448 – CALL TO ORDER

Mayor Renner called the regular meeting to order at 6:30 p.m. in the Board Chambers at 101 Green Street on 28 November 2022.

22C-0449 – ROLL CALL

Upon roll call, the following members were present: Bernstein, Hahn, Kieffer, McCoy, Westemeier, Renner

Absent: Wienen

22C-0450 – ESTABLISHMENT OF QUORUM

Mayor Renner announced a quorum of Board members present to conduct City business.

22C-0451 – PLEDGE OF ALLEGIANCE

The Pledge was recited.

22C-0452 - REPORTS OF STANDING COMMITTEE

No reports.

22C-0453 – CITIZENS COMMENTS

James Boho, 1477 S. Rocky Hill Road – Boho voiced concern with the intersection of 4th Street and Highway 20, stating it is listed as a “Class A Critical” intersection by the State of Illinois. Boho voiced concern the city would be putting the public in an unsafe situation by approving the Parker Project. Boho urged the council to reconsider their approval.

PUBLIC HEARING

22C-0454 – PUBLIC HEARING ON AN APPLICATION BY ANDREW STANGL, 1818 DONEGAN STREET TO VACATE 4,000 SQUARE FEET OF UNIMPROVED STREET RIGHT OF-WAY BETWEEN DONEGAN STREET AND IRVING STREET IN WEST GALENA TOWNSHIP

Motion: Westemeier moved, seconded by Kieffer, to open the Public Hearing on the application by Andrew Stangl, 1818 Donegan Street to vacate 4,000 square feet of unimproved street right of-way between Donegan Street and Irving Street in West Galena Township.

22C-0455 – DISCUSSION AND POSSIBLE ACTION ON AN APPLICATION FOR A CLASS D CORPORATION LIQUOR LICENSE FOR OFFAL FOOD GROUP, LLC, DBA OTTO’S BY KEVIN SCHARPF, 100 BOUTHILLIER STREET

City Attorney Nack advised the license should be for Otto’s by Kevin Scharpf, LLC.

Motion: Hahn moved, seconded by Kieffer, to approve the application for a Class D Corporation Liquor License for Otto’s by Kevin Scharpf, LLC, 100 Bouthillier Street, 22C-0455.

Bernstein requested item 22C-0457 be removed from the Consent Agenda.

Motion: Kieffer moved, seconded by McCoy, to approve Consent Agenda CA22-21 with the exception of item 22C-0457.

22C-0457 – APPROVAL OF A REQUEST BY SUSIE DROESSLER TO SERVE AS THE MARKET MASTER FOR THE GALENA FARMERS MARKET, SATURDAYS, MAY 20- OCTOBER 28, 2023, IN THE CITY HALL PARKING LOT

Motion: Bernstein moved, seconded by Hahn, to approve the request by Susie Droessler to serve as the Market Master for the Galena Farmers Market, Saturdays, May 20-October 28, 2023, 22C-0457.

Discussion: Bernstein stated there was a recent issue with a not-for-profit who wished to pass out information at the market. They were told they would be required to pay the same fee as the other vendors. Bernstein stated she would like to see a stipulation added that there be no fee for not-for-profits participating in the market to hand out information. Council discussed and agreed that is not something that should be a part of the market. They could pass out information on the outskirts of the market.

22C-0436 – FIRST READING OF AN ORDINANCE AUTHORIZING THE EXECUTION OF AN AMENDMENT TO AN ANNEXATION AGREEMENT WITH TRUE NORTH QUALITY HOMES, LLC TO ANNEX AND ADD 18.239 ACRES TO THE PLANNED UNITY DEVELOPMENT PLAN

Motion: Hahn moved, seconded by Kieffer, to approve the second reading of an ordinance authorizing the execution of an amendment to an annexation agreement with True North Quality Homes, LLC to annex and add 18.239 acres to the Planned Unit Development Plan, 22C-0436.

22C-0438 – SECOND READING OF AN ORDINANCE ACCEPTING THE DONATION OF PROPERTY FOR THE GALENA DOG PARK IN TIMP’S SUBDIVISION – PHASE 2

Motion: McCoy moved, seconded by Westemeier, to approve the second reading of an ordinance accepting the donation of property for the Galena dog park in Timp’s Subdivision – Phase 2, 22C-0438, 22C-0438.

22C-0462 – FIRST READING OF AN ORDINANCE PROVIDING FOR THE VACATION OF AN UNNAMED ALLEY INTERSECTING WITH DONEGAN STREET

Motion: Hahn moved, seconded by Westemeier, to approve the first reading, waive the second reading of an ordinance providing for the vacation of an unnamed alley intersecting with Donegan Street.

Discussion: Council agreed it was the right thing to do as the property on both sides is owned by the same person.

Motion: McCoy moved, seconded by Hahn, to approve the first reading, waive the second reading of an ordinance abating certain taxes heretofore levied by the City of Galena for the Palace Campground, 22C-0467.

Motion: Westemeier moved, seconded by Hahn, to approve the first reading, waive the second reading of an ordinance enacting and adopting a supplement to the code of ordinances for the City of Galena, 22C-0468.

22C-0469 – MONTHLY WATER AND SEWER OPERATIONS REPORT FROM U.S. WATER CORP

Andrew Schuler gave the report on monthly water and sewer operations. Schuler noted September was a bad month. Things were better in October. They are over budget on chemicals and electricity due to increased costs. A leak survey was performed. A leak was found on Main Street in front of the brewery. Daily usage went from 600,000 gallons to 350,000 gallons per day. Schuler advised there are still leaks out there that they will continue to look for. Schuler stated they would try to do another leak survey in the spring. He would like to do two leak studies per year. Expenses have jumped as well. Phosphate has tripled in price.

Council thanked Schuler for the reports and pictures.

Motion: McCoy moved, seconded by Bernstein, to approve the Warrants as presented, 22C 0470.

22C-0471 – ALDERPERSONS’ COMMENTS

Fire Hydrant – Bernstein advised the fire hydrant at Washington and Hill Streets has been covered for a long time. She questioned why it has not been repaired. Andrew Schuler advised they have a few hydrants in need of repair. Rocks got stuck in them when they were being flushed. He advised he would take a look at it.

Main Street/Lights – McCoy stated Main Street looks wonderful and the Christmas tree by the Market House has never looked better. Hahn agreed and thanked everyone who helped with the lights.

22C-0472 – CITY ADMINISTRATOR’S REPORT

Main Street Lights – Moran thanked the Galena Downtown Business Association for wrapping the light poles on Main Street.

Galena Country – Moran advised Galena Country Tourism will present a report at the next meeting.

Sister Cities – An update will be presented at the next meeting

Events – Moran reminded everyone Saturday, December 3rd, will be the first annual Holidaze event which will coincide with Fire in the Sky.

22C-00473 – MAYOR’S REPORT

Mayor Renner agrees the downtown looks marvelous and noted there is something happening every weekend.

22C-0466 – FIRST READING OF AN ORDINANCE ABATING CERTAIN TAXES HERETOFORE LEVIED BY THE CITY OF GALENA FOR THE 2020 BONDS

Motion: Bernstein moved, seconded by McCoy, to reconsider action taken earlier in the meeting and approve the first reading, waive the second reading of an ordinance abating certain taxes heretofore levied by the City of Galena for the 2020 Bonds.

Discussion: None.
