CALL TO ORDER
The meeting was called to order by Clerk Kunde at 9:13am.
ROLL CALL
Councilman Bishop, Considine, Oros, and Venier answered roll call. Absent: Mayor Arellano
PLEDGE OF ALLEGIANCE/INVOCATION
The Pledge of Allegiance was cited. Invocation was given by Councilman Venier
ELECTION OF TEMPORARY CHAIRMAN
Councilman Bishop moved, pursuant to 65 ILCS 5/3.1-35-35(b) to elect Mike Venier as Temporary Chairman to act as presiding officer for purposes of the Special Council Meeting of Friday, January 6, 2023. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried
VISITOR/PUBLIC COMMENT
None
RES# 3044-22 – APPROPRIATE $391,300 IN MFT FUNDS WITH RESPECT TO THE SAFE ROUTES TO SCHOOL – DIVISION AND FARGO PROJECT
Public Works Director/Assistant City Manager Heckman explained the request. Councilman Oros moved to approve the resolution to appropriate $391,300 in MFT Funds with respect to the Safe Routes to School – Fargo and Division Project. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, and Venier. Voting Nay: None. Motion Carried
APPROVAL OF REPAIR/REPLACEMENT FOR THE BOILER SYSTEM AT THE PUBLIC SAFETY BUILDING
Building Official Shipman explained the request, discussion ensued.
Mayor Arellano joined the meeting at 9:20am
RECINDING OF ELECTION OF TEMPORARY CHAIRMAN
Councilman to rescind the temporary election of Councilman Mike Venier as Temporary Chairman of this proceeding. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried
APPROVAL OF REPAIR/REPLACEMENT FOR THE BOILER SYSTEM AT THE PUBLIC SAFETY BUILDING
Building Official Shipman continued to explained the request, discussion ensued. Councilman Oros moved to approve the purchase of a boiler system for no more than $142,000 for the Public Safety Building. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried
APPROVAL OF JOINT FUNDING AGREEMENT WITH ILLINOIS DEPARTMENT OF TRANSPORTATION WITH RESPECT TO THE SAFE ROUTES TO SCHOOL – DIVISION AND FARGO PROJECT
Councilman Considine moved to approve a joint funding agreement with Illinois Department of Transportation with respect to the Safe Routes to School – Division and Fargo Project. Seconded by Councilman Venier. Public Works Director/Assistant City Manager Heckman explained the request, and discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried
EXECUTIVE SESSION
Councilman Venier moved that the Special Council Meeting of Tuesday, January 3, 2023, meet in Executive Session to discuss collective negotiation matters between public employers and the employees or representatives pursuant to Section 2(c)(2) of the Open Meetings Act and to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees pursuant to Section 2(c)(1) of the Open Meetings Act. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried
RECONVENE
Councilman Bishop moved that the Special Session Council Meeting of Friday, January 6, 2023 reconvene into Open Session. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried
COMMENTS
City Manager noted that numbers for the pension bond were handed out and explained the process moving forward. Attorney LeSage gave an update on Overlook Gardens Annexation, discussion ensued.
ADJOURMENT
Councilman Oros moved that the Special Council Meeting of Friday, January 6, 2023 be adjourned to meet in Regular Session on Tuesday, January 17, 2023, at 5:30pm in the Council Chambers at the City Hall. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano. Voting Nay: None. Motion Carried
