City of Galena Historic Preservation Commission met Feb. 2.

Prior to the meeting Mayor Terry Renner presented Carl Johnson a token of his gratitude for his many years of community service serving the Zooning and Historic Board. Thank you, Carl Johnson, for your continued support.
23HPC-001 - CALL TO ORDER
Chairman Craig Brown called the meeting of the Galena Historic Preservation Commission to order at 6:30 PM on Thursday, February 2,2023.
23HPC-002 - ROLL CALL
Upon roll call, the following members were present: Craig Albaugh, Matt Carroll, Carl Johnson, Chuck Horton, Jeremy White, and Craig Brown
Absent: Jack Dennerlein

23HPC-005 – APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF DECEMBER 1, 2022
Motion: Albaugh moved, seconded by White to approve the minutes of the regular meeting of the Historic Preservation Commission of December 1, 2022.

NEW BUSINESS
23HPC-006 – DISCUSSION AND POSSIBLE ACTION ON REQUEST BY JUDY CHIARELLI, OWNER, AND APPLICANT, TO CONSTRUCT AN ADDITION TO THE FRONT OF THE HOME AT 713 DEWEY AVE.
Owner/ Applicant
Adam Johnson spoke on behalf of the applicant. Johnson states that 713 Dewey Avenue is a non-contributing house in the Historic District. The applicant is requesting an addition to the front of the home, which would include a garage and living space.
The design used will liken the steamboat house, along with details on the porch and gabbles. The house’s setback, with the aide of zoning, should not create a distraction to the historic homes.
Judy Chiarelli, owner, stated the only thing original to the home is in the basement. Everything above grade is modern. Chiarelli requested that the window above the garage be oval shaped.
Johnson stated he believes 713 Dewey Avenue does not have historic character. It may have historic features such as the foundation and framing but it does not have an outward appearance of being historic.
Discussion:
Brown feels with the addition and use of modern materials, the home will detract from the historic feel of the surrounding neighbors.
Albaugh advised the home was built in the 1850’s. Albaugh is concerned, if we continue to add to this house, there will eventually be nothing historic left on the home.
Miller stated when the rear addition was previously installed, he recalled seeing old timbers in the house.
Horton stated he had no problem with the request if proper approved materials are used.
White recommended extending the brick down the entire south side of the addition as it was felt that this look was more appropriate than stopping the brick a few feet around the corner of the home. Horton and Carroll agreed.
HPC members feel that the rectangular window above the garage would be more appropriate than the suggested oval window and would like the rectangle window to remain.
Motion: Albaugh moved, seconded by Carroll, to approve with the stipulation that they leave the rectangle window over garage, they use appropriate approved materials, and finish the brick along the south side of the addition.
