City of Morrison City Council met Nov. 28.

The Morrison City Council met in Regular Session on November 28, 2022, at 6:30 p.m. in the Morrison Community Room, 307 South Madison Street, Morrison, Illinois. Mayor Vandermyde called the meeting to order at 6:30 p.m. Michael Hemmer, City Clerk, recorded the minutes.
Alderpersons present on roll call were Kruse, Zuidema, Welding, Tervelt, Bruckner, and Deets. Absent: West and Mahaffey. Other City officials present were City Administrator Melton, Public Services Director Matlack, City Treasurer Jones, and Acting Police Chief (Sergeant) Kevin Soenksen.
PUBLIC COMMENT
Eric Phend of the Deerview Condominium Association (Milnes Drive and Deerview) addressed water main issues his association faced due to lack of individual residential shutoffs for water and sewer clean- outs that were installed below grade. Phend asked the City to review what requirements were in place when the buildings were built.
REPORT OF CITY OFFICERS, DEPARTMENT HEADS, AND/OR COMMITTEES
CA Melton reported that the water meter project has started and that residents requesting new meters should contact United Meters Inc. for appointments starting December 5; Fehr-Graham has finished the plans for the Public Works Building and that it is being readied for bids; Surf Net will start to go live during 4th Quarter 2022 and that Homestead has agreed to install a sewer grinder on their property before our lift station. No other reports were presented.
CONSENT AGENDA
Alderperson Deets moved to approve the Consent Agenda as presented, which included Council Meeting Minutes for November 14, 2022; Bills Payable; and Financial Report - October, seconded by Alderperson Zuidema. Ayes: Kruse, Zuidema, Welding, Tervelt, Bruckner and Deets. Nays: None. Absent: Mahaffey, and West. Motion passed.
ITEMS REMOVED FROM CONSENT AGENDA

OTHER ITEMS FOR CONSIDERATION, DISCUSSION & INFORMATION
2023 Meeting Schedule and 2023 Holiday Schedule. Alderperson Welding moved to approve both calendars, seconded by Alderperson Zuidema. Ayes: Kruse, Zuidema, Welding, Tervelt, Bruckner and Deets. Nays: None. Absent: Mahaffey, and West. Motion passed.
Intergovernmental Agreement By and Between MCUSD6 and City of Morrison - Use of Facilities. Alderperson Deets moved to approve the agreement with the correction of the "City of Tampico" being replaced with the "City of Morrison", seconded by Alderperson Bruckner. Ayes: Kruse, Zuidema, Welding, Tervelt, Bruckner and Deets. Nays: None. Absent: Mahaffey, and West. Motion passed.
OTHER ITEMS FOR CONSIDERATION, DISCUSSION & INFORMATION
City Administrator Melton provided an update to Council Utility Billing Program, reviewed Phase 4 & 5 Improvements and Water Rates. He also reviewed plans for the City's Water Infrastructure, Wastewater Infrastructure, Street Repairs and Other Buildings/Facilities/Grounds work.
Adjournment. Alderperson Zuidema moved and seconded by Alderperson Bruckner to adjourn at approximately 7:22 pm, without objection.
